HomeMy WebLinkAbout2020-10-28 - City Commission Regular Meeting MinutesCity of Tamarac Virtual City Commission Meeting - Minutes Wednesday, Oct. 28, 2020 CALL TO ORDER: Mayor Gomez called the Wednesday, Oct. 28, 2020, Virtual City Commission Meeting to order at 9:30 a.m. ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Marlon Bolton, Commissioner Debra Placko and Commissioner Julie Fishman were present. Commissioner Mike Gelin appeared at 9A2 a.m. Also present were City Manager Michael C. Cemech, City Attorney Sam Goren and City Clerk Jennifer Johnson. PLEDGE OF ALLEGIANCE: Commissioner Fishman led the Pledge of Allegiance. 1. PROCEDURES FOR VIRTUAL MEETINGS City Attorney, Sam Goren, provided details related to the authorization of virtual meetings, as outlined in the Governor's Executive Order 20-62 and further extended by Executive Order 20-246. Goren outlined the public's right to access, the need for conducting a roll call vote for all items in the virtual environment. 2. PROCLAMATIONS AND PRESENTATIONS Mayor Gomez read the following proclamations for the record. a. Proclamation — National First Responders Requested by Van Schoen, Tamarac Fire Rescue Mr. Schoen thanked the first responders for their assistance this year during a personal tragedy. Van Schoen asked that everyone thank a First Responder this week. He also thanked the Commission for their continued dedication and service. b. Florida City Government Week — Teen Council Video Mayor Gomez stated as part of Florida City Government Week this year, the Commission was invited to join the City's Teen Council on a virtual meeting, where we split into small group discussions about how local government works and participated in a Q&A. Afterwards, the Teen Council created a video about the experience for us to share at today's meeting. Before we play it, I'd just like to say what an impressive group this is. They asked a lot of great questions, and it was truly a pleasure talking to them. Mayor Gomez thanked the Parks & Recreation staff, and Sammie Monroe, for all they have been doing with the Teen Council. She also thanked the members of the Teen Council for all their dedication. CITY COMMISSION REPORTS a. Vice Mayor Bolton Vice Mayor Bolton wished those celebrating Halloween Happy Halloween, and while he does not particularly celebrate the holiday, he has been requested to hand out candy and will do so. Life continues after the election. He wished everyone the best of luck. I have been going to several meetings, including the Fort Lauderdale Executive Airport. I am pleased to represent the city on all the boards I am on. My name is Marlon Bolton, and I am on Facebook at facebook.com/commissionermarlonbolton. Commissioner Fishman Commissioner Fishman stated that the Teen Council meeting, with the young ladies I was interviewed by, was a wonderful experience. I told them, if they are a sampling of the young people we have in Tamarac, then our City is in good hands in the future. They did a wonderful job, were engaged and asked questions. I look forward to a time when we can get the council and the members of the Commission together for a really good dialogue. Fishman reminded everyone that Early Voting is going on. I don't care who you vote for, just get out and vote. We had a lot of first time voters. I met a lady, probably in her 60's, and this was her first time voting and she was extremely excited about it. I wish you all well. C. Commissioner Placko Commissioner Placko stated the two young women she met with from the Teen Council were so engaged, and their questions were so pertinent to what is going on around us. They wanted to know about the safety of our voting process, and they also wanted to know about the COVID virus and children going back to school. They had some thoughts on that, and these two young women have put in a lot of thought of what is Page 2 of 16 CITY COMMISSION MEETING Oct. 28, 2020 going on around them. If these are our future leaders, we are going to be in very good hands. I liked the format of the one-on-one, being that we couldn't be in person, but the small group was good. I hope we continue with that format. There are a lot of community issues going on of which I am investigating. I will be reaching out as I like the one-on- one. I like that people can call me, or stop by, and we can address these issues together. The conversation that is going on, regardless of who or where I am, is the virus and the holidays are coming. Now is the time for us to take a step back, and do what works for them. I don't want to be doom and gloom, but we do need to be vigilant. Please wear your mask. I was at the bank the other day, and they have a contest going on, who wore the best mask. They are trying to make it fun, rather than, oh, my goodness I have to wear this mask. I have gotten used to it, so please wear your mask. d. Mayor Gomez Mayor Gomez echoed the sentiments of my colleagues with getting out to vote. The Teen Council, as I said earlier, fabulous. I look forward to meeting with them in person, in the future, but the one-on-one was wonderful. It is interesting to hear their takeaways on the conversation, and I look forward to having them again. Thank you again to the first responders, and to our essential workers, you are wonderful. Thank you to our employees, and their continued years of