ORDINANCE NO. *2 D of-
AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA AMENDING CHAPTER 2,
"ADMINISTRATION," ARTICLE III, "BOARDS,
COMMITTEES, COMMISSIONS," OF THE CITY OF
TAMARAC CODE OF ORDINANCES, BY CREATING
DIVISION 4, "EDUCATION ADVISORY BOARD";
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the City Commission desires to create a new Education Advisory Board to
advise the City Commission on educational issues affecting the City;and
WHEREAS,the City Commission finds that the increase in formal participation from the
public on education issues enhances the goals of the City Commission; and
WHEREAS,the City Commission finds that the adoption of this Ordinance and the creation
• of the Board is in the best interest of the citizens and residents of the City of Tamarac.
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC,FLORIDA,AS FOLLOWS:
SECTION 1. The foregoing recitals are hereby ratified and confirmed as being true and
correct and are hereby made a specific part of this Ordinance upon adoption hereof.
SECTION 2. The City Commission hereby amends Chapter 2, "Administration,"of the
City Code, by creating Division 4 of Article III to read as follows:
DIVISION 4. - EDUCATION ADVISORY BOARD
Sec.2-136.-Creation: composition.
The Education Advisory Board will consist of five (5)members, serving without pay,
appointed by the City Commission.
Sec. 2-137.-Residency requirements.
Each member of the Board shall be a resident of the City or an owner or employee of a
business located in the City. Failure to be a resident of the City or employed by a business located in
the City shall result in forfeiture of the position on the Board. The City Commission may waive the
requirements of this Section.

Sec. 2-138.—Appointment process: terms: annual review. •
The appointment process shall occur in accordance with the terms and provisions of Sections
2-57 and 2-58 of the City Code. Terms of appointees shall occur in accordance with the terms and
provisions of Section 2-59 of the City Code. The annual review shall occur in accordance with the
terms and provisions of Section 2-60 of the City Code.
Sec. 2-139. -Duties and responsibilities.
The Education Advisory Board is hereby authorized to act in an advisory capacity to the City
Commission in matters pertaining to education as follows:
(a) Recommend the City's participation in an information exchange via school newsletters and
principals' offices with the administration of each school located within the City as well as
those schools outside the city which are attended by city residents.
(b) Develop recommendations to facilitate cooperation between the City and neighborhood
associations, local businesses and other important bodies related to education.
(c) Recommend coordination of the activities of the City with those activities of the local
schools, colleges and universities in order to promote educational opportunities for the
residents of the City.
(d) Recommend to the City those activities and contacts for volunteers to provide materials to 1111
encourage student participation and involvement in educational activities and programs.
(e) Develop recommendations regarding programs which may be created by the School Board
of Broward County to enhance educational opportunities in the City.
(f) Develop proposed actions for City consideration including proposed legislation at the State
and Federal level,which may be taken in support of educational programs within the City.
(g) Identify State and Federal programs and grants in direct support of City schools and provide
such recommendations to the City Manager or designee.
(h) Assist the City and public schools within the City in recruiting volunteers to assist public
school students before, during and after school.
(i) Provide comments to the City Commission regarding proposed developments and their
impacts upon neighborhoods, local business and the ethnic, racial and cultural diversity of
the City.
(j) Recommend methods for businesses to provide professional skills or educational
opportunities for students.
(k) Recommend to the City Commission ways to: •

• (1) Promote the public image of City schools through the development of brochures and/or
digital materials to be used in promoting City schools;
(2) Coordinate with law enforcement to improve safety for public school students before,
during and after school;and
(3) Improve parks and playgrounds facilities near public schools within the City.
Sec. 2-140.—Meetings,
The Education Advisory Board shall meet at least once a month at the regularly scheduled
time which is to be approved by the City Clerk; the Board may determine annually its own vacation
period not to exceed more than one (1) cancelled meeting per year. A quorum shall consist of a
majority of the membership.
Sec.2-141.-Actions to be advisory in nature.
All actions of the Education Advisory Board shall be advisory in nature and shall not be
binding upon either the City or the City Commission. Recommendations shall be transmitted to the
City Manager.
Sec.2-142.-Organizational matters,
• (a) Following the appointment of the members of the Education Advisory Board, the Education
Advisory Board shall elect a chair and vice-chair to serve for one year and to preside at its
meetings and any other officers as the Education Advisory Board may deem necessary. The
chair shall be the official spokesperson for the Education Advisory.Board and the formal
liaison between the Education Advisory Board and the City Commission.
(b) The City Manager's office shall provide administrative and clerical assistance to the Board
and shall advertise meetings of the Board.
(c) Meetings will be held to act upon an agenda drawn up by the City Manager or designee.
(d) A quorum shall consist of three(3)voting members. The affirmative vote of a majority of
those voting members shall be required to take any Board action.
Sec. 2-143.-Liaisons,
(a) Commission liaison. The Education Advisory Board may have a commission liaison
pursuant to the provisions of Section 2-33.
(b) Staff liaison. The Education Advisory Board may have a staffperson assigned to it by the
City Manager to serve in an advisory capacity. Any requests on the part of the Board for
information or services from the administration shall be made by the Chairman of the
• Committee to the City Manager or through the staff liaison if one is assigned.

SECTION 3. Conflicts. All Ordinances or parts of Ordinances, Resolutions or parts thereof •
in conflict herewith, be and the same are hereby repealed to the extent of such conflict.
SECTION 4. Codification. It is the intention of the City Commission of the City of
Tamarac, Florida that the provisions of this Ordinance shall become and be made a part of the Code
of Ordinances of the City of Tamarac, Florida, and that the Sections of this Ordinance may be
renumbered, re-lettered and the word "Ordinance" may be changed to "Section," "Article" or such
other word or phrase in order to accomplish such intention.
SECTION 5. Severability. Should any section, provision, paragraph, sentence, clause of
word of this Ordinance or portion hereof be held or declared by any court of competent jurisdiction
to be unconstitutional or invalid, in part or application, it shall be considered as eliminated and shall
not affect the validity of the remaining portions or applications of this Ordinance.
SECTION 6. Effective Date. This Ordinance shall become effective upon adoption.
