SPECIAL CITY COMMISSION MEETING
WEDNESDAY SEPTEMBER 8, 2004
CALL TO ORDER: Mayor Schreiber called the Special Meeting of the City Commission
to order on Wednesday, September 8, 2004 at 5:30 p.m., in the Commission Chambers
at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Marc L. Sultanof, Commissioner Edward
C. Portner, Commissioner Beth Flansbaum-Talabisco, and Commissioner Karen L.
Roberts.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft and City
Clerk Marion Swenson.
Commissioner Portner led the pledge of allegiance.
Mayor Schreiber announced that this is a special meeting of the City Commission of the
City of Tamarac for the public hearings on the proposed millage and tentative budget
for Fiscal Year 2005, and introduced City Manager Miller.
In accordance with TRIM, City Manager Miller read the following into the record: The
tentative General Fund budget of $39,662,600 is more than the Fiscal Year 2004
adopted budget of $36,590,200. The City proposed to levy a millage rate of 5.9999 for
General operating purposes, which is a 10.97% increase over the rolled -back rate of
5.4070 mills. The proposed Debt Service Millage rate of .4097 mills is a decrease over
the current Debt Service millage rate of .4550 mills.
Mayor Schreiber opened the public hearing on the proposed millage rate for FY 2005,
and with no one wishing to speak, closed the public hearing.
Mayor Schreiber opened the public hearing on the Fire Rescue Assessments for FY
2005. Min Wander, 6351 NW 89 Avenue asked why developers do not pay the Fire
Rescue Assessments rather than having residents pay. City Manager Miller explained
that everyone pays the Fire Rescue fee proportionately. Maria Vega, Sands Point
Boulevard #R202 asked for clarification of the Fire Rescue Assessment, and City
Manager Miller and Vice Mayor Sultanof responded. With no one else wishing to
speak, Mayor Schreiber closed the public hearing.
Mayor Schreiber opened the public hearing on the tentative General Fund and other
Fund budgets for FY 2005. Kelly Patrick of Family Central, 840 SW 1st Avenue, Ft.
Lauderdale, spoke on behalf of Family Central and explained that Family Central had
requested a $19,995 contribution from the City of Tamarac. City Manager Miller replied
the Mayor and City Commission support Family Central and this year's contribution is
$3,500; the City of Tamarac has kept its level of contributions at the same level as last

year for all organizations. With no one else wishing to speak, Mayor Schreiber closed
the public hearing.
ADOPTING mMILLAGE FOR THE 2004 TAX ROLL:. (T02055) Motion to adopt
ordinance on first__reading adopting the millage for the 2004 tax roll; levying a tax for
general operations on all properties for the Fiscal Year 2005; levying a tax for the
payment of principal and interest for bonded indebtedness; providing for conflicts;
providing for severability; and providing for an effective date. City Attorney Kraft read
Temporary Ordinance 2055 on first reading by title. Vice Mayor Sultanof seconded by
Commissioner Portner moved approval. On roll call Mayor Schreiber voted "yes",
Commissioner Roberts "yes", Vice Mayor Sultanof "yes", Commissioner Portner "yes",
and Commissioner Flansbaum-Talabisco "yes". Motion carried.

FIRE RESCUE ASSESSMENT: (TR10501) Motion to approve Resolution relating to
the provision of fire rescue services, facilities and programs in the City of Tamarac,
Florida; reimposing Fire Rescue Assessments against Assessed Property located
within the City of Tamarac for the Fiscal Year beginning October 1, 2004; approving the
rate of assessment; approving the Assessment Roll; providing for conflicts; providing for
severability; providing an effective date. City Attorney Kraft read Temporary Resolution
10501 by title. Commissioner Portner seconded by Vice Mayor Sultanof moved
approval. On roll call Vice Mayor Sultanof voted "yes", Commissioner Flansbaum-
Talabisco "yes", Mayor Schreiber "yes", Commissioner Roberts "no", and Commissioner
Portner "yes". Motion carried.
RESOLUTION NO. R2004-193
TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2005:
(T02056) Motion to adopt ordinance on first .reading adopting the budget for the
General Fund and each of the other Operating Funds and the Capital Improvements
Fund for the fiscal year 2005; allocating, appropriating, and authorizing expenditures as
presented in the budget; providing for the revenues necessary to fund the expenditures
of each of the funds; authorizing budgetary control by department total for all
appropriations; providing for conflicts; providing for severability; and providing for an
effective date. City Attorney Kraft read Temporary Ordinance 2056 on first reading by
title. Commissioner Flansbaum-Talabisco seconded by Commissioner Portner moved
approval. On roll call Commissioner Flansbaum-Talabisco voted "yes", Commissioner
Portner "yes", Mayor Schreiber "yes", Vice Mayor Sultanof "yes", and Commissioner
Roberts "no". Motion carried.
APPROVED ON FIRST READING SEPTEMBER 8, 2004
Mayor Schreiber announced the second public hearing in which a final millage and
budget shall be adopted will be on September 22, 2004 at 5:30 p.m. in the Commission
Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL.

Commissioner Portner asked if the second public hearing meeting scheduled for
September 22, 2004 could be held later than 5:30 and City Manager Miller said the
meeting has already been advertised.
There being no further business to come before the Mayor and City Commission, Mayor
Schreiber adjourned the Special Meeting at 5:45 p.m.
