A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA
REQUESTING GRANT FUNDING FROM THE BROWARD
EDUCATION CAPITAL OUTLAY PROGRAM FOR A JOINT
GRANT APPLICATION WITH THE TAMARAC ELEMENTARY
SCHOOL FOR AN OUTDOOR LEARNING CENTER IN THE
AMOUNT OF $90,850s AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Tamarac, Florida and'the Tamarac
Elementary School has prepared a joint grant application for
the development of the Outdoor Learning Center (Project
Learning and Doing)t and
WHEREAS, it is a requirement of the program that this
Resolution be adopted and become an official part of the
application;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the City Manager is authorized to
submit a joint grant application requesting $90,850 in
financial assistance from the Broward Education Capital
Outlay Program for development of the Tamarac Outdoor
Learning Center (Project Learning and Doing) .
SECTION 2: That the City of Tamarac fully supports the
development of the Outdoor Learning Center (Project Learning
and Doing), and intends to participate with Tamarac
Elementary School in the funding and utilization of the
Center.
SECTION 3: That the City of Tamarac has an on -going
program of public participation which encourages involvement
by all segments of the population within its jurisdiction,
including minority and disadvantaged citizens, in the
Planning for and selection of recreation and education
projects.

SECTION 4: That the City of Tamarac has committed and
required program match of one-third ($30,000) in the form of
in -kind services and this match will remain available until
needed.
SECTION 5 : This Resolution shall be in full force and
effect immediately after its passage and approval in the
manner provided by law.

Grants will be awarded to cities, schools, businesses, community groups and agencies to finance the
fund design and construction of a joint -use facilities project. A total of $5D0,Opp will be appropriated this year to

All projects will be constructed according to state statutes for educational facilities and approved
by the Facilities Department of the School Board of Broword County. Selected projects will be subject to
districtwide minority business enterprise goals.
An interlocal agreement will be developed for all awarded grants.
Grant proposals must be submitted on a grant application form.

The signature of the school principal impacted by the proposal is required.
The proposal must include:
A statement of the site development necessaryfor new construction orthe accomplishment of the
Project or the facility to be constructed.
A description of the educational programs to be offered and the benefits that will accrue to the
students.
A description of the community use and the benefits to be derived by the community and the
relationship between educational use and the community use of the facility or site improvement.
The estimated number of full time students whose regularly scheduled daily instruction program will
utilize the facility or site improvement and the estimated number of community residents who are to utilize
the facility or site improvement on a regularly scheduled basis.
The estimated cost breakdown of the facility, site improvement and/or project.
A resolution or other appropriate indication of intent to participate in the funding and utilization of
the educational facility or site improvement from a noneducationol agency must accomf
application. Such indication shall include a commitment by such agencyto provide funding of not less than
one-third of the total cost of the project.

The proposal must include:
The designation as to which agency is to assume responsibility for the operation, maintenance and
control of the proposed joint -use community/educational facility or project.
Documentation by the educational agency that a long-term lease for the use of the joint -use
community/educational facility or project for a period of not less than 40 years or the life expectancy of the
permanent facility constructed thereon, whichever is longer, has been obtained from the noneducational
agency, if the facility is to be constructed on land owned by the non -educational agency.
The facility or site improvement must be located on a site owned by the school system Or on a site
contiguous to the school system's property that can be leased for a period of not less than 40 years or the
life expectancy of the proposed facility or site improvement, whichever is bnger.
The deadline for grant submission is August 30, 1990. Grant owardees will be notified in September.
Project implementation will begin after an interlocal agreement has been developed and approved. In the
event the matching fund responsibility is not met, the School Board reserves the right to otter or cancel the
Project. This application form may be copied and distributed to other potential applicants.
The School Board of Broward County reserves the right to review each request and fund proposals
it considers appropriate.
A Screening Commmittee will evaluate the proposals using a rating scale Of 0=tow through 4=high
and criteria. The Committee will make recommendations to the Superintendent of Schools. The School Board
will have final approval of the awards.

Verification of communtty need
Verification of the educational component
Cost of project
Verification of all documentation
Funding commitment

The proposed site is an undeveloped 1.75 acre parcel of land, containing native
trees adjacent to the Tamarac Elementary School and the Tamarac Multi -Purpose
Recreation Canter. The School Board owns the property.

