CITY COMMISSION MEETING
TUESDAY, OCTOBER 11, 2016
CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of
Tamarac to order at 9:09 a.m. on Tuesday, October 11, 2016 in City Commission Chambers,
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez, and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren
and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Vice Mayor Glasser led the Pledge of Allegiance.
1. Presentation of a proclamation by Mayor Harry Dressler proclaiming the Month of October
2016 as "Breast Cancer Awareness Month".
2. CITY COMMISSION REPORTS:
a. Commissioner Bushnell: Commissioner Bushnell gave Kudos to the City for Hurricane
Matthew preparedness and said the Mayor Dressler's Code Red Message was well done.
Commissioner Bushnell talked about she, as well as her neighbors, were out and about in
their community offering their help in getting people ready for the hurricane and afterwards
returning their homes to normalcy. Commissioner Bushnell announced that BSO will be
hosting a Shred-a-Thon and Operation Medicine Cabinet on Saturday, October 15, 2016 from
10:00 a.m. to 1:00 p.m. at the Tamarac Moose Lodge, 6191 Rock Island Road, Tamarac.
Commissioner Bushnell commented that at last night's surtax meeting people talked about
issues after the fact. Commissioner Bushnell said people do not attend the meetings to get
information about what is going on in Tamarac and then they voice their displeasure to the
Commission about things they are not happy with. Commissioner Bushnell encouraged
people to attend meetings and voice their concerns.
b. Commissioner Gomez: Commissioner Gomez encouraged people to attend commission
meeting and provide their feedback to the Commission and City Staff. Commissioner Gomez
expressed her appreciation to staff in getting prepared for Hurricane Matthew and noted it
was nice to see neighbors helping each other. Commissioner Gomez thanked staff for last
night's meeting regarding the Penny Sales Tax and reminded people that there will be
another meeting regarding the tax and it is open to all residents of the City of Tamarac.
Commissioner Gomez wished everyone an easy fast.
c. Vice Mayor Glasser: Vice Mayor Glasser wanted to let people know that the reason the
Commission meeting was being held this morning was because Yom Kippur begins this
evening and ends tomorrow evening. Vice Mayor Glasser said it is a day of fasting and
atoning for those of the Jewish faith.

d. Commissioner Placko: Commissioner Placko thanked staff for their hard work in preparing
for Hurricane Matthew and she wanted to let staff know how much it was appreciated by the
residents. Commissioner Placko said she too saw people out and about in their communities
assisting their neighbors and after the storm people went back out in their communities to
provide further help. Commissioner Placko reported that on Thursday, October 13th at 6.30
p.m.in there will be another Town Hall meeting regarding the Penny Sales Tax. This meeting
is taking place in the Commission Chambers and encouraged people to attend so that they
can make an informed decision when they vote in November. Commissioner Placko wished
everyone an easy fast.
e. Mayor Dressler: Mayor Dressler said Yom Kippur is a day people fast and go to temple to
atone for their sins. Mayor Dressler wished everyone a Happy and Healthy New Year
3. CITY ATTORNEY REPORT: City Attorney Goren said he had no litigation to report and
does not need to request a Shade Session. City Attorney Goren said at yesterday's workshop
the Commission reviewed bond resolutions and Financial Services Director Mason and his
colleagues were helpful in clarifying issues. Yesterday at 3:00 p.m. we had a due diligence
conference call with about 30 participants who will assist Tamarac in marketing these bonds.
When the Commission takes action this morning our bond counsel is prepared to close the
transaction quickly because of the current status of the bond market and interest rates.
City Attorney Goren said his office has begun monitoring legislation for the upcoming 2017
legislative session. City Attorney Goren said he believes there is a scheduled workshop
coming up in Broward shortly. The City Attorney's Office will develop their weekly report
which will be forwarded to the Commission for their review. There are a number of bills that
people can file before the session and that information will be provided to the Commission as
soon as they get it.
City Attorney Goren said he knows the Commission read about the surtax ballot issue. There
was the potential for a misplaced ballot question, or a question that might not be totally
accurate. City Attorney Goren said he wanted to let the record reflect that the City of Tamarac
had nothing to do with the preparation of the ballot question. Many of the Commission
members sat with him during the various discussions and, therefore, you know that the
county controlled the delivery of the ballot issue to the Broward County Supervisor of
Elections. City Attorney Goren said there is good news. Clarification will be sent to voters
and corrections made to make sure it has the correct yes or no option on the question. City
Attorney Goren said once the City agreed to the Interlocal Agreement it was not a situation
where Tamarac's Clerk delivered the ballot question to the Supervisor for consideration. It
was controlled solely by the County. City Attorney Goren wished everyone who was
celebrating Yom Kippur an easy fast.
4. CITY MANAGER REPORT: City Manager Cernech said that the next Town Hall meeting
regarding the Penny Sales Tax will take place on Thursday, October 13th at 6:30 p.m. in the
Commission Chambers. City Manager Cernech said this issue will also be on the Tamarac
Chamber's breakfast and Weston Mayor Dan Stermer will be in attendance to talk about the
Penny Sales Tax.

