MARTIN E. SEGAL COMPANY TO PROVIDE
1, BACKGROUND ANALYSIS OF THE EMPLOYEE
BENEFIT PLANS; AND PROVIDING AN

I WHEREAS, the Personnel Director has requested proposals

WHEREAS, the Personnel Director has determined that
Martin E. Segal Company is the best qualified for this procedure.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: That the City Council hereby approves a
contract with Martin E. Segal Company in the amount of $3,500.00 to
provide background analysis of the employee benefit plans in
accordance with the attached proposal dated June 7, 1990.
SECTION 2: That Martin E. Segal Company will assist in
gathering all written plans and determining whether there are any
unwritten promises which may constitute plans.
SECTION 3: That Martin E. Segal Company will compile the
City's employee benefits into a cohesive structure to prevent
overlap and misunderstanding.
SECTION 4: That a budget transfer is hereby approved to
fund phase one of this contract in the amount of $3,500.00 from
General Contingency Fund i001-872-588-975 to be placed in Personnel
Account 6001-178-513-306 Special Supplies/Services.
SECTION 5: This Resolution shall become effective
immediately upon adoption.

RE: Proposal for Employee Benefit Documentation
Dear Mr. Mack:
This letter is in response to your request for a proposal concerning
documentation of the City's Employee Benefit Program. The services
required can be categorized in three areas: Background, Plan
Documentation and Communication. I will explain our view of each area.
I. Background
This will include gathering all written plans and determining if
there are any unwritten promises which may constitute plans. We will
work closely with your staff and the staffs of our City Departments
to uncover all benefit promises.
After gathering this information we will meet with you and compile
the City's benefits into a cohesive structure. This is to prevent
overlap and misunderstanding. Our fee for this phase is not easily
determined because of the uncertainty of actual benefit plans in
place. However, based on your description of the City's
organization, we anticipate that our fees for this phase would total
approximately $3,500.
II. Plan Documentation
This phase includes writing the necessary plan documents to codify
the City's benefit promises. It is conceivable that more than one
plan will be needed.
Our fee will be approximately $1,500 - $3,000 per plan, depending on
the complexity of the particular plan.

III. Communication
This phase includes writing a summary plan description and having
employee booklets printed. It could also include employee meetings
or other items the City feels will be necessary to properly
communicate the benefits to the employees.
Our fee for drafting the booklets will be $1,500 per plan, exclusive
of printing costs. Additional fees would be billed at a rate of $125
per hour and discussed in advance with the City.
