Virtual City Commission Workshop - Minutes
Wednesday, March 24, 2021
CALL TO ORDER: Mayor Gomez called the Wednesday, March 24, 2021, Virtual City
Commission Workshop to order at 5 p.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Mike Gelin, Commissioner Debra
Placko, Vice Mayor Elvin Villalobos, and Mayor Michelle J. Gomez were present virtually.
Also present virtually were City Manager Michael C. Cemech, Interim City Attorney Hans
Ottinot, and City Clerk Jennifer Johnson.
PLEDGE OF ALLEGIANCE: Vice Mayor Villalobos led the Pledge of Allegiance.
City Manager, Michael C. Cemech, provided introductory remarks regarding the items being
presented during the workshop including a presentation of the Comprehensive Annual Financial
Report, a budget update and building department update if time permits.
FY2020 CAFR Presentation
Director of Financial Services, Christine Cajuste, Assistant Director Financial Services, Pat
White, provided background related to the statutory requirements for conducting an annual
financial report of an agency's records, timeline, sections within the report and the overall state
of the City's finances.
Anil Harris, of RMS US LLP, thanked Ms. Cajuste and her staff for the assistance in completing
the audit. Harris provided details about each section of the audit, and stated Tamarac will
receive and unmodified opinion, which is the highest level of assurance any auditor can provide
to a client, a clean opinion, and nothing to bring to your attention. He added there were no
issues or findings with any of the grant programs.
2. FY2021 Budget Update
Director of Financial Services, Christine Cajuste, and Budget Manager, Jeff Streder, provided a
presentation, which is available in the City Clerk's Office. Cajuste stated the city's strong
financial policies have kept the city fiscally stable. It is because of our strong resolve and
financial viability that we are able to maintain our strong bond ratings.
3. Building Department Update
Chief Building Official, George Folles, provided a presentation, which on file in the City Clerk's
Office. Folles stated the Building Department is putting procedures in place to improve customer
service and to handle customer needs as quickly as possible.
Mayor Gomez adjourned the meeting at 5:56 p.m.

The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
