HomeMy WebLinkAbout2016-08-31 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION WORKSHOP 3" QUARTERLY FY 2016 FINANCIAL UPDATE THURSDAY, AUGUST 31, 2016 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 8:56 a.m. on Thursday, August 31, 2016 in the Mango Room at the Tamarac Recreation Center, 7501 N. University Drive, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez, and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael Cernech, City Attorney Samuel Goren, Assistant City Manager Diane Phillips, City Clerk Patricia Teufel, Information Technology Director Levent Sucuoglu, Public Services Director Jack Strain, Human Resources Director Maria Swanson, Financial Services Director Mark Mason, Parks & Recreation Director Greg Warner, Fire Chief Mike Burton, Chief Building Official Claudio Grande, Community Development Director Maxine Calloway and BSO Chief Neal Glassman. City Manager Cernech welcomed the Commission back from the summer hiatus. City Manager Cernech said that today staff will be talking about some things we have been working on since the last meeting and over the summer. Staff will also be addressing some issues you have raised and finally a quarterly financial update will be provided. City Manager Cernech said to start off Community Development Director Calloway and Chief Building Official/Director Grande will be talking about a proposed Re -occupancy Ordinance. City Manager Cernech said almost all of the Commission members have talked with staff concerning the sale of homes and what happens when homes get transacted and how we address "Buyer Beware" when work is done without permits, there are open permits, and other issues. City Manager Cernech said we have seen a trend of people buying homes and being confronted with unexpected issues. In an effort to address this, staff has done some research and we have a solution that other cities have used which staff will be presenting to the Commission today. City Manager Cernech said what we need the Commission to do is to listen carefully and recognize that this is a solution to a problem. In the areas where it has been implemented it has been successful in the long term and we anticipate some push back. City Manager Cernech inquired if this is the best long term solution to a problem we have or is it a question of whether this is the right solution for the City of Tamarac. If the Commission deems that this is not right for Tamarac, staff will look at some other solutions. City Manager Cernech noted that staff will be looking for feedback from the Commission on this proposed ordinance. City Manager Cernech said we will also have a presentation on a proposed False Alarm Ordinance and the Financial Update. City Manager Cernech said that he will also be talking about the penny sales tax; the Millennium Middle School proposal; Woodmont redevelopment and the Woodlands redevelopment. Page 1 of 3 SPECIAL COMMISSION WORKSHOP MEETING August 31, 2016 3rd QUARTERLY FY2016 FINANCIAL UPDATE Community Development Director Calloway and Chief Building Official/Director Grande gave a presentation, a copy of which is on file in the City Clerk's Office. City Manager Cernech, City Attorney Goren, Community Development Director Calloway and Chief Building Official/Director Grande responded to questions and concerns expressed by the Commission throughout the presentation. City Manager Cernech said the Commission has to decide if this is the right solution for Tamarac and noted that this is just one way that has been effective in other communities. Mayor Dressler said this is an issue that warrants further discussion and a brain storming session. Mayor Dressler suggested that we bring in a consultant to facilitate such a session. City Manager Cernech said staff will schedule another session for further discussion on this issue. City Manager Cernech said the Woodlands will be coming before the Commission in 2017 for redevelopment and he fully expects neighborhoods will rail against this redevelopment. City Manager Cernech said Tamarac has been the focal point of golf course redevelopment over the past few years and our goal is to have learned something from our past experiences when we deal with the Woodlands redevelopment and work with the community to recognize what the payback is for redeveloping a golf course. We already have a section in the Woodlands that is in decline and we have tried to work with residents and now we have to convince them that the golf course is in decline and this redevelopment would be good for the Woodlands. City Manager Cernech said he had a meeting with the Woodmont people last week and Community Development Director Calloway reported that the golf course design will be submitted today or tomorrow. City Manager Cernech said Pulte Homes will have to decide to agree to Development Agreement changes. City Manager Cernech said Pulte has a different and better perspective than the original developers. The changes to the Development Agreement will come back to the Mayor and Commission for approval. Pulte will be bringing site plans on the homes and City Manager Cernech said he is optimistic that Pulte will have something to bring to the Commission in the next few months. There was a lengthy discussion regarding the Development Agreement and possible changes to the agreement. Mayor Dressler said any changes must be for the betterment of the community and he is willing to look at such changes. City Attorney Goren responded to a few comments from the Commission. Commissioner Placko said she met with Pulte and Scott Backman and Pulte was argumentative and she made it very clear that they will do this right. Commissioner Placko said she did not like being threatened and Mayor Dressler said the Commission is impervious to threats as they have sovereign immunity and asked City Manager Cernech to let Pulte know that he does not like anyone being threatened. Assistant City Manager Phillips gave an update on the Millennium Middle School proposed high school academic program and responded to a few questions from the Commission. City Manager Cernech provided the Commission with an in depth update on the Penny Sales Tax issue and the upcoming Neighborhood meetings that have been planned for each district to get the information out to Tamarac residents. Mayor Dressler recessed the meeting for lunch at 11:46 a.m. and reconvened the meeting at 12:15 p.m. with all present as before. Page 2 of 3 SPECIAL COMMISSION WORKSHOP MEETING August 31, 2016 3rd QUARTERLY FY2016 FINANCIAL UPDATE Financial Services Director Mason and Captain Neal Glassman gave a presentation on the proposed False Alarm Ordinance, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason, City Manager Cernech and Captain Glassman responded to questions from the Commission throughout the presentation. All were in agreement about using door hangars to notify individuals about the first false alarm and a $25 fee for second false alarm. Financial Services Director Mason said he will look into what other cities do to enforce registration. City Manager Cernech said BSO Deputies spend 10% of the time responding to false alarms and with this type of ordinance we are looking to reduce it to 5%. Mayor Dressler recessed the meeting at 1:45 p.m. and reconvened the meeting at 1:58 p.m. with all present as before. Financial Services Director Mason gave a 3`d Quarter Financial Report presentation, a copy of which is on file in the City Clerk's Office. There was a discussion about the Broward County School Board running out of money to pay School Resource Officers and Financial Services Director Mason said he would check to see if we received money for our two School Resource Officers. City Manager Cernech gave a brief update on the Colony West Golf Club Hotel and new Clubhouse project and the Tamarac Village title issues.
