RESOLUTION NO. R-97-7
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM
NUMBER 96-09 TO THE CONTRACT WITH HAZEN AND
SAWYER TO PROVIDE THE PRELIMINARY DESIGN
REPORT FOR THE WATER TREATMENT PLANT
IMPROVEMENTS FOR A PROPOSED AMOUNT NOT TO
EXCEED $14,000 IN ACCORDANCE AS AUTHORIZED BY
RESOLUTION NO. R-96-163; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the mission of the Utilities Department of the City of Tamarac is
planning, design and operations of the water and wastewater Utilities which requires the
treatment and distribution of potable water as well as the collection, transmission and
disposal of wastewater in a safe, efficient and economical manner; and
WHEREAS, a good level of service to the citizens and business owners of the City
of Tamarac can be provided and maintained only if all the components of the water
treatment system is adequate for their duty and the operation of the system is undertaken
in an efficient and reliable manner; and
WHEREAS, recognizing the need to ensure that the operation of the Water

Treatment Plant is to be maintained in an efficient, economical and safe manner and that
equipment and processes require improvements before serious trouble develops; and
WHEREAS, City Commission approved the Water Treatment Plant Improvements
to address the needed improvements of the Water Treatment Plant Improvements of the
Water Treatment Plant; and
WHEREAS, the Utilities Department has requested Hazen and Sawyer, one of the
City's consulting Engineers, to submit a proposal to provide the preliminary design report
in accordance with the City consulting engineering agreement as authorized by the City on
July 10,1996, Resolution Number R-96-163; and
WHEREAS, Hazen and Sawyer has submitted the following addendum to the
Consulting Engineering Agreement:

WHEREAS, available funds exist in the Utilities fund budget for said purpose.
WHEREAS, it is the recommendation of the Director of Utilities that Addendum
Number 96-09 providing for the preliminary design report for the Water Treatment Plant
Improvements be approved and, executed and funded; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to execute Addendum
Number 96-09 to the Engineering Agreement with Hazen and Sawyer to provide the
preliminary design report for the Water Treatment Plant Improvements for a proposed
amount not to exceed $14,000 and provide for funding in the amount of $14,000 from the
appropriate Utilities Operational Account.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: The appropriate City Officials are hereby authorized to accept and
execute Addendum Number 96-09 (attached hereto as "Exhibit 1 ") to the Engineering

Agreement with Hazen and Sawyer to provide the preliminary design report for the Water
Treatment Plant Improvements for a proposed total amount not to exceed $14,000 in
accordance with City Consulting Engineering Agreement as authorized by Resolution
Number R-96-163 on July 10,1996.
Section : That $14,000 is approved to be funded from the appropriate budgeted
Utilities Operations Account.
Section 4: That the City Manager or his designee be authorized to make
changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City
Code, and close the contract award including but not limited to making final payment and
releasing bonds when the work has been successfully completed within the terms and
conditions of the contract and within the contract price.
Section 5: All Resolutions or parts of Resolution in conflict herewith are hereby
repealed to the extent of such conflict.
Section If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or application of this
Resolution.

Section 7: This Resolution shall become effective immediately upon its passage
and adoption.

In accordance with your instruction, we are pleased to submit this Task Order Authorization
(Addendum No. 96-09) to provide engineering services as described hereinafter. It is understood
that said services will be provided in accordance with our City Consulting Engineering Services
Agreement with the City, as authorized by the City on July 10, 1996. Except as may be explicitly
revised or amended below for application specifically to this Addendum, all provisions of said
Agreement shall apply. In accordance with Section I of the Agreement, ENGINEER has assigned
Job Number 8634 to the task(s) included under this Addendum.

WATER TREATMENT PLANT IMPROVEMENTS
TASK SCHEDULE

PREAMBLE
The need for improvements to the Water Treatment
Plant have been identified by staff and are included in
the 1997 Fiscal Year Capital Improvement Plan.
Elements of this project include work in the chlorine
building, pump room, lime slaking and mixing area,
polymer building, and the Grant's Plaza Water Tank.
The City has requested Hazen and Sawyer, P.C. (H&S)
to prepare a proposal for predesign engineering services
for this project.
PREDESIGN 30 Days
Hazen and Sawyer shall review options available to the
City and identified by the City for improvements. The
options shall be presented in a predesign report with
recommendations. One meeting with the City to review
options presented in the report is included in the task.
The following areas shall be addressed:
■ Chlorine Building - Review the Chlorine Building
cylinder unloading procedures and recommend
design improvements to the facility including
extending the existing monorail.
■ Pump Room - Review the pump removal procedure
in the pump room above the clear well and evaluate
the options of either installing a single monorail or
a travelling bridge crane.
■ Lime Slurry Pumps - Evaluate lime slurry pump
removal options (installation of monorail above the
pumps compared to replacement of the pumps with
new guide rail mounted submersible pumps) in the
enclosed area between the lime silos.

■ Lime Slaking Area - Evaluate relocating the slaker
room to provide more room for the operators to
perform maintenance on the slakers, a critical
element of the water treatment plant process.
■ Lime Washdown Area - Preliminary design of a
curb system to keep the .lime off the grass.
Evaluate the ability of the storm drains to discharge
water to the sludge pond.
■ Lime Slaker Waste Piping - Evaluate improvements
to the lime slaker waste piping which is periodically
clogging due to the accumulation of grit.
■ Polymer Building - Evaluate improvements to the
polymer mixing room ventilation and bottom tank of
the batching unit.
Note: No preliminary or design services for a new lime
slaking building are included in this project.