City Manager Cernech noted that the Movie in the Park scheduled for Friday, October 7th and
the Garage Sale scheduled for Saturday, October 8th were cancelled due to Hurricane
Matthew. City Manager Cernech announced that the Taste of Tamarac event will take place
on Saturday, October 22"d from 11:30 a.m. to 3:00 p.m. at the Community Center. There will
be tasting from 25 different food establishments as well as many other activities. Tickets are
$10 per adult, $5.00 per child and children under 6 are free. For more information visit

City Manager Cernech reported that there is a citywide resurfacing project affecting Districts
1, 2 and 4. This project started in August and is considered substantially complete with only
minor punch -list items remaining. City Manager Cernech said at last evening's meeting
someone asked why some streets had not been treated to extend the life of the roadway and
City Manager Cernech said the reason some streets were not treated was because they had
been scheduled to be repaved.
City Manager Cernech thanked the Commission for their appreciation of staff's preparation
for Hurricane Matthew. City Manager Cernech said the Executive Team has a meeting on
Thursday afternoon to talk about what we did and what we could have done better. By and
large everyone stuck to the established plans and we are looking to make sure that next time
it is better than it was this time.
City Manager Cernech said staff is looking at everyone's calendars to see when we can
reschedule the District 1 Town Hall meeting that was cancelled due to the impending
hurricane and we will get back to the Commission with details. City Manager Cernech said
we will be very active this month educating people about this surtax. City Manager Cernech
talked about an editorial regarding the surtax in the Sun Sentinel and expressed his
displeasure with the editorial and the staff at the Sun Sentinel. City Manager Cernech said he
would like to invite the individual that wrote the editorial to come to Tamarac and tell our
residents what is right for Tamarac. City Manager Cernech said the Mayor and Commission
provide leadership in Tamarac and obviously the residents are happy with what the Mayor
and Commission are doing.
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and with no one
wishing to speak, closed Public Participation.
6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any
changes/additions to the Consent Agenda and City Manager Cernech said there were no
changes/additions to the Consent Agenda. Commissioner Bushnell seconded by Vice Mayor
Glasser moved approval of the Consent Agenda as presented. Motion passed unanimously
(5-0).

c. TR12859 - Master Utility System Bond Resolution: A Resolution amending and restating
Resolution No. R-2009-96 in its entirety; Authorizing the Issuance of not to exceed
$22,000,000 Utility System Refunding Revenue Bonds, Series 2016A for the purpose of
refunding a portion of the outstanding City of Tamarac, Florida Utility System Refunding

Revenue Bonds, Series 2009 and Financing the cost of improvements to the City's Utility
system, and paying costs related thereto; and authorizing the issuance of not to exceed
$5,000,000 Utility System Refunding Revenue Bonds, Series 2016B (Taxable) for the
purpose of refunding a portion of the outstanding City of Tamarac, Florida Utility System
Refunding Revenue Bonds, Series 2009, and paying costs related thereto; pledging certain
net revenues of the Utility System for the payment of such bonds; providing for the rights of
the holders of such bonds; making other covenants and agreements in connection therewith;
and providing for an effective date.

