SPECIAL TRAINING SESSION
TITLE VII REQUIREMENTS AND LITIGATION FOR
ELECTED OFFICIALS
DECEMBER 7, 2004
A special training session on Title VII requirements and litigation for elected
officials was held on Tuesday, December 7, 2004 at 9:00 a.m. at the Woodlands
Country Club, 4600 Woodlands Boulevard, Tamarac, FL 33319.
PRESENT: Mayor Joe Schreiber, Vice Mayor Marc L. Sultanof, Commissioner
Edward C. Portner, Commissioner Beth Flansbaum-Talabisco, and
Commissioner Karen L. Roberts.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft,
Deputy City Manager Michael C. Cernech, Assistant City Attorney Vanessa T.
Steinerts, Human Resources Director Maria Swanson, City Clerk Marion
Swenson, and Attorney Susan Dolin, Rothstein, Rosenfeldt, Dolin & Pancier,
P.A.
Ms. Dolin discussed compliance with federal and state law with regard to
harassment (sexual and other); hostile environment; harassment by supervisor;
damages; harassment by non -supervisor; remedies for victims; and preventive
measures.
A recess was called at 10:05 a.m. and the Special Training Session resumed at
10:20 a.m. with all present as before.
Ms. Dolin continued the presentation with a discussion of federal and state EEO
laws; protected classes; interviewing guidelines; questions to avoid; on the job
EEO compliance; damages; and cost of litigation.
Ms. Dolin responded to questions from the Mayor and City Commission
regarding various incidents that may or may not be considered detrimental in the
workplace, and Ms. Dolin stressed that in a professional arena there are actions
and statements that are not appropriate, and common sense should rule.
The meeting adjourned at 11:15 a.m.
