WHEREAS, bids were advertised in the Fort Lauderdale News/Sun Sentinel, a newspaper of general circulation in Broward County on August 10, 1988 and August 17, 1988; and WHEREAS, bids were opened on August 31, 1988; and WHEREAS, Dravo Lime Company - Longview Division is the lowest fully responsive and responsible bidder.
