CITY COMMISSION WORKSHOP MEETING
TUESDAY, FEBRUARY 18, 1997
CALL TO ORDER: Vice Mayor Mishkin called the Workshop Meeting to order on
Tuesday, February 18, 1997, at 9:30 a.m. in Conference Room #1, 7525 Northwest
88th Avenue, Tamarac, Florida.

Vice Mayor Larry Mishkin
Commissioner Bruce Hoffman
Commissioner John E. McKaye
Commissioner Joseph Schreiber
ALSO PRESENT:
Robert S. Noe, Jr., City Manager
Mitchell S. Kraft, City Attorney
Chris King, Senior Planner
Bruce Abrahams, Budget Administrator
Karen Jackson, Office Specialist

1. Telecommunications Ordinance - discussion
Discussion was held regarding the proposed changes to the Telecommunications
Ordinance, Temp. Ord. 1780. (See Attachment 1 for proposed changes listing)
Further discussion was held as to the differences and requirements between special
exceptions for City property and private property.
V/M Mishkin recommended that this item be deferred to a City Commission Workshop
meeting on Monday, February 24, 1997 at 8:45 a.m., to allow for further review by the
City Commission.
V/M Mishkin asked for a Consensus of Opinion from the Commission and all agreed to
defer the item as described.
2. Quarterly Report - discussion
Mr. Abrahams described the quarterly report provided to the City Commission.
V/M Mishkin suggested that the City Commission be given a little time to review this

report prior to responding.
Comm. Schreiber requested that the preparation costs of the report be deciphered and
brought back to the City Commission.
V/M Mishkin asked for a Consensus of Opinion from the Commission and all agreed to
defer the item as described.
Mr. Noe reported that a reorganization within the Finance Department is taking place at
this time prior to preparing for the beginning of the FY 98 process.
Comm. Schreiber inquired about the recent lawsuit and Mr. Kraft reported that there
was an unfavorable outcome in the Berkowitz vs. City of Tamarac case and that an
Executive Session will be called shortly.
With no further discussion, Vice Mayor Mishkin ADJOURNED the meeting at 10:10 a.m.
