CITY COMMISSION WORKSHOP
October 24, 2016
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:38 a.m. on Monday, October 24, 2016 in Conference Room 105, City Hall,
7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance
1. TR12856 - 457 Deferred Compensation Loan Program: Item No. 6 (d) on the
Consent Agenda. (TR12856) A Resolution of the City Commission of the City of
Tamarac, Florida, authorizing the appropriate City officials to execute an addendum to
the agreement with VOYA Retirement Insurance and Annuity Company (VRIAC)
(formerly known as ING Life Insurance and Annuity Company) to provide a loan option
to the 457 Deferred Compensation Plan, adopting the Loan Amendment Addendum,
attached hereto as Exhibit "A" and incorporated; providing for conflicts; providing for
severability; and providing for an effective date. Human Resources Assistant Director
Lerenzo Calhoun and Benefits Specialist Nora Carles appeared. Assistant Human
Resources Director Calhoun said the purpose of the amendment to the 457 plan with
VOYA is to provide a deferred compensation plan loan program for City employees/plan
participants and went over the terms of the agreement. Assistant Human Resources
Director Calhoun, Benefits Specialist Carles and Human Resources Director Swanson
responded to questions from the Commission. Commissioner Bushnell asked if there
was a prepayment penalty and Human Resources Director Swanson said staff would
look into it and get back to the Commission.
2. TR12869 - 2017 Dental Insurance: Item No. 6 (g) on the Consent Agenda. (TR12869)
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the
appropriate City Officials to execute the agreement for the City's Dental Insurance
program with Cigna for two (2) Plan years effective January 1, 2017; providing for the
continuation of the existing cost allocation of the Dental Insurance premium between the
City and employees; providing for conflicts; providing for severability; and providing for
an effective date. Human Resources Director Maria Swanson, Assistant Human
Resources Director Lerenzo Calhoun and Benefits Specialist Nora Carles appeared.
Benefits Specialist Carles went over some of the proposed fees for the Dental HMO and
Dental PPO plans. Human Resources Director Swanson and Benefits Special Carles
responded to a few questions from the Commission.
3. TR12867 - 2017 Health Insurance Renewal: Item No. 6 (e) on the Consent Agenda.
(TR12867) A Resolution of the City Commission of the City of Tamarac, Florida,

authorizing the appropriate City officials to renew and execute an agreement with Cigna
to exercise the second of two (2) one (1) year renewal options effective January 1, 2017
through December 31, 2017, providing for administrative services for claims and
Flexible Spending Plans and the Employee Assistance program and Telehealth
Connection Program, and to make certain modifications to the Health Insurance
Program for employees and retirees; providing for conflicts; providing for severability;
and providing for an effective date. Human Resources Director Maria Swanson,
Assistant Human Resources Director Lerenzo Calhoun and Benefits Specialist Nora
Carles appeared. Human Resources Director Swanson gave an explanation of the
health insurance program and talked about some of the proposed increases in co -pays
and premiums. Human Resources Director Swanson talked about the addition of a new
service that will be provided called the Telehealth Program and explained how the
program would work.
4. TR12868 - 2017 Stop Loss Insurance: Item No. 6 (f) on the Consent Agenda.
(TR12868) A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing the appropriate City Officials to execute an agreement with Cigna, providing
for Stop Loss Insurance; providing for conflicts; providing for severability, and providing
for an effective date. Human Resources Director Maria Swanson, Assistant Human
Resources Director Lorenzo Calhoun and Benefits Specialist Nora Carles appeared.
Human Resources Director Swanson explained the Stop Loss insurance plan and said
the stop loss coverage premium remains the same as last year. Human Resources
Director Swanson responded to a few questions from the Commission. Commissioner
Gomez asked staff to look into an option for elected officials to continue health
insurance coverage after they have termed out and Human Resources Director
Swanson said she would look into it and get back to the Commission.
5. T02345 - Property Maintenance & Bulk Trash Pick Up Ordinance.. Item No. 8 (a) on
Ordinance(s) - First Reading: (T02345) An Ordinance of the City Commission of the
City of Tamarac, Florida Amending Chapter 9 of the City's Code of Ordinances, entitled
"Health, Sanitation and Nuisances" by re -codifying Article IV, Sections 9-130 through 9-
135 as Chapter 17, Article IV, to be entitled "Local Housing Assistance Program";
creating a new Chapter 9, Article IV to be entitled "Residential and Nonresidential
Property Maintenance Standards, creating a new Section 9-130 entitled "Residential
Property Maintenance Standards"; creating a new Section 9-131 entitled Nonresidential
Property Maintenance Standards"; providing for definitions; providing for maintenance
standards, and amending Chapter 20, Article IV, Section 20-116 entitled exceptions,
providing for consistency; providing for exceptions; providing for codification; providing
for conflicts; providing for severability; and providing for an effective date. Community
Development Director Maxine Calloway, Code Enforcement Manager Scott Krajewski
and Senior Code Enforcement Office Dina Michael appeared. Community Development
Director Calloway gave a presentation, a copy of which is on file in the City Clerk's
Office. Community Development Director Calloway went over the reasons for amending
the code. Code Enforcement Manager Krajewski went over the changes and
recommendations to the Residential Property Maintenance Standards,
recommendations for Bulk Trash placement and bulk trash policies of surrounding
cities; recommendations for Air Conditioning, Mechanical and Maintenance Equipment
Standards; recommendations for Exterior Surface of all Building/Structures

Maintenance Standards; recommendations for Walkway and Landscape Curbing;
recommendations for Private Vehicle Use Areas, recommendations for
Carports/Garages; recommendations for Portable Canopies. Senior Code Enforcement
Officer Michael went over the changes and recommendations for the Nonresidential
Property Maintenance Standards. Community Development Director Calloway, City
Manager Cernech, Code Enforcement Manager Krajewski, Public Services Director
Strain and Senior Code Enforcement Officer Michael responded to questions and
concerns from the Commission throughout the presentation. Commissioner Gomez
said she was not happy with the fact that bulk trash could be put out 48 hours prior to
pick-up.
Mayor Dressler recessed the meeting at 11:37 a.m. and reconvened the meeting at
11:55 with all present as before.
6. T02352 - 2nd Budget Amendment: Item No. 8 (c) on Ordinance(s)-First Reading.
(T02352) An ordinance of the City Commission of the City of Tamarac, Florida,
amending ordinance 2016-05, which amended the City of Tamarac Operating Budget,
Revenues and Expenditures, the Capital Budget, and the Financial Policies for the
Fiscal Year 2016, by increasing the total revenues and expenditures by a total of
$2,306,745 as detailed in Exhibit "A" attached hereto; providing for conflicts; providing
for severability; providing for an effective date. - Financial Services Director Mark Mason
appeared and gave a presentation, a copy of which is on file in the City Clerk's Office.
7. Discussion Regarding Cancellation of the November 21, 2016 Commission
"— Workshop, the November 23, 2016 Regular Commission Meeting, the December 27,
2016 Commission Workshop and the December 28, 2016 Regular Commission
Meeting. City Clerk Patricia Teufel appeared and said the Commission usually consents
to the cancellation of the above meetings due to close proximity of the holidays and
asked for a consensus to cancel the November 21 st Workshop, November 23rd
Meeting, December 271h Workshop and December 28th Meeting. All were in agreement
to cancel said meetings.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 12.02 p.m.
