CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-86- 376
A RESOLUTION ESTABLISHING COUNCIL RULES AND
PROCEDURES; SPECIFICALLY REPEALING RESOLUTION
NUMBERS R-86-191, R-84-146, R-84-122, AND
R-84-34 AS THEY PERTAIN TO COUNCIL
PROCEDURES; FURTHER REPEALING ANY AND ALL
OTHER RESOLUTIONS WHICH ESTABLISH RULES AND
PROCEDURES TO BE FOLLOWED BY THE CITY
COUNCIL,'__AND_PRQVIDjNQF ATE
WHEREAS, the City Charter of the City of Tamarac pro-
vides that City Council shall determine its own rules and
order of business; and
WHEREAS, the City Council is now desirous of setting
forth such rules and order of business.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:
,SECTION 1: That the following rules and procedures are
hereby established for the City Council:
A. Schedule of Council Meetings.
1. Regular meetings.
a. Regular meetings of the City Council shall
be held on the second and fourth Wednesday
of each month. The first meeting of the
month shall convene at 7:00 P.M. The second
meeting of each month shall convene at 9:00
A.M.
b. Once every calendar year the City Council
shall not meet for four (4) consecutive
weeks. The four (4) consecutive week period
shall be designated by the City Council and
shall be determined pursuant to all appli-
cable provisions of the City Charter and
Code of Ordinances.
c. Should a regular meeting date fall on a
legal holiday, the meeting shall be resched-
uled by Council so as to occur within three
(3) working days of the holiday. If Council
determines that there is no need for the

Council to meet during the holiday season,
the Council may take the appropriate action.
d. The Mayor is hereby authorized to change the
starting time of the regular City Council
meetings when he deems it necessary with
reasonable notice to the public and Council -
members. However, under no circumstances
shall the Mayor be authorized to change the
starting time of regular Council meetings if
such change would affect the starting times
of advertised public hearings.
2. Special and emergency meetings.
a. Special meetings may be held on a call of
the Mayor or the majority of the Council -
members upon no less that twelve (12) hours
notice to each member.
b. in the event of an actual emergency, the
Mayor may call for an immediate meeting of
the Council.
3. Workshops.
a. Workshops may be held upon the call of the
Mayor or upon separate written requests
received by the City Clerk from a majority
of the Council.
Internal Procedures.
1. Voting procedures.
a. Ordinances and Resolutions shall be by roll
call vote with each vote being recorded in a
journal. The Clerk shall call the roll on
each vote during a Council meeting while
rotating the order of call on each vote
taken. However, the Mayor shall be called
to vote last on each vote.
b. A majority of the Council shall constitute a
quorum. An affirmative vote of three (3)
members shall be necessary to enact any
Ordinance or adopt any Resolution. A motion

shall pass by an affirmative vote of a
majority of a quorum.
1 2. Urgent matters.
2 a. At a regular Council meeting supplemental
3 items of an urgent nature may be added to
4 the agenda by a Councilmember, the City
Manager or the City Attorney, with the
r consent of at least three (3) Councilmembers
7 and with an explanation as to the necessity
8 of having the item placed on the Council
9 agenda outside of the normal administrative
10 process.
11 3. Discussion of items not appearing on Council
12 agenda.
13 a. At the first regular Council meeting of each
14 month from 7 P.M. to 7:30 P.M. the public
15 shall have an opportunity to discuss matters
16 that are not designated for discussion on
the Council agenda. At the second regular
18 Council meeting of each month from 11:30
19 A.M. to 12:00 noon, the public shall have an
20 opportunity to discuss matters that are not
21 designated for discussion on the Council
22 agenda.
23 b. The Mayor may limit discussion by members of
24 the public whether speaking on an agenda
25 item or other matter to a reasonable time
:6 period.
27 4. Discussion by Councilmembers.
28 a. Members of the Council shall not be limited
29 in their discussions although Council may
close debate as provided in Roberts Rules of
Order.

32 5. General rules of procedure.
33 a. For any items not specifically provided
34 herein, Roberts Rules of Order shall apply.

C. Waiver of Rules.
1. Waiver.
a. Without the necessity of amending this
Resolution, Council may, by tour -fifths
vote, for the purpose of a single Council
meeting, waive any rule contained herein,
where such rules are not required to be
followed by Federal Law, State Law, the
City's Charter or Code of Ordinances. Where
fewer than five (5) Councilmembers are in
attendance, these rules may be waived only
by consensus of all Councilmembers present.
D. Non -legislative items.
1. The City Manager shall ensure that any matter
that does not require legislative action be
handled administratively.
SECTION 21: That Resolution numbers R--86-191, R-84-1461
R-84-122, R-84-34 and all other Resolutions pertaining to
Council procedures are hereby repealed to the extent that
they set forth Council procedures.
SECTION 1: This Resolution shall become effective
immediately upon its passage.
