Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to
their participation.
When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial
hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE
The Chair at this time will announce those items that have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The Commission may
agendize by majority consent matters of an urgent nature which have come to the Commission's attention after
publication.

C. TR12836 - Continuing Services Agreement
A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City
Officials to Select, Approve, Award, and execute Agreements with the qualified Consulting Firms to
provide professional services for a period of three (3) years with an option to renew for an additional
two (2) year period on an "As Needed" basis to qualified firms that responded to Request for
Qualifications #16-23Q for Professional Services Continuing Services Agreements, which was
competitively solicited for Architectural, Engineering, Surveying and Landscape Architectural
Services as defined in Florida Statutes Chapter 287.055, the Consultants' Competitive Negotiation
Act (CCNA) for various professional services disciplines as determined by the evaluation of the
Selection Advisory Committee in the best interest of the City; effective upon approval; providing for
conflicts; providing for severability; and providing for an effective date

d. TR12827 - Reimbursement Resolution
A Resolution of the City Commission of the City of Tamarac, Florida establishing its intent to
reimburse certain capital expenditures incurred in connection with the acquisition, construction and
equipping of various capital improvements to the City's Water and Wastewater Utility System with
proceeds of a future tax-exempt financing; providing certain other matters in connection therewith;
and providing an effective date.

e. TR12817 - Perpetual Easement and Maintenance Agreement
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the acceptance
and recordation of a Perpetual Easement and Maintenance Agreement, attached hereto as Exhibit
1", from the Florida Conference Association of Seventh Day Adventists for the purpose of installing
and maintaining a shared use path for pedestrian and bicycle activity on a 12 foot strip of land lying
within a portion of Tract 13, Fort Lauderdale Truck Farms Subdivision of Section 3, Township 49
South, Range 41 East, according to the Plat thereof, as recorded in Plat Book 4, Page 31, of the
public records of Broward County, Florida being more particularly described in Exhibit "A", attached
hereto and incorporated herein; providing for conflicts; providing for severability; and providing an
effective date.

f. TR12821 - Medical Billing Services Contract Award
A Resolution of the City Commission of the City of Tamarac Florida authorizing the appropriate City
Officials to award RFP 16-14R "Medical Billing Services" and to execute an agreement with
Advanced Data Processing, Inc. for a period from October 1, 2016 through September 30, 2021, to
provide for the administration, processing and receipt of payments associated with transporting
Emergency Medical Service (EMS) patients on behalf of the City of Tamarac Fire Rescue
Department; providing for conflicts; providing for severability; and providing for an effective date.
g. TR12832 - Comprehensive Signage Award Agreement
A Resolution of the City Commission of the City of Tamarac, Florida, approving the award of Re -Bid
Number 15-23BR, and execution of an agreement between the City of Tamarac and Baron Sign
Manufacturing, a Florida Corporation, attached hereto as Exhibit "A" and incorporated herein; for
the Comprehensive Signage Program for a contract term effective upon contract award through
September 30, 2018, in an estimated amount of one million three hundred and fifty four thousand,
seventy eight ($1,354,078) dollars and approving a contingency expenditure of four hundred and
twenty five thousand ($425,000) dollars for a total estimated expenditure of one million seven
hundred and seventy nine thousand, seventy eight ($1,779,078.00) dollars; authorizing an
appropriation of nine hundred and forty-one thousand five hundred and eighteen ($941,518) dollars;
providing for conflicts; providing for severability; and providing an effective date.

h, TR12826 - Interlocal Agreement Unsafe Structures Board Hearings
A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City
Officials to execute an Interlocal Agreement between Broward County and the City of Tamarac
providing for hearings by the Broward County Minimum Housing/Unsafe Structures Board at a rate
of seventy eight dollars and forty cents ($78.40) per hour for the Code Enforcement Officer and
thirty nine dollars and twenty cents ($39.20) per hour for Clerical Support, with a maximum case
cost of five hundred dollars ($500.00) unless written authorization from the City has been received;
per noticed case, for a five year period through September 30, 2021; providing for conflicts;
providing for severability; and providing for an effective date.

j, TR12816 - Extension of Zoning in Progress / Hospital Similar Uses
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing a reasonable time
extension of the Zoning in Progress of one hundred and eighty (180) days in accordance with
Chapter 24, Article II, Division 6, Section 24-91 of the City of Tamarac Code of Ordinances;
authorizing and directing the City Manager to undertake further study and review of the City's
regulations relating to health care uses to include hospital, public or private, medical clinic or uses
similar to a hospital or medical clinic; providing that upon the adoption of this Resolution extending
the Zoning in Progress an additional one hundred and eighty (180) days , no permits or applications
shall be issued or processed for hospitals or medical clinics or uses similar to a hospital or medical
clinic within the City of Tamarac for a total of three hundred and sixty (360) days from the date of
the administrative order, consistent with this resolution; providing for conflicts; providing for
severability; and providing for an effective date.

TR12825 - Interlocal Agreement Inspections/Plan Review
A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City
Officials to execute the Interlocal Agreement for emergency/non-guaranteed supplemental support
between Broward County and the City of Tamarac for inspection and plan review services to be
performed by the Broward County Building Code Services Division in the event there is a staff
shortage at rate of seventy eight dollars and forty cents ($78.40) per hour for a Building Code
Inspector, eighty nine dollars and thirty cents ($89.30) per hour for a Plans Examiner, ninety dollars
and twenty cents ($90.20) for a Chief Building Code Inspector, ninety nine dollars and eighty cents
($99.80) per hour for Building Official services. Overtime, when approved by the city, shall be at one
and one half the normal hourly rate, including annual increase of 5%, for a five year period
commencing October 1, 2016; providing for conflicts; providing severability; and providing for an
effective date.

k, TR12819 - Sabal Palm North: Quit Claim Deed
A Resolution of the City Commission of the City of Tamarac, Florida, declaring property surplus and
authorizing the conveyance of a five foot (5) strip of real property to the Sabal Palm Community
Development District in accordance with Section 6-156.2 of the City of Tamarac Code of
Ordinances, pursuant to the Quit Claim Deed attached hereto as Exhibit "A"; authorizing the
appropriate City Officials to take all necessary actions consistent with this resolution; providing for
conflicts; providing for severability; and providing for an effective date.

I, TR12837 - Medical Director Contract
A Resolution of the City Commission of the City of Tamarac, Florida to execute an agreement with
Menendez MD & Brooks MD PA, for emergency medical services direction and supervision of the
Tamarac Fire Rescue medical services, for an initial term of three (3) years at a cost of thirty-nine
thousand dollars ($39,000) annually, with two (2) additional two-year renewal terms; the agreement
shall commenced after City execution of this agreement; providing for conflicts; providing for
severability; and providing for an effective date.

An Ordinance of the City Commission of the City of Tamarac, Florida; amending Chapter 16,
Pensions and Retirement, Article VI, Pension Plan, providing for implementation of defined
contribution plan component; providing for compliance with Section 175.351, Florida Statutes;
providing for a savings clause; providing for severability; providing for codification and providing for
an effective date.

The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
