A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA APPROVING THE CITY'S GRANT
APPLICATION TO BROWARD COUNTY OFFICE OF
INTEGRATED WASTE MANAGEMENT FOR A GRANT IN
THE AMOUNT OF $108,250 FOR A RECYCLED WASTE TIRE
PHYSICALLY CHALLENGED FITNESS TRAIL IN TAMARAC
PARK; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the State of Florida Department of Environmental Protection (FDEP),
has provided Broward County with grant funding; and
WHEREAS, Broward County has established a 9th Year Recycling Waste Tire
Grant Program for municipalities; and
WHEREAS, the City Commission of the City of Tamarac desires to provide
enhanced outdoor recreation opportunities for its physically challenged residents and
visitors; and
WHEREAS, the City Commission of the City of Tamarac wishes to provide a state
of the art physically challenged fitness trail at Tamarac Park using a recycled waste tire
product surface; and
WHEREAS, the grant project would consist of an approved ADA safety pour -in -
place recycled waste tire product; and
WHEREAS, the Parks and Recreation Department will be able to provide annual
maintenance without hiring additional staff; and
WHEREAS, the Assistant City Manager, Parks and Recreation Operations Manager

and City Engineer recommend approval of this request; and
WHEREAS, no matching funds are required; and
WHEREAS, on September 5, 1996, the City Manager submitted a grant application
to Broward County; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to approve the grant
application submitted to Broward County, Office of Integrated Waste Management in the
amount of $108,250 for a physically challenged fitness trail at Tamarac Park using a
recycled waste tire product surface.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: The City Commission hereby approves the grant application submitted
to Broward County Office of Integrated Waste Management in the amount of $108,250
to install a physically challenged fitness trail at Tamarac Park using a recycled waste tire
product surface
SECTION 3: Upon approval of the grant received from the Broward County Office
of Integrated Waste Management a resolution accepting the grant and Memorandum of
Agreement will be proposed at that time.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5_ If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or

application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its passage
and adoption.

CHALLENGED FITNESS TRAIL
RECYCLED WASTE TIRE GRANT
The City of Tamarac will provide an educational and promotional campaign geared towards
physically challenged residents and visitors of Tamarac Park. The purpose of this project
is to educate the public on the use and reuse of waste tires as a safe alternative to asphalt,
concrete, sand or mulch ground protection installed on fitness trails. The project for
physically challenged would use an existing asphalt pathway. The asphalt pathway
requires patching of existing cracks and will serve as a sub -base for the pour -in -place
recycled waste tire product. The project will provide for Tamarac physically challenged
residents and visitors an opportunity to visit and participate in sports and provide for
exercise at physically challenged exercise stations.
Introduction
The City of Tamarac will install 9,000 square feet of recycled waste tire pour -in -place
located at Tamarac Park, 7501 North University Drive, Tamarac, Florida. Tamarac Park
is an active, centrally located park within the City. Baseball, softball, little -league,
basketball, and other active sports are played here. The Tamarac Comprehensive Plan
and the Recreation Master Plan identified that Tamarac has a need to provide for
physically challenged fitness activities.

Tamarac's primary goal is to establish a recycled demonstration project that will help
promote the advancement of education and research designed to facilitate waste tire
recycling. One of our objectives to meet this goal is to increase the awareness of using
recycled waste tire products as an alternative and substitute to traditional products
(asphalt, concrete, sand or mulch). A second objective is to install the recycled waste tire
product (pour -in -place) to provide for a safe fitness trail for those that are physically
challenged.
Tamarac's secondary goal is to continue to promote recycling, volume reduction, the
proper disposal of solid wastes and assist market development of recycled materials.
Qur Commitment
The City of Tamarac participates on the Resource Recovery Technical Advisory Committee
(TAC) and will continue to do so.
In 1995, Tamarac received funding to install two playground surfaces using VitriTurf at
Tamarac Park and Tamarac Sports Complex. The playground areas usage have
increased significantly and have received public favorable response from the parents and
children. The City of Tamarac proposes a unique application of the VitriTurf to develop
and install a fitness trail for those physically challenged. In addition to the installation of
a fitness trail, the City would install four workout stations to emphasis upper body exercise.
Tamarac's emphasis is to develop an awareness of the different applications and uses of
recycled waste tires. In addition, we believe that this application of recycled waste tire as
a safety feature for physically challenged fitness trail is unique and will help promote the
need to identify and provide for access for those physically challenged.
The Tamarac Parks and Recreation Operations Manager will be the Project Manager and
will provide quarterly and final construction progress reports. The TAC Representative and
Public Work staff will lend assistance as needed. Tamarac will include this project in it's
educational and promotional campaign for residents, with special emphasis on physically
challenged residents. The promotional campaign includes press releases, monthly
citywide newsletter and updates on Channel 19 and Seflin.
Requirements - repair asphalt, add additional asphalt, install VitriTurf and signage.
Conclusion
Tamarac will work closely with Broward County waste tire representative to monitor
durability of project to weather elements and usage, including drainage, and will provide
a written report of it's findings within six months of installation.

Recommendation:
Approval of resolution authorizing the City's grant application to Broward County Office
of Integrated Waste Management.
Issue:
A grant application requesting $108,250 from Broward County Office of Integrated
Waste Management for a physically challenged fitness trail surface created from
recycled waste tire (pour -in -place) at Tamarac Park.
Background:
On September 5, 1996, the City Manager submitted a grant application to Broward
County Office of Integrated Waste Management requesting $108,250 for a physically
challenged fitness trail surface created from recycled waste tire (pour -in -place) to be
installed at Tamarac Park.
The County grant program is funded by the State of Florida Department of
Environmental Protection. There is no match required by the City. The grant uses the
same type of recycled waste tire product (pour -in -place) that was used at Tamarac Park
and Tamarac Sport Complex. The grant provides for physically challenged access to
the existing baseball diamonds and a challenge course for upper body exercise. The
grant guidelines recommend that a new or unique application of the recycled waste tire
products would receive greater consideration. The Parks and Recreation Operations
Manager recommended the physically challenged fitness trail as a new unique project
in Broward County. The grant application was submitted in anticipation of improving
and expanding recreation activities for the physically challenged.
