CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R — 2000 - 02'�-9
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC FLORIDA ADOPTING THE
BROWARD COUNTY LOCAL MITIGATION
STRATEGY; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to prevent
catastrophic losses resulting from disasters; and
WHEREAS, the State Department of Community Affairs provided funding and
entered into an agreement with Broward County to develop a countywide Local
Mitigation Strategy that will become part of a Statewide Hazard Mitigation Strategy,
and
WHEREAS, Resolution No. R-98-272 authorized the appropriate City Officials
to enter into an agreement with Broward County providing for development of a
unified countywide Local Mitigation Strategy, and
WHEREAS, the City did participate and assigned a voting representative to the
Local Mitigation Task Force which developed a countywide Local Mitigation Strategy
that includes a description of countywide hazards and vulnerabilities, definition and
location of critical facilities, a method for conflict resolution between participants, a list
of pre -identified and prioritized mitigation programs, projects and initiatives, and a
method for updating and revising the prioritized list of mitigation programs, projects
and initiatives; and

WHEREAS, the State of Florida Department of Community Affairs requires that
the Local Mitigation Strategy be formally adopted by Broward County and the
participating municipalities; and
WHEREAS, on March 7, 2000 the Broward County Board of County
Commissioners adopted the Local Mitigation Strategy, the Executive Summary of
which is attached as Exhibit A; and
WHEREAS, the City Manager and the Fire Chief recommend adoption of the
Broward County Local Mitigation Strategy; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to adopt the
Broward County Local Mitigation Strategy.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OFTAMARAC
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
Section 2: The Broward County Local Mitigation Strategy, the Executive
Summary of which is attached as Exhibit A, is hereby adopted by the City Commission
of the City of Tamarac.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent
of such conflict.
Section 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.

Section 5: This Resolution shall become effective immediately upon its adoption.

Executive Summary
Broward County approved a contractual agreement with the Florida Department of
Community Affairs to develop a countywide local mitigation strategy in June 1998. By
completing a mitigation strategy, the county and the municipalities are given priority status
by the State for funding mitigation projects. A requirement of this agreement was to
formally adopt this strategy upon completion.
In order to complete this task and to promote countywide governmental and private sector
involvement, the Broward County Emergency Coordinating Council created a Mitigation
Task Force in October 1997 to act as a subcommittee to address mitigation issues. The
Mitigation Task Force includes representatives from 29 municipalities, county agencies,
nonprofit groups and the private sector with a total of .49 members. The primary focus of
the Task Force was to assist the Emergency Management Division in the development of
a local mitigation strategy for Broward County.
After eighteen months of work the task force has produced a strategy which has been
reviewed and approved by the Department of Community Affairs. The proposed Local
Mitigation Strategy for Broward County consists of three main components: Planning
Process; Hazard Identification & Vulnerability Analysis; and Mitigation initiatives.
The Planning Process section addresses hazard mitigation goals and objectives;
evaluation and enhancement procedures for the strategy; conflict resolution; critical facility
vulnerability analysis; and mitigation initiative identification and prioritization procedures.
The Hazard Identification & Vulnerability Analysis section identifies the hazards Broward
County is vulnerable to and includes studies on vulnerability to specific events/incidents.
Projects developed in conjunction with the creation of the local mitigation strategy include
an economic & socioeconomic disaster impact study; a Port Everglades vulnerability
assessment; a hazardous materials study; a health care vulnerability assessment; a
condominium vulnerability assessment; critical facility inventory and mapping; and a
hurricane vulnerability analysis.
The Mitigation Initiatives section examines existing initiatives and the need for the
development of a countywide mitigation project list. A proposed countywide mitigation
project list submitted by the municipalities and county are included in this section of the
strategy. This list is to be utilized as the implementation tool for lessening the impact of
Events on our community.
As part of a statewide process, the Broward County Local Mitigation Strategy will serve as
a road map for reducing Florida's exposure to future disasters. The strategy will continue
the effort to make Broward County more disaster resistant.
