R-2005- l 0 0 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA RECOGNIZING AND FULLY SUPPORTING THE RIGHTS OF THE DISTRICT OF COLUMBIA'S ELECTED REPRESENTATIVE TO HAVE FULL VOTING RIGHTS IN THE UNITED STATES HOUSE OF REPRESENTATIVES; DIRECTING THE CITY CLERK TO PROVIDE A COPY OF THIS RESOLUTION TO THE DEPUTY DIRECTOR OF THE NATIONAL LEAGUE OF CITIES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the District of Columbia has nearly 400,000 registered voters and one delegate in the United States House of Representatives who does not have a vote; and WHEREAS, the District of Columbia has more than 575,000 residents who pay some of the highest federal taxes per capita in the nation, but unlike other cities, do not enjoy the benefits of those taxes; and WHEREAS, the citizens of the District of Columbia carry the same responsibilities of citizenship as other Americans, yet lack full representation in the United States Congress; and WHEREAS, the District of Columbia does not have budget and legislative autonomy for self -governance because of Congressional mandate; and WHEREAS, the District of Columbia is the permanent seat of government for the United States, and voting rights in our capital is a national concern; and Temp. Reso. #10731 May 25, 2005 Page 2 WHEREAS, citizens of the District of Columbia have fought in every war since the War for Independence, serving the United States valiantly and heroically, but do not have the benefit of having their voices heard through their elected Congressional Representative; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of Tamarac to recognize and fully support the rights of the District of Columbia's elected representative to have full voting rights in the United States House of Representatives. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Commission of the City of Tamarac hereby recognizes and fully supports the rights of the District of Columbia's elected representative to have full voting rights in the United States House of Representatives. SECTION 3: The City Clerk is hereby directed to provide a copy of this resolution to the National League of Cities Deputy Director. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or 1 n 11 1 1 Temp. Reso. #10731 May 25, 2005 Page 3 invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption.