Description (continued)
In order to build the facility, trails will be developed; a concrete slab will be poured
and a gazebo constructed on the slab. The 35 person (classroom s¢e) instructional
facility (enclosable) will beapproached by atree-lined concrete walk. The azebo
will include movable seating, to provide for adult and young -adult instruction.
A meandering pond will be constructed by cutting and filling using on -site
materials. A drainage system and liner are required for the pond. Peat moss will be
Imported to the site To create the bog. Mulch pathways will be constructed with fill
from pond excavation and will be used for the trail system throughout the area.
All existing native trees will remain on the site. Theme gardens will be developed
around the native trees. Plant materials and understory plants and trees will be
purchased and planted, creating natural gardens. The gardens that contain the
native areas will be designed to allow human interaction with insects, butterflies,
native fish and small wildlife through an interpretive pathway along the pond edge.
The natural habitats to be constructed include a pond, bog, lowland forest and a
pine land habitat and a demonstration hardwood forest. Natural processes such
as water conservation, plant mitigation and vegetation, natural control of plant
pests can be shown as both demonstration and participation activities in these
gardens. (See attached)

PROJECT LEARNING AND DOING (PLAD)
The City of Tamarac and the Tamarac Elementary School are requesting grant funding
for a joint -use facilities project at the school site.
The purpose of this project is to provide elementary students and our residents an
exciting alternative to classroom science Instruction with the cooperative effort of the
City of Tamarac, the Tamarac Elementary School, our community partners, parents,
school and city staff we will establish a "hands-on' outdoor learning center.
This center will contain an outdoor looming environment. The environment will include a
sheltered outdoor class -sire gazebo and theme gardens focusing on flowering plants,
trees, shrubs, and other flora Indigenous to the Florida climate. A meandering walkway
from the Tamarac Mufti -Purpose Community Recreation Center Is planned that will
provide a walking tour to the outdoor learning center.
The theme gardens will consist of a Xeriscape Garden, a Butterfly Garden, a Bird
Garden, Wetland Area and a Plant Nursery for the Students. Each theme garden will
have signs describing the name of the garden and its contents.
PLAD will provide a stimulating atmosphere for nature exploration. It will provide an
opportunity for educators, students and area residents to step Into an environment using
the 'hands-on' approach that will develop awareness, knowledge and an
appreciation for the world of living and non -living things. Students will be exposed to
simple plant propagation and be able to watch plants grow in the theme gardens.
The outdoor classroom will allow teachers to explore the Florida environment in a
natural setting. Students will be able to learn more about Insects, plant growth, weather,
water, and wildlife in a natural habitat. They will also be able to participate In
interdisciplinary activities related to nature. Discussions of career opportunities will also
be on 'outgrowth' of studies.
The students will cultivate their own garden. Plants will be selected according to their
respective ecological communities and their wildlife value as a source of shelter and
food supply. Staff from both the Elementary School or)d City will donate their time
needed to provide the labor for ground preparation.
All students kindergarten
through sixth grade will participate in the outdoor learning center activities.
Approximately 950 students enrolled at Tamarac Elementary School will benefit from this
project during the school day.
A free series of educational programs will be provided by the City of Tamarac for the
benefit of the community. The series will include South Florida's history of flora and
fauna.
Gray -water Usage, Proper Irrigation Techniques, The Principles of Landscaping; What is
Xeriscape7; Xeriscope Landscaping; Planting for Wildlife; Butterfly Gardening;
Landscaping with Natives and Hometown Plants; Wetlands - Not Just Water; Birds of
South Florida; The Edible Yard; Energy Conservation Benefits by Planting - Home
Insulation and Solar Power; and Lawn Watering.
The lecture series will be provided to the residents .free of charge during the early
evening hours. The series Is designed for the average resident interested In the
environment, how to create or add to a garden.
To provide the residents the opportunity to interact with the environment in a natural
setting; learn ways to save money on cooling and water bills, attract beautiful wildlife to
their gardens, preserve native plant vegetation and supply food to wildlife.
We feel that the constantly changing environment provides new challenges to our
students and our residents on a daily basis. Instruction in the area of natural resources
and environmental preservation should be on on -going consideration. This proposal
seeks to meet the challenges that tomorrow may bring.
