CITY COMMISSION WORKSHOP
MONDAY, FEBRUARY 22, 2016
CALL TO ORDER: Vice Mayor Diane Glasser called the Workshop of the City
Commission to order at 9:35 a.m. on Monday, February 22, 2016 in Conference Room
105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Vice Mayor Diane Glasser, Commissioner Pamela Bushnell,
Commissioner Michelle J. Gomez, and Commissioner Debra Placko were in
attendance.
ABSENT: Mayor Harry Dressler
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, City Attorney Samuel Goren and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Vice Mayor Glasser led the Pledge of Allegiance.
Vice Mayor Glasser moved out of order of the agenda to take up item 2 on the agenda.
2. Discussion Regarding the Seniors vs. Crime Program. BSO Captain Neal Glassman
and Seniors vs. Crime Program Regional Director Wayne Picone appeared. Captain
Glassman said the senior community is more vulnerable to be preyed upon by
unscrupulous individuals. Several months ago he found out about the Seniors vs. Crime
Program which has been around since 1989. Captain Glassman asked to have an office
in Tamarac and was told there is an office in Coral Springs. Thus the Attorney General's
office did not agree to have a full time office, but they did agree to open a satellite office
in Tamarac. Captain Glassman gave a presentation, a copy of which is on file in the
City Clerk's Office. Captain Glassman said there will be three or four volunteers
working in the office, with the office space, computers and furniture provided by BSO.
Mr. Picone noted for the record that the Seniors vs. Crime Program is a special project
of the Florida Attorney General's Office. Mr. Picone said there are 40 Seniors vs. Crime
Program offices in Florida and which are located in five Regions and Tamarac is in
Region 1. Mr. Picone gave an overview of what the program offers and the different
services they provide not only to seniors but to anyone, of any age, that need
assistance. Mr. Picone said the volunteers at the Tamarac Office will be trained as a
filter to move certain cases up to the Coral Springs office.
Vice Mayor Glasser said over the last few months she has received quite a few calls
from seniors who have been scammed and noted that this can be very devastating.
Vice Mayor Glasser said seniors tend to be afraid and ashamed when this occurs. Mr.
Picone said this program will make it easier for people to talk to someone who knows
what to do. At the request of Commissioner Bushnell Mr. Picone went over the
volunteer selection and training processes. Commissioner Placko wanted to know since
we are dealing with seniors, some who do not drive, if some kind of transportation will
be provided. Mr. Picone said not yet as they have to wait until the office is established
and the volunteers are stable. In the meantime they can provide service by phone, fax

or email. Commissioner Placko asked how the information about this program is
disseminated to the residents. Captain Glassman said via District Meetings, HOA and
COA meetings and the Tam -A -Gram. Both Captain Glassman and Mr. Picone
responded to questions from the Commission.
1. Update on Medical Director - Division Chief Steve Stillwell, Jerry T. Brooks, MD, and
Benny Menendez, MD appeared. Division Chief Stillwell thanked the Commission for
allowing them to come and address the Commission. Division Chief Stillwell said after
the passing of Dr. El Sanadi there was a concern about medical direction and this had
to be resolved quickly. Division Chief Stillwell said Tamarac has a temporary contract in
place for a 120 day period which will give Tamarac some time to figure out what
direction we will be taking. Dr. Brooks said he and Dr. Menendez have dedicated their
careers to this area of medicine for over 22 years and they strive for the best for
patients. Dr. Brooks said they have worked with Dr. El Sanadi and it is their goal to
continue to make things better. Dr. Brooks said he and Dr. Menendez are here to
reassure the Commission that they will continue to grow the health care that Tamarac
has provided. Dr. Menendez said they know how the EMS system was run for Tamarac
and he does not expect any problems and anticipates a smooth transition. Drs. Brooks
and Menendez responded to a few questions from the Commission. City Attorney
Goren noted for the record that after the passing of Dr. El Sanadi the City Manager, Fire
Chief and Division Chief Stillwell were in direct contact with Drs. Brooks and Menendez
and there was never any gap in EMS coverage. City Attorney Goren said that Drs.
