R-2005 I (00 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ACCEPT GRANT FUNDING FROM THE NATIONAL RECREATION & PARK ASSOCIATION/NATIONAL FOOTBALL LEAGUE IN THE AMOUNT OF $1,500.00; AWARDING $1,500.00 IN A GRANT TO THE TAMARAC YOUTH FOOTBALL LEAGUE; AMENDING THE GRANTS FUND BUDGET DURING THE NEXT QUARTERLY BUDGET ACTIONS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation programs; and WHEREAS, the National Recreation & Park Association/National Football League provides grant funds to Parks and Recreation Departments for advancement or development of youth football programs; and WHEREAS, a grant from the National Recreation & Park Association/National Football League in the amount of $1,500.00 has been approved; and WHEREAS, the acceptance of these funds requires the amending of estimated revenues and expenditures within the Grants Fund Budget; and WHEREAS, actions requiring amendment of the budget are performed during regular quarterly budget amendments; and Temp. Reso. #10779 08/09/05 Page 2 WHEREAS, $1,500.00 will be granted from the City of Tamarac to the Tamarac Youth Football League to be used for participant scholarships, equipment purchases or program administration such as officiating; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept the National Recreation & Park Association/National Football League grant funds in the amount of $1,500.00 and approve granting $1,500.00 from the City of Tamarac to the Tamarac Youth Football League. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA; SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City of Tamarac hereby accepts $1,500.00 in grant funds from the National Recreation & Park Association/National Football League. SECTION 3: The City of Tamarac hereby grants $1,500.00 to the City of Tamarac Youth Football League to be used for participant scholarships, equipment purchases or program administration such as officiating. SECTION 4: The City Commission authorizes the appropriate City Officials to include the amendment of the Grants Fund in the amount of $1,500.00 during the next quarterly budget amendment. 1 1 1 Temp. Reso. #10779 08/09/05 Page 3 SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. ROBERTS Ay A 6� TO: Tamarac Parks and Recreation on behalf of the Tamarac Youth Football League FROM: Alexia Gallagher, NFL Youth Football Fund DATE: June 30, 2005 On behalf of the National Football League, NFL Players Association, and the Miami Dolphins, we are pleased to inform you that the NFL Youth Football Fund (YFF) has approved a grant in the amount of $1500 to Tamarac Parks and Recreation on behalf of the Tamarac Youth Football League for the 2005 NFL Local Agency Grant Program. National Recreation & Park Association, a member of the NFL National Youth Football Partners, has chosen your organization to receive a grant from the YFF to recognize outstanding and innovative youth football programs and leagues developed on the local level. Per your grant application proposal, this Local Agency Grant will be distributed to your chapter in order to help support your youth football program. By accepting this YFF contribution, you also are accepting the terms and conditions of this Grant as set forth in this agreement: All Local Agency Grant funds must be used solely for the purpose of carrying out the Program as described in the grant application. Any grant funds which are not used for the Local Agency Grant Program on or before December 30, 2006 must be returned to the YFF. NFL logos (including but not limited to the NFL Youth Football Fund, NFL Youth Football Partners, and NFL shield logos) may not be used without prior written approval from the NFL. All usage requests should be submitted to my attention and cannot be implemented without the receipt of written approval. Local Agency Grant funds may not be used for any purpose that is not exclusively charitable or educational. For example, Local Agency Grant Funds may not be used to pay for participant entry into any non -charitable youth football programs (e.g., NFL FLAG) since such actions would present a conflict of interest for the YFF, which is a 501 (c)(3), non-profit foundation. All Local Agency Grant recipients are required to complete the enclosed Grant Evaluation form and fax it to Vida Hsu's aftention.no later than November 1. 2005. Background: In May 2005 an application was submitted to the National Recreation and Park Association, a member of the NFL Youth Partners, for grant funding for the Tamarac Youth Football Program. A Resolution will be prepared to officially accept the grant funding and to award a $1,500.00 grant to the Tamarac Youth Football League.
