Virtual City Commission Workshop/Strategic Planning - Minutes
Monday, Jan. 25, 2021
CALL TO ORDER: Mayor Gomez called the Monday, Jan. 25, 2021, Virtual City Commission
Workshop/Strategic Planning to order at 9:30 a.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Mike Gelin, Commissioner Debra
Placko, Vice Mayor Elvin Villalobos, and Mayor Michelle J. Gomez were present.
Also present were City Manager Michael C. Cernech, Interim City Attorney Hans Ottinot, and
City Clerk Jennifer Johnson.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance.
Prior to the start of the agenda, Interim City Attorney Hans Ottinot, provided procedures for
conducting the meeting virtually in accordance with City's Emergency Ordinance No. 0-2020-
20. Ottinot stated this is an educational forum, workshop, and no official votes will be taken.
1) Tamarac 2040 Strategic Plan — Updates and Discussion
a) City Manager's Opening Remarks
City Manager, Michael Cernech, provided opening remarks and outlined the day's agenda and
expectations.
b) Tamarac 2040 Update
City Manager, Michael Cernech, provided an update on Tamarac 2040.
c) Discussion on Business and Resident Surveys
Chris Tatham, of the ETC Institute, provided a presentation related to resident and business
surveys.
Tatham answered questions from the Commission and follow up regarding:
1) The possibility of adding a Creole option
2) If he could drill down to responses by each district
3) The Commission could add questions to the resident survey, but staff would need
them within two-weeks for inclusion
4) What the costs would be for a specific survey, such as police services
5) If the City could campaign for response like we did for the Census.
d) Discussion of Commission Strategic Priorities for FY22

The members of the Commission reaffirmed the following goals.
Goal #1

1) Have the Education Advisory Board determine a location for a high school •
2) Alarm ordinance is not a strategic initiative. Work on changes and bring it back for
consideration. Consider additional informal channels for notification to residents
3) Definitely want programming at clubhouses
Goal #2
1) Commission agreed with the initiatives outlined in Goal #2
Goal #3
1) Conduct the disparity study this year
2) Name it: Incentive Zones, and mark them with coins on the map
3) Don't give incentives to developers when they would go to an area anyway
4) Come up with something "catchy" for incentive zones
Goal #4
1) Bring the free-paint program back
2) Are CDBG funds available for the paint program
3) Get the revenue numbers, and level of use, for baseball fields to Commission
4) Look at the number of our residents using the ball fields
Goal #5
1) Can we use the free Wi-Fi as a data collection point
2) Charging stations throughout the city •
3) Infinite possibilities when it comes to mobile device charging stations, etc.
Goal #6
1) Spanish & Creole speaking employees
2) Tamarac resident preference in hiring
3) Hire an independent source for language needs in departments
4) Concierge type service for the Building Department
Members of the Commission then provided their individual lists of ideas/priorities.
Vice Mayor Villalobos
• Scholarships for youth, partnership opportunities
• Sidewalk maintenance, lifting and width
• Condo garbage, falling out of trucks, work with HOAs to help out
• Be mindful of redevelopment when it comes to congestion and traffic studies
• Bus benches and shelters for protection (weather, etc.)
• Homeless Task Force
• Relationship improvement for BSO
• Consider the additional fire or EMS station in District 3
• Create an ordinance for the City to have more power to force landlords to improve
run down plazas
• No increased taxes, and cut wasteful spending 1111
• Figure out a way to fast track developers

• • Littering, figure out a way to work with community, possibly once-per-month event,
etc.
• There needs to be a buffer wall on Pine Island and 815t by 87th, on the west side
• Create a dog park, or park, on NW 108th, name it after "Glasser"
• More programs for Veterans
• Continue, improve, promoting city events and activities
• Make sure residents know we have a 2040 mindset, we're looking forward
w/emphasis on redevelopment opportunities
Commissioner Bolton
• City-funded afterschool programming, tutoring, and mentoring options. Partner with
the HOAs for"Tamarac" kids, provide ideas and timeline to the Commission
• Have staff draft a letter to FPL regarding the hardening program, and copy the
Commission
• Provide a timeline for Eastside Water Distribution project
• Work with whomever to find out if there are incentives for carpooling and report back
to the Commission
• Get Commissioner Bolton a meeting with Broward County Traffic Management or to
sync lights on Commercial Blvd.
• Have a discussion with FDOT for an update on the Commercial Blvd. project
• Meet with Broward County regarding the left-turn signals at Manor Park
• Homelessness, have .5% of developer fees go toward the homeless problem and
41/ .5% go to Public Art. Create a task force that has the power to do something (ie: find
hotel rooms, provide sanitary supplies, connect to Broward Outreach Center, etc.)
Put this item on a February agenda.
• Speeding on Bailey Road. Post an officer. Talk with lobbyist to have the program
here in Florida. (Interim City Attorney will research the use of speed cameras)
• Uptown Tamarac
• Research if District 1 can be designated at CRA
• Partner with Shaker Village to do something about the roads and clubhouse
• Need a buffer wall by Bermuda Club and Banyan Lakes
• Need speed humps [traffic calming devices] on NW61st and Woodlands Blvd.
• HOA incentives to participate in free paint program
• Parks improvements
• Bring AARP programs back for discussion at the next meeting
• We need a community center on the east side
• Partner with the HOAs for programming
• Tamarac resident preference for hiring
Commissioner Gelin
• Seawalls are a personal expense
• "Tamarac is Safe and Residents Know It" needs to be revised.
• Remain economically resilient
• Tamarac resident preference for hiring

