HomeMy WebLinkAbout2005-09-21 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING WEDNESDAY, SEPTEMBER 21, 2005 CALL TO ORDER: Mayor Schreiber called the Special Meeting of the City Commission to order on Wednesday, September 21, 2005 at 6:30 p.m., in the Commission Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida. PRESENT: Mayor Joe Schreiber, Vice Mayor Beth Flansbaum-Talabisco, Commissioner Marc L. Sultanof, and Commissioner Karen L. Roberts ABSENT AND EXCUSED FOR CAUSE: Commissioner Edward C. Portner ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant Interim City Attorney Julie Klahr, and City Clerk Marion Swenson Mayor Schreiber led the pledge of allegiance. 1. City Manager Miller announced that in accordance with TRIM, he is required to read the following statement: The tentative General Fund budget of $43,267,300 is more than the Fiscal Year 2005 adopted budget of $39,662,600. The City proposes to levy a millage rate of 6.2499 for General operating purposes, which is an 18.720/6 increase over the rolled -back rate of 5.2646 mills. The proposed Debt Service Millage rate of .3530 mills is a decrease from the current Debt Service millage rate of .4097 mills. 2. Mayor Schreiber opened the public hearing on the final millage rate for FY06. Phyllis Sandler, 7650 W McNab Road, Tamarac, Elayne Weisburd, 7997 Exeter Boulevard W., Tamarac (on behalf of the Civic League Association Club of Kings Point), and Bernard Herman, 7877 Granville Drive, Tamarac, spoke in opposition to the millage increase. Mayor Schreiber spoke of a newspaper article regarding increased revenues for the coming year, and said the property appraiser has informed the city that we will receive an additional $2.1 million in property revenue. Mayor Schreiber said the items the commission wants to approve can not be completed in one fiscal year, and spoke of sufficient surplus funds in the budget to cover two or three of the items, making it unnecessary to go out for a $9 million bond for these projects, and did not feel it necessary to increase the millage at this time. Mayor Schreiber added many cities are reducing their millage rate. With no one else wishing to speak, Mayor Schreiber closed the public hearing on this item. 3. Mayor Schreiber opened the public hearing on the final General Fund and other Fund budgets for FY 06. Commissioner Roberts said the residents in her district are in favor of the millage increase to pay for baseball fields. Commissioner Roberts said she does not agree with Mayor Schreiber's figures. Commissioner Sultanof said he does not understand the concern over the 250; Tamarac held its position for five years and the city does not owe any money. Tamarac can not afford to stand still; we must Special Commission Meeting September 21, 2005 Page 1 of 3 provide services to everyone. Commissioner Sultanof said he does not want to go into heavy bond debt but he wants to provide what the residents want, and added 18% of the Tamarac population pays practically no tax with 4% paying no tax at all, and the majority of the taxes paid are county taxes. Elayne Weisburd, 7997 Exeter Boulevard W., Tamarac (on behalf of the Civic League Association Club of Kings Point) spoke in favor of the $4.00 increase in the Fire Assessment, but against the millage increase. Sy Schwed, Kings Point Fairfax, spoke in favor of the millage increase. With no one else wishing to speak, Mayor Schreiber closed the public hearing on this item. 4. ADOPTING THE MILLAGE FOR THE 2005 TAX ROLL: (T02092) Motion to adopt ordinance on second reading adopting the millage for the 2005 tax roll; levying a tax for general operations on all properties for the Fiscal Year 2006; levying a tax for the payment of principal and interest for bonded indebtedness; providing for conflicts; providing for severability; and providing for an effective date. Assistant Interim City Attorney Klahr read Temporary Ordinance 2092, Revised 09/08/05 on second reading by title. Commissioner Sultanof seconded by Vice Mayor Flansbaum-Talabisco moved approval. On roll call Commissioner Sultanof voted "yes", Vice Mayor Flansbaum- Talabisco "yes", Mayor Schreiber "no", and Commissioner Roberts "yes". Motion carried. APPROVED ON FIRST READING SEPTEMBER 14, 2005 ORDINANCE NO. 2005-19 5. GENERAL FUND AND OTHER FUND BUDGETS: (T02091) Motion to adopt ordinance on second reading adopting the budget for the General Fund and each of the other Operating Funds and the Capital Improvements Fund for the fiscal year 2006; allocating, appropriating, and authorizing expenditures as presented in the budget; providing for the revenues necessary to fund the expenditures of each of the funds; authorizing budgetary control by department total for all appropriations. Assistant Interim City Attorney Klahr read Temporary Ordinance 2091 on second reading by title. Vice Mayor Flansbaum-Talabisco seconded by Commissioner Sultanof moved approval. On roll call Commissioner Roberts voted "no", Commissioner Sultanof "yes", Vice Mayor Flansbaum-Talabisco "yes", and Mayor Schreiber "yes". Motion carried. APPROVED ON FIRST READING SEPTEMBER 14, 2005 ORDINANCE NO. 2005-20 6. ADOPTING CAPITAL IMPROVEMENT PROGRAM (CIP)• (TR10778) Motion to approve resolution adopting the Capital Improvement Program (CIP) for the five year period beginning with Fiscal Year 2006; providing for conflicts; providing for severability; and providing for an effective date. Assistant Interim City Attorney Klahr read Temporary Resolution 10778 by title. Commissioner Roberts seconded by Commissioner Sultanof moved approval. On roll call Mayor Schreiber voted "yes", Commissioner Roberts "yes", Commissioner Sultanof "yes", and Vice Mayor Flansbaum-Talabisco "yes". Motion carried. RESOLUTION NO.