Brooks and Menendez intend to become candidates for the position and plan on
working as a team. They know the system and protocols and are highly qualified.
3. Update on Proposed Transit Sales Tax — MPO Director of Planning James Cromar
appeared and gave a presentation. Mr. Cromar said the transportation and
infrastructure surtax options are a moving target and things still need to be resolved.
Mr. Cromar said this conversation today would help shape what will happen with the
transportation and infrastructure surtax options. Mr. Cromar walked the Commission
through the MPO website relative to the information on both surtaxes. Mr. Cromar
discussed the local funding options, the timeline of the steps necessary to hold a
referendum in November 2016 and the funding distribution by municipality. Tamarac's
first full year distribution would be $6.5 million and the 10 year revenue estimate would
be $71.5 million. Mr. Cromar said Broward County would like control of the
disbursement of the transportation funds; however, cities have expressed they would
like to have some control as well. Mr. Cromar said in the near future the MPO would
look for a supporting resolution. All were in agreement that cities should have control of
how the funds are spent. Mr. Cromar noted that there is a constructive dialogue going
on between all interested groups. Mr. Cromar responded to questions and comments
from the Commission and City Manager Cernech. There was a discussion regarding the
source(s) of funding and how it might be spent. Mr. Cromar ended by saying that he will
take the messages he heard today back to the MPO.
4. TR12750 - Award of Bid No. 16-03B for the Stormwater Master Pump Station
Receiving Ponds Erosion Protection Project. Item No. 6 (c) on the Consent Agenda.
(TR12750) A Resolution of the City Commission of the City of Tamarac, Florida,

awarding Bid No. 16-03B to and approving an Agreement with Landshore Enterprises,
LLC for the construction of Stormwater Master Pump Station Receiving Ponds Erosion
Protection Project, in accordance with Bid No. 16-03B for a contract amount of
$799,209.26; a contingency in an amount of $119,881.39 will be added to the project
account, for a total project budget of $919,090.65; authorizing an appropriation of
$272,340.65; authorizing an expenditure from the appropriate accounts, providing for
conflicts; providing for severability; and providing for an effective date. Public Services
Director Jack Strain, Assistant Public Works Director John Doherty and
Purchasing/Contracts Manager Keith Glatz appeared. Assistant Public Works Director
John Doherty gave a presentation, a copy of which is on file in the City Clerk's Office.
Assistant Public Works Director John Doherty and Public Services Director Strain
responded to a few questions from the Commission.
5. TR12731 - Central Parc South: Model Sales: Item No. 6 (b) on the Consent Agenda.
(TR12731) A Resolution of the City of Tamarac, Florida, granting a Model Sales permit
for the Central Parc South residential development, located on the south side of
Commercial Boulevard and west of the Florida Turnpike for a period of six (6) months;
providing for conflicts; providing for severability; and providing for an effective date.
Community Development Director Maxine Calloway appeared and gave a presentation,
a copy of which is on file in the City Clerk's Office. Community Development Director
Calloway responded to a few questions from the Commission.
6. Discussion Regarding Commercial Vehicle Ordinance. Community Development
Director Maxine Calloway and Code Enforcement Manager Scott Krajewski appeared
and gave a presentation, a copy of which is on file in the City Clerk's Office. Community
Development Director Calloway talked about the reason for amending the code; Code
Enforcement Manager Krajewski talked about case statistics from FY13/14 - FY14/15
and described various pictures regarding commercial and recreational vehicles on
residential properties, multiple trailers and boats on residential properties and parking
on vacant property. Community Development Director Calloway went over the proposed
changes to the code. Community Development Director Calloway and Code
Enforcement Manager Krajewski responded to questions and concerns from the
Commission.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 11:46 a.m.