• Partner with local colleges for job pipeline, have college grads try out a department •
or two
• Disparity Study and reflection on results
• Look at Tamarac Village, and its location to the old Target, might be an opportunity
for a true Live, Work, Play business area
• Go paperless where we can
• MLK Memorial and timeline
• Build a running track, and there are other funding sources available
• Increase Veterans programming
• Food Cycler/composter. Other cities have incentives for restaurants to install them
• Improve social media outreach
Commissioner Placko
• Have an Education Advisory Board determine if a high school is possible and where
• Stripping the streets in her communities
• We need relief on Commercial Blvd. Get with FDOT
• Increase bus service east to west
• More traffic calming devices in neighborhoods
• Southgate is racetrack at night
• Building bus hub at the end of Commercial, near the 75
• Homelessness on Commercial and University, we need to do something
• Ideal for a Fire Station near Kings Point
• Make redevelopment a priority •
• Have a plan
• Identify areas/properties in her district during ride-along with staff
• Inform the residents of the plan
• Conduct a large business forum-stay in touch with them, ask them what we can do
to serve them
• Annual luncheon?
• Shaker Village, work with the community to get it fixed
• Retail plaza development. Look past COVID, and look ahead
• Grants. Not just for signage, but look as whole
• Get buy-in for homeowners
• Signage on north/south 78th should have been completed by now
• Get the community involved with preventing littering, clean up
• Beautification grants make a difference, extend to commercial properties
• Clean up problem communities
o Get Code involved
o Assist with paint and landscape
o Outreach to hard hit areas
• Bring AARP for seniors
• Veterans should have free entry to the City pool
• Be proactive about vacation rentals
• Looking forward to speaking with the new PIO and how things will change •

• Surtax expansion

o Since the city maintains the waterways, it cannot fall 100% on the
homeowner
o Consider a repayment program
o Get the total linear feet of seawall in the city
• Stripe all community streets
• Bus shelters and expand service
• Shaker Village is private and we need to partner with the community
• Traffic calming devices. Need more and give the communities an opportunity to
install
• Speeding throughout the city
• Homeless Task Force
• o Is there a way for us to help?
• Overnight parking, bring it back for discussion when we have in-person meetings
• No fishing from canals or private property
• BSO — community engagement, more officers and some issues may be dispatch
rather than our officers
• Kings Point fire station is good idea
• Buffer walls, we have to be careful for private property

• Certain properties may not be eligible
• Business district community
• Reach out to large businesses
o Give them an opportunity to be heard
• Parking in new developments
• Concierge service in the Building Department
• Paperless is on a person-by-person basis
• Litterbug reporting tool (program at the state)
• Track down garbage companies who drop material in the city
• Adopt-A-Street program
• Business window signage, when we can get back to that?
• Fresh paint, landscape, and continue with utility box wraps
• Expand the hours for Code Enforcement
o Overnight parking, cars, trucks and businesses

• We need a transit hub— somewhere in the City
• Continue celebrating our cultural differences

• Institute a sign bond or political sign guidelines
o Have candidates have signed permission to post signage at properties
• Retain good employees and finances
• Get the new chest compression equipment for the fire department

e) Marketing & Communications (social media, Tam-A-Gram, press releases, content
writing for Commissioners) questions
Discussion by the Commission ensued regarding to city-wide marketing and •
communications, including the following topics.
• Have the new PIO train how to post and when [to social media]
• Open up Nextdoor citywide for Commissioners
• Videos are not a real ROI [return on investment]
• Consider outsourcing Tam-A-Gram, advertise to offset the costs
• Why do we pay for press releases?
• The Mayor's message in the Tam-A-Gram needs to go or be the same for everybody
• Commissioner Bolton will submit his content and it better be published
• Engagement liaisons to do the Commission columns
• Gelin was not in favor of advertising for Tam-A-Gram
• Not the job of the PIO to promote a single Commissioner
• Nextdoor app open citywide, or post on behalf of themselves
• Police Services
• Provide the police studies from Cooper City and Parkland to Commission
• Interim City Attorney will get cost for when Miami Gardens decided to transition
to their own police department
• Did they send out a survey regarding their own police agency, etc.
• Meeting with Sheriff Tony and Capt. Cirminiello to establish expectations
• Conduct a study if Tamarac Police is possible

• e) City Manager Evaluation Process
Discussion ensued with regard to the City Manager Evaluation process and to
Commission asked staff to gather how other cities perform the evaluation and provide
that information to the Commission. Also have staff work on the process that works for
us and gathering the information.
Mayor Gomez adjourned the meeting at 5:32 p.m.
