CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R- 2018 03
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE PURCHASE
OF NEW AND REPLACEMENT VEHICLES AND
EQUIPMENT UTILIZING COMPETITIVE PROCUREMENT
METHODS AND CURRENT AGREEMENTS AVAILABLE
FOR COOPERATIVE PURCHASE AT THE TIME OF
PURCHASE, INCLUDING, BUT NOT LIMITED TO, THE
AGREEMENT AWARDED BY THE FLORIDA SHERIFF'S
ASSOCIATION, THE NATIONAL IPA CONTRACT, AND
OTHER AGREEMENTS, IN THE BEST INTEREST OF THE
CITY; AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO SELECT, APPROVE, AND AWARD THE
PURCHASE OF SAID EQUIPMENT AND VEHICLES
UTILIZING CURRENT AGREEMENTS AVAILABLE FOR
COOPERATIVE PURCHASE AT THE TIME OF PURCHASE
IN THE BEST INTEREST OF THE CITY; AUTHORIZING AN
EXPENDITURE IN AN AMOUNT NOT TO EXCEED
$2,022,460.00 FROM THE APPROPRIATE ACCOUNTS
FOR ALL VEHICLES AND EQUIPMENT; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, funds were appropriated in the Adopted Fiscal Year 2018 Budget for
replacement of vehicles and heavy equipment; and
WHEREAS, the timely replacement of City vehicles and equipment is necessary
in order to ensure the effective and efficient delivery of services by City departments; and
WHEREAS, City of Tamarac Code, §6-148 allows the Purchasing Officer the
authority to waive purchasing procedures and purchase equipment which is the subject
of contracts with other governmental agencies; and
WHEREAS, it has been proven in the marketplace that formal competitive bids
available for cooperative purchase provide the lowest prices as well as the most efficient
method for purchasing vehicles and heavy equipment; and

WHEREAS, the Director of Public Services, Director of Financial Services, and
Purchasing and Contracts Manager have determined that it is in the City's economic
interests to purchase replacement vehicles and equipment as identified in Exhibit 1",
Exhibit "2", respectively, attached hereto, utilizing current agreements available for
cooperative purchase including, but not limited to, the Agreement awarded by the Florida
Sheriff's Association, the National IPA Contract and other Agreements, copies of the
Agreements are incorporated herein by reference and on file in the office of the City Clerk;
and
WHEREAS, Funds for the Vehicle Replacement Program, in the amount of
$1,692,460.00, exist in the FY 2018 Adopted Budget in the Asset Maintenance Program,
a detailed budget summary is hereto attached as "Exhibit Y; and
WHEREAS, Funds for the purchase of replacement equipment, in the amount of
$70,000.00, exist in the FY 2018 Adopted Budget in the General Fund, and $260,000.00
in the Stormwater Fund for the purchase of replacement equipment not to exceed a
combined total of $330,000; a detailed budget summary is hereto attached as "Exhibit 3",
and
WHEREAS, it is in the best interest of the City to authorize the appropriate City
officials to select, approve, and award the most cost effective procurement method
utilizing competitive procurement methods and current agreements available for
cooperative purchase at the time of purchase including, but not limited to, the Agreement
awarded by the Florida Sheriff's Association; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac that the appropriate
City Officials be authorized to select, approve and award the cost effective choice for

replacement vehicles and equipment as identified in "Exhibit 1" and "Exhibit 2" be
purchased utilizing competitive procurement methods and current agreements available
for cooperative purchase, including, but not limited to, the Agreement awarded by the
Florida Sheriff's Association.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA-
SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof and all exhibits referenced and attached hereto are incorporated
herein and made a specific part of this Resolution.
SECTION 2: The City Commission of the City of Tamarac authorizes the
purchase of new and replacement vehicles and equipment utilizing competitive
procurement methods and current agreements available or cooperative purchase, at the
time of purchase, including, but not limited to, the Agreement awarded by the Florida
Sheriff's Association, the National IPA Contract and other Agreements-, authorizing an
expenditure in an amount not to exceed $2,022,460.00 from the appropriate accounts for
all vehicles and equipment. The appropriate City Officials are further authorized to
execute all appropriate agreements and do all things necessary to effectuate this
Resolution.

SECTION.I. Funds totaling $2,022,460.00 were appropriated in the
Adopted Fiscal Year 2018 Budget for the purchase of replacement vehicles and
equipment as identified in "Exhibit 1" and "Exhibit 2", respectively.
SECTION 4: An expenditure in the amount of $2,022,460.00 for said
purpose is hereby authorized.
SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portions or applications
of this Resolution.