d. TR12860 - Utility System Refunding Revenue Bonds, Series 2016A and Series 2016B
(Taxable): A Resolution supplementing a Resolution adopted on even date herewith
authorizing the issuance of not to exceed $22,000,000 Utility System Refunding Revenue
Bonds, Series 2016A for the purpose of refunding a portion of the outstanding City of
Tamarac, Florida Utility System Refunding Revenue Bonds, Series 2009 and financing the
cost of improvements to the City's utility system, and paying costs related thereto, and
authorizing the issuance of not to exceed $5,000,000 Utility System Refunding Revenue
Bonds, Series 2016B (taxable) for the purpose of refunding a portion of the outstanding City
of Tamarac, Florida Utility System Refunding Revenue Bonds, Series 2009, and paying costs
related thereto, subject to the satisfaction of certain conditions contained herein and subject
to the terms and conditions of a Bond Purchase Agreement; approving the form of the Bond
Purchase Agreement, Preliminary Official Statement, Disclosure Dissemination Agent
Agreement and Escrow Deposit Agreement; authorizing the execution and delivery of a Bond
Purchase Agreement, Final Official Statement, Disclosure Dissemination Agent Agreement
and Escrow Deposit Agreement; appointing a Paying Agent, Registrar and Escrow Agent;
delegating to the Mayor and City Manager to award the sale of the bonds to the Underwriter
named herein pursuant to a negotiated sale and subject to the conditions and terms set forth
herein and in the Bond Purchase Agreement; authorizing other required actions, and
providing for severability and an effective date.

e. TR12849 - Award Bid 16-13B for Upgrade or Replacement of Facility Roofing: A
Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 16-13B
to and approving an Agreement with Therma Seal Roof Systems, LLC. for the replacement of
the roofing system at the Public Services/Building Department Building located at 6011 Nob
Hill Road and Fire Station 15 located at 6000 Hiatus Road, in accordance with Bid No. 16-
13B for a contract amount of $369,510.00, a contingency in an amount of $36,951.00, will be
added to the project for a total project budget of $406,461.00; authorizing an expenditure
from the appropriate accounts; authorizing budget amendments as needed for proper
accounting purposes; providing for conflicts; providing for severability; and providing for an
effective date.

f. TR12853 - Execution of Agreement with AMPS, Inc. for the Raw Well Rehabs at the WTP
Project A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the
appropriate City Officials to accept and execute a Purchase Order Agreement between the
City of Tamarac and Aquifer Maintenance & Performance Systems, Inc. (AMPS, Inc.),
utilizing pricing from an agreement obtained through a formal competitive process by Martin
County Utilities, Contract RFB Number 2012-2540 for an amount not to exceed $210,253.60

for the rehabilitation of eight (8) raw water wells at the Water Treatment Plant; a contingency
of 10% or $21,025.36 will be added to the project account for a total amount of $231,278.96;
authorizing the appropriate City Officials to administer the contract; providing for conflicts;
providing for severability; and providing for an effective date.

g. TR12863 - Appointing one (1) Resident Trustee to the Firefighters Pension Board of
Trustees TR12863 - A Resolution of the City Commission of the City of Tamarac, Florida,
appointing one Resident Trustee to the Firefighters Pension Board of Trustees to serve a
four-year term of office ending October 11, 2020 or until a new appointment is made;
providing for conflicts; providing for severability; and providing for an effective date.

7. REGULAR AGENDA: There were no Regular Agenda items scheduled for this meeting.
8. ORDINANCE(S) - FIRST READING:
a. TO2350 - Commencement of Term: An Ordinance of the City Commission of the City of
Tamarac, Florida amending Chapter 2 of the City's Code of Ordinances, entitled "City
Commission" by amending Article II, Section 2-27, entitled "Commencement of Term," to
amend the date of the commencement of terms for duly elected municipal officers; providing
for codification; providing for conflicts; providing for severability; and providing for an effective
date. City Attorney Goren read TO2350 by title into the record. Commissioner Bushnell
seconded by Commissioner Placko moved approval of TO2350 on first reading. Motion
passed unanimously (5-0).
