CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R 97-
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AWARDING BID #96-15 FOR
GALVANIZED SERVICES REPLACEMENT, PHASE I, TO
INTERCOUNTY ENGINEERING, INC., AT A COST NOT TO
EXCEED $154,809.00, APPROVING FUNDING FROM THE
APPROPRIATE UTILITIES OPERATIONS FUND;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Utilities Department has been conducting a Citywide program to
replace old and substandard galvanized and polybutylene service lines; and
WHEREAS, the City Commission approved funding for FY97 for a Galvanized
Replacement Program; and
WHEREAS, replacement of substandard, clogged and leaking galvanized residential
and commercial service lines will save the City money by increasing revenue, reducing
repair cost and manpower hours; and
WHEREAS, the Utilities Department advertised and received competitive bids for
a contract service of the Galvanized Services Replacement Program; and
WHEREAS, on August 30, 1996, the following Bids were opened:
1) Intercounty Engineering, Inc.
2) Rick -Man International, Inc.
3) McCarol Partners, Inc.
4) Infrastructure Engineering Services, Inc.
5) Sullivan Brothers, Inc.
6) Majestic Group Enterprises, Inc.
7) Madsen/Barr-Allwaste, Inc.

WHEREAS, Intercounty Engineering, Inc., a responsible and responsive bidder,
provided the lowest submittal for Bid #96-15, in the amount of $154,809.00; and
WHEREAS, the City Consultant Engineers have reviewed the references provided
by Intercounty Engineering, Inc, as to their suitability to carry out this project successfully;
and
WHEREAS, it is the recommendation of the Director of Utilities that Bid #96-15 be
awarded to Intercounty Engineering, Inc. to perform Galvanized Services Replacement;
and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to award Bid #96-15
to Intercounty Engineering, Inc., for an amount of $154,809.00 for Galvanized Service
Lines Replacement.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
TAMARAC, FLORIDA.
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The approval of Intercounty Engineering, Inc., as low bid recipient under
Bid #96-15 is hereby approved.
Section 3: Funding for this project is available from the appropriate Utilities
Operational account at a total not to exceed $154,809.00.
Section 4: That the City Manager or his designee be authorized to make changes,
issue change orders not to exceed $10,000 per Section 6-156 (b) of the City Code, and
close the bid award including, but not limited to, making final payment and releasing bonds
when the work has been successfully completed within the terms and conditions of the

contract and within the bid price.
Section 5: All Resolutions or parts of Resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
Section : If any clause, section, other part or application of this Resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or application,
it shall not affect the validity of the remaining portions or applications of this Resolution.
