CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-96-
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING THE
CLASSIFICATION AND PAY PLAN; AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE A
SUPPLEMENTAL AGREEMENT WITH THE FEDERATION
OF PUBLIC EMPLOYEES; APPROVING
IMPLEMENTATION OF THE PAY PLAN FOR NON -
BARGAINING EMPLOYEES; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac contracted with David M. Griffith & Associates
(DMG) to perform a Classification and Pay Study; and
WHEREAS, this study includes (1) up-to-date job descriptions for every position,
and (2) a pay plan in which compensation is based upon a specific and easily understood
ranking system; and
WHEREAS, the City Commission approved the job descriptions and categories on
October 11, 1995; and
WHEREAS, the City of Tamarac created a negotiating team consisting of Special
Counsel for Labor, Finance Director, Budget Administrator, Director of Utilities, Director
of Public Works, and Personnel Director to negotiate the implementation of the plan for
the bargaining unit represented by the Federation of Public Employees; and
WHEREAS, the City of Tamarac and the Federation of Public Employees have
collectively bargained in good faith and have reduced said bargaining to a Supplemental
Agreement and on March 14, 1996, the members of the Federation of Public Employees
ratified the Supplemental Agreement; and

WHEREAS, the City of Tamarac wishes to implement the Classification and Pay Plan
for regular and temporary non -bargaining employees; and
WHEREAS, the cost of the implementation of the Pay Plan is approximately $230,000
per year, with an estimated cost of $173,000 for FY 96; and
WHEREAS, funding is available in the General Contingency - Special Projects Fund,
Account #001-872-588-981, Stormwater Contingency - Special Projects Fund, Account
9410-872-588-981, Utilities West Contingency - Special Projects Fund, Account #425-371-
588-981, MIS Contingency - Special Projects Fund, Account #501-739-588-981, Purchasing
Contingency Special Projects Fund, Account #502-739-588-981, Fleet Contingency -
Special Projects Fund, Account #503-739-588-981 and Insurance Contingency - Special
Projects Fund, Account #504-739-588-981; and
WHEREAS, the City Manager recommends approval of the Classification and Pay
Plan and the ratification of the Supplemental Agreement with FPE; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it in the best
interests of the citizens and residents of the City of Tamarac to approve the Classification
and Pay Plan and the agreement and provide for its proper execution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECT,IO 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and hereby made a specific part of this Resolution.
SECTION 2: That the City Commission approves the Classification and Pay
Plan attached as "Exhibit A", effective on the first pay period in January, 1996, and grants
the City Manager authority to maintain and update the Classification and Pay Plan, as
necessary.
SECTION 3: That the City Commission approves the Supplemental Agreement
attached as "Exhibit B", by and between the City of Tamarac and the Federation of Public
Employees for the period January 1, 1996 through September 30, 1996 and authorizes City
Officials to execute the Supplemental Agreement.

SECTION 4: That the �Y N1100, r Approves implementation of the
Classification and Pay Plan for regular and temporary non -bargaining employees utilizing the
same formula for placement on the pay range as was negotiated with the Federation of
Public Employees.
SECTION 5: That implementation of the Classification and Pay Plan applies
to employees of record of the City as of the date of passage of this resolution.
SEQTION fL All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 7: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 1. This Resolution shall become effective on immediately upon its
passage and adoption.

SUPPLEMENTAL AGREEMENT
BETWEEN
THE CITY OF TAMARAC
AND
THE FEDERATION OF PUBLIC EMPLOYEES,
A DIVISION OF THE NATIONAL FEDERATION OF
PUBLIC AND PRIVATE EMPLOYEES, AFL-CIO
The City of Tamarac and the Federation of Public Employees, a Division of the
National Federation of Public and Private Employees, AFL-CIO (Federation) hereby
amends the current collective bargaining agreement as follows:
Pay _Plan. A new pay plan with pay grades and pay increased to the minimum
or 25 percent to the midpoint from current salary, whichever is greater, will be
implemented as set forth on Attachment A, effective January 1, 1996.
IN WITNESS WHEREOF, the parties have set their hands on the respective
dates shown over their signatures.