service here. Gomez stated she had the pleasure of chairing the County Affordable Housing Advisory Committee. We have had a few meetings, in the past few weeks, and we have transmitted our proposal to the County for review. They will review, and determine if they will consider instituting any of our recommendations. Gomez stated she attended some other meetings, interviews about the good work we have been doing, the good services and infrastructure. We had a massive amount of rain, and our Public Services Department members who immediately started pumping out the water. You are on top of it. I will also echo Commissioner Placko about wearing face coverings. It has been fun to see everyone's different style, just remain safe, and keep it enjoyable. Everything will be different this holiday season, but start a new tradition and we'll go back to our other traditions next year. 4. CITY ATTORNEY REPORT City Attorney, Sam Goren, reviewed the status of virtual quorums and there being no expectation of extending the option for a virtual quorum after Nov. 1, 2020. Therefore, the City staff is arranging to move back to in -person meetings, while continuing to offer the public a right to access by phone, email and through Facebook. Commissioner Placko asked what safety precautions the City will be taking when allowing people into Chamber for in -person meetings. City Manager Cernech stated staff was working on details, and taking the necessary precautions to comply with the law. 5. CITY MANAGER REPORT Last Wednesday, Broward County approved the Inter Local Agreement that allocated up to $3.09 million dollars of the CARES Act funds for the City of Tamarac. These funds will be dedicated to reimbursing us for some of the expenses we incurred due to COVID-19, such as PPE's, sanitation, telework, and public safety. Even more importantly, these funds will help provide assistance to support Tamarac homeowners, renters, job seekers Page 3 of 16 CITY COMMISSION MEETING Oct. 28, 2020 and small businesses. The funds were allocated for specific categories, and we submitted an amendment for the County's consideration, requesting to reallocate some of the funds toward additional business assistance and expenditures made to enable remote operations, so we can continue to safely serve our community. The Broward County Office of Economic and Small Business Development has just launched a new small business grant program, utilizing funds from the CARES Act, for which eligible Tamarac small businesses and non -profits who've suffered adverse impacts from COVID-19 may apply. In the next 2 months, the County will administer $25 million in grants to Broward County small businesses and an additional $10 million in grants for non -profits. For more information, our Tamarac small businesses can visit the Broward County website at broward.org/EconDev, or follow the City of Tamarac on social media, or contact our Tamarac economic development office. Throughout 2020, in support of our Tamarac Chamber of Commerce, we have partnered together to help support our local businesses. Over the summer, the City hired the Chamber for $5,647 to implement our "Tamarac Together: Support Local Business" campaign, to visit with and survey our businesses, place signage around town, and providing a "Tamarac Together" window decal and totebag full of information on business resources available to them. The Chamber has been instrumental in helping us carry out our `buy local' campaign which in our survey results, is what our small business owners have asked us to do for them, in an effort to help them recover from the economic impacts of COVID. And we plan to continue on that front in partnership with our Chamber. We have requested Broward County approval to allow us to use CARES Act funding to continue our "Tamarac Together: Support Local Business" campaign. So should that request be approved, we will hire the Chamber for another $8,000 to help us continue our outreach and 'buy local' promotional efforts for our small businesses into the holiday season. We're proud to have helped not only support our small businesses during this time, but to also help provide some additional support for our Chamber of Commerce, as well as Chambers across the country have been struggling. The Community Development Department Housing Division wants you to know that assistance and funds are still available for residents who continue to experience hardship due to COVID-19. The programs are: 1. The Emergency Repair Grant program. This program offers emergency repair assistance to homeowners experiencing financial hardship due to COVID-19. Funds can be used for emergency repairs to the roof or any other component that an inspector deems necessary. Projects are reviewed and awarded on a case -by -case basis. This program is funded by the CRF funds from Florida Housing Finance Corporation. 