RESOLUTION NO. R-2005 -(,t,9
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO FILE AN
APPLICATION THROUGH THE BROWARD SHERIFF'S
OFFICE ACCEPTING 2005 GRANT FUNDING IN THE
AMOUNT OF $15,567 FROM THE U.S. DEPARTMENT OF
JUSTICE THROUGH THE JUSTICE ASSISTANCE GRANT
(JAG) PROGRAM WITH NO MATCH REQUIRED BY THE
CITY TO ENHANCE CRIME PREVENTION AND LAW
ENFORCEMENT PROGRAMS; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to enhance its crime
prevention and law enforcement programs; and
WHEREAS, the U.S. Department of Justice, Bureau of Justice Assistance provides
grants for projects that will reduce crime and improve public safety; and
WHEREAS, the U.S. Department of Justice, Bureau of Justice Assistance has
determined the City's eligibility for 2005 Justice Assistance Grant (JAG) funds in the amount
of $15,567 with no match required specifying that one party serve as the lead agency for
Broward County for purposes of application submission and grant administration; and
WHEREAS, the City of Tamarac agrees to have the Broward Sheriff's Office serve as
the lead agency for said purposes; and
WHEREAS, the City recommends implementation of the Broward Sheriffs Office
District VI I proposal, attached hereto as Exhibit 1, for utilization of the Justice Assistance
Grant funding to improve public safety and enhance law enforcement; and

WHEREAS, upon award any and all funds acquired through this grant will be I
expended on additional programs and services to be provided to Tamarac residents through
the Broward Sheriffs Office; and
WHEREAS, the City of Tamarac posted meeting notices and a Public Hearing
regarding the intended use of the Justice Assistance Grant Funds was held pursuant to the
grant requirements; and
WHEREAS, the Assistant City Manager and the Broward Sheriffs Office District VII
Chief recommend applying for the Justice Assistance Grant; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to apply for the Justice
Assistance Grant in the amount of $15,567 for the purposes outlined in Exhibit 1 to enhance
crime prevention and law enforcement programs. I
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The City Commission of the City of Tamarac, Florida hereby authorizes the
appropriate City Officials to apply for grant funding from the U.S. Department of Justice,
Bureau of Justice Assistance in the amount of $15,567 to enhance crime prevention and
law enforcement programs.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such
conflict. I

ISection 4: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.
Section 5: This Resolution shall become effective immediately upon its adoption.

Justice Assistant Grant (Formerly LLEBG)
Attached is the 2004 Local Law Enforcement Lock Grant Funds Allocation Funds
Request. Last year $11,003 were awarded to the city for this project. Justice Assistant
Grant Funds (J.A.G.) for 2005 that is available to the City of Tamarac is $15,567.00.
Based on a review of previous and current projects I recommended the following
funds allocation for the 2005 J.A.G.
SUMMER CAMP SECURITY. $4,000
Continuation of funding security for the City of Tamarac Parks and Recreation
Department Summer Camp Program. This program provides security to youthful
attendees who are participating in park sponsored programs. These programs are
designed to teach children craft skills and sports skills and at the same time funding
provides for security for children and employees participating in these programs.

COMMUNITY SAFETY AND DUI AWARNESS AND PREVENTION: $3,400
Funds will be alleged to purchase a computer and associated software and
hardware for a community safety program known as the "Are You O.K. Program" this
computer program is designed for older adults, disabled persons, shut-ins and anyone
in our community who lives alone and needs to be checked on daily, but has no one
to do this. The computer automatically calls the resident at home at the same time
everyday, at a time specified by the resident, seven days a week to make sure the
resident is OK. The message will state, "Good morning, Are you OKV In the event
that the resident does not answer the telephone, the computer will call back twice in
a short span of time. if there is still no answer, the computer will alert the Sheriff's
Office and in turn will dispatch a deputy to the residence to investigate. (Cost - $2525)
DUI AWARNESS PROGRAM: (Fatal Vision Impairment Simulation Program - Cost $875)
The Fatal Vision Impairment Simulation Program is comprised of a kit which contains
Videos which educate drivers on the physical effects of drunk driving, it can also
contain instructor guides reproducible student handouts along with goggles that the
student will wear. The goggles simulate day and night driving and have three
different types of impairment the simulate mild to extreme intoxication. This program
would be used in the education of student drivers to educate them on the hazards of
driving under the influence. This new community program would be the first of its type
presented by the Sheriff's Office for the City of Tamarac residents.
SUPPLEMENTAL POLICE PROTECTION: $8,167
This allocation provides for unbudgeted special operations or patrol deployment to
combat Truancy, drug and criminal selective enforcement activities. This is a
continuation of funding for overtime to be utilized for truancy intervention, decoy and
enforcement operations, as well as for proactive drug enforcement operations.
These programs, it is believed will serve an identified interest in maintaining crime
prevention, traffic accident reduction and associated criminal activity from truancy
and specialized targeted crime incidents, These programs have previously recorded
much success in the overall impact it has had in reducing crime and fear of crime in
the community. I look forward to discussing any of these issues for presentation to the
Tamarac City Commission.
