R-2021- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPROVING THE RENAMING OF PUBLIC STREETS FOR THE INCLUSION OF THE NAME, "ALCEE L. HASTINGS BOULEVARD", TO THE EXISTING, "SOUTHGATE BOULEVARD", AS MORE PARTICULARLY DEPICTED IN EXHIBIT "1" ATTACHED HERETO; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac approved Resolution No. R-2021-032 adopting a "Policy for the Naming of Streets, Parks, and City-Owned Facilities" on March 10, 2021; and 1111 WHEREAS, Resolution No. R-2021-032 repealed Resolution No. R-2003-253 entitled "Parks and Recreation Facilities Naming Policy" and Resolution No. R-2004-121 entitled "Renaming of Street Policy"; and WHEREAS, such policy establishes guidelines and criteria for the naming or renaming of public streets, parks and City-owned facilities within the City of Tamarac, Florida; and WHEREAS, a request for renaming of public streets has been requested by Commissioner Bolton for the inclusion of the name, "Alcee L. Hastings Boulevard", to the existing, "Southgate Boulevard" (attached hereto as Exhibit "1"); and WHEREAS, Southgate Boulevard running east/west from the east city limits to the Sawgrass Expressway is a County of Broward maintained street between the east city • limits and Nob Hill Road and a City of Tamarac maintained street between Nob Hill Road and the Sawgrass Expressway; and Temp. Hastings is currently serving in his fifteenth term in the United • States Congress for Florida's Twentieth Congressional District which includes parts of Broward and Palm Beach Counties; and WHEREAS, Alcee L. Hastings is currently serving as the Vice Chairman of the House Rules Committee, Chairman of the United States Helsinki Commission, and Dean and Co-Chairman of the Florida Delegation; and WHEREAS, Alcee L. Hastings is currently serving in the United States House of Representatives as a Senior Whip; and WHEREAS, Alcee L. Hastings became the first African-American Federal Judge in the State of Florida in 1979 and served in that position for ten (10) years; and WHEREAS, Alcee L. Hastings has been an outspoken advocate for Floridians and has championed the rights of all minorities, women, the elderly, children, and immigrants; • and WHEREAS, Alcee L. Hastings is an individual who has positively impacted the community and has had outstanding achievement in public life as an outstanding civic and community leader local and state repute; and WHEREAS, the Director of Community Development recommends approval; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to approve the request for renaming of public streets Commissioner Bolton for the inclusion of the name, "Alcee L. Hastings Boulevard", to the existing, "Southgate Boulevard". • Temp. Reso. No. 13584 March 16, 2021 Page 3 of 5 1111 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this Resolution. SECTION 2: That the renaming of public streets request to allow the inclusion of the name, "Alcee L. Hastings Boulevard", to the existing, "Southgate Boulevard", is • hereby granted subject to the following conditions: 1 . Signs for renamed numbered streets shall include the former numbered street and new name. 2. New street names shall remain in perpetuity and are not eligible to be changed again unless City Commission deems it to be a necessity. 3. Street name change shall be coordinated with the County, State, or Federal government. 4. City staff shall request the installation of new street signs from Broward County. SECTION 3: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. • Temp. Reso. No. 13584 March 16, 2021 Page 4 of 5 SECTION 4: If any clause, section, other part or application of this Resolution is • held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