2. The second program is the Connectivity and Technology for Employment Support program, through a partnership with T-Mobile. This program offers a mobile device and two years of connectivity technology to residents impacted by COVID- 19. This will help support employment searches and provides stable job communication. This program will be funded with Treasury funds through Broward County. Page 4 of 16 CITY COMMISSION MEETING Oct. 28, 2020 In addition to these new programs, a 4th round of the Residential Assistance Program is now underway for qualified Tamarac residents struggling to pay rent, re -housing, mortgage, HOA past due fees or utility bills due to COVID-19. This program is funded with Treasury funds through Broward County and will be administered by Civitas, LLC,. Applications are being accepted now and will remain open until December 10, 2020. Some good news from Parks and Recreation. We are happy to report that the City was awarded a $32,500 grant for our ONE Tamarac event. This grant will be used to enhance the event with additional entertainment. Keep and eye out for further details, along with the event date after the first of the year. Parks and Recreation continues to be busy hosting and planning events. Past Events DRIVE THRU HALLOWEEN HAUNT The Tamarac Parks and Recreation Department reports approximately 1,600 cars with 4,500 people attended the Drive Thru Halloween Haunt in the Park. This very successful event created some unexpected traffic challenges! We are very happy for the success of the event and apologize to anyone who may have been inconvenienced by the traffic. Attendees were very complimentary of the event. Upcoming Events TAMARAC SENIOR PROGRAM- ONLINE CLASSES Since we opened up our Senior Program Membership renewals, 197 members have renewed or started new memberships. With our virtual classes the City has expanded it's reach and is now known world-wide! We have had individuals from New York, Canada and Los Angeles register for the Senior Program; and we have also had inquiries from London. DRIVE IN MOVIE IN THE PARK Tamarac Parks and Recreation cordially invites everyone to join us for the next drive-in movie in the Park. Come out to the Sports Complex at 9901 NW 77th St., Friday, October 30th, to watch "Haunted Mansion". A free bag of snacks will be provided for each car. Attendees must stay in their vehicle. The event will feature an interactive reading of the book Evelyn DelRey is Moving Away while walking along the pathway at the park. Following the reading, participants will receive a free book and a bag of candy. All participants must wear a face covering and remain socially distanced! We have the following 2 distribution events: - Community Christian Church, Monday, November 2nd from 9 a.m. to 11 a.m. - Christian Life Center, Wednesday, November 11th from 9 a.m. to 11 a.m. VETERANS DAY Please join us for our first ever evening Veterans Day event! Come out to Veterans park on Wednesday November 11 from 5:30 pm — &30 pm to participate in a candle lighting honoring our Veterans and view the illuminated Veterans Honor Wall. Participants must wear a facial covering and remain socially distanced. TAMARAC SENIOR PROGRAM- ONLINE CLASSES Our Tamarac Senior Program continues to be popular. WATER SHUT OFF UPDATE The City suspended the shut off for nonpayment as well as penalty charges on Utility bills in March of this year. That suspension of shut offs continues today and will continue until we determine the appropriate time for resumption. Water shut offs are suspended but the bills are still due, we have instituted several measures to encourage delinquent customers to pay; this includes referring customers experiencing hardship to Community Development and Social Services programs, we also offered payment extensions to some customers who have made request for additional time to pay. We continue to monitor the impact of COVID19 on our receivables and delinquent balances and we will provide any update regarding the resumption of shut off for nonpayment with enough time for customers to make good on outstanding bills. Cernech then introduced Lerenzo Calhoun, Human Resources Director, who updated the City Commission on the conversations, related to "Heal the Divide". Calhoun provided a presentation, which is on file in the City Clerk's Office. 6. TR13509 — Jeff Ellis Agreement Amendment #5 A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City officials to execute Agreement Amendment $35 between the City of Tamarac and Jeff Ellis Management, LLC, exercising the option to renew the agreement to provide Swimming Pool Management Service for the Caporella Aquatic Center and Water's Edge Park, at a cost of $349,983.90 annually, plus shared revenues, for a two-year period effective January 1, 2021 — December 31, 2022; approving funding from the appropriate accounts; providing for conflicts; providing for an effective date. T02436 — Police Pension Plan amendment to Chapter 16 — Compliance with the Secure Act Page 11 of 16 CITY COMMISSION MEETING Oct. 28, 2020 An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 16, "Police Pension and Retirement, Article VIII, Pension Plan (Police Officers), Division 1, Section 16-653, compliance with the Internal Revenue Code, to provide for codification; providing for conflicts; providing for severability; and providing for an effective date. Mayor Gomez requested a motion and second. Commissioner Fishman motioned to approve. Vice Mayor Bolton seconded. Director of Human Resources, Lerenzo Calhoun, provided background information for Items 9.a. — 9.d. as the amendments are the same for each of the pension boards. The amendment seeks to comply with the Internal Revenue Code, for individuals who reach the age of 70'/2, before December 20, 2019, to increase their ability to save money.
