CALL TO ORDER: Mayor Gomez called the Wednesday, March 24, 2021, regular City
Commission meeting, being held virtually, to order at 7 p.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Mike Gelin, Commissioner Debra
Placko, Vice Mayor Villalobos and Mayor Gomez were in attendance virtually.
PLEDGE OF ALLEGIANCE: Vice Mayor Villalobos led the Pledge of Allegiance.
1. PROCEDURES FOR VIRTUAL MEETINGS
City Attorney, Hans Ottinot, provided information and procedures for conducting virtual public
meeting.
PROCLAMATIONS AND PRESENTATIONS
a. Proclamation — Child Abuse Awareness Month
Requested by Mayor Gomez
Kerry Ann Brown, of the Broward Aware Campaign, was present virtually to accept and
offered thanks to the members of the City Commission for recognizing the program.
b. Proclamation — National Kidney Month
Requested by Commissioner Bolton
Commissioner Bolton summarized the proclamation.
C. Proclamation — Problem Gambling Awareness Month
Requested by Mayor Gomez
Erik Randazzo Deputy Director of the Florida Council on Compulsive Gambling
was present virtually to accept and thanked the City Commission for bringing
attention to this issue.
3. CITY COMMISSION REPORTS
a. Commissioner Bolton
Commissioner Bolton did not have anything to report, but provided his contact
information for anyone wishing to contact him.
b. Commissioner Gelin
Commissioner Gelin provided a presentation, which is on file in the City Clerk's Office.
Commissioner Gelin asked for clarification regarding the RFP process for selecting a
permanent City Attorney, based on direction from the workshop and the meeting.
C. Vice Mayor Villalobos
Vice Mayor Villalobos encouraged everyone to continue to reach out to him, remain
engaged, and use the Tamarac app. Villalobos congratulated George [Folles, of the
Building Department] for the improvements set forth in that department. Villalobos also
thanked the Finance Department because we are financially sound.

d. Commissioner Placko S
Commissioner Placko commended the Finance Department for the hard work, and
especially during COVID. Placko also thanked the Building Department for the excellent
job they are doing. Placko wish everyone who is celebrating Passover or Easter, to have
happy holidays and stay safe.
e. Mayor Gomez
Mayor Gomez stated she has and continued to support an internship program here at
the City. Gomez echoed the sentiments of Villalobos and Placko regarding the Building
Department and Financial Services. Gomez stated, not everyone has access to social
media, and she asked to be emailed if there was an issue that she needed to be aware
of. Gomez stated she had a round table call with the other Mayor's throughout the
county, and there is a lot of discussion related to remaining vigilant while people are
being vaccinated. Gomez commended the fire department, and city staff, for the job they
have been doing with vaccinations. Gomez went on to state, Broward Days was held
virtually this year, but she did speak with lawmakers regarding new mobility plans, and
on demand transit. She stated other issues that are of topic to the legislature this year.
Gomez also reminded everyone of the ongoing for distributions dates, and times within
the city.
4. CITY ATTORNEY REPORT
None
5. CITY MANAGER REPORT 0
City Manager, Michael Cernech, stated he is pleased to announce the City of Tamarac's Fire
Rescue partnered with The Florida Department of Health to administer COVID vaccinations
according to the latest eligibility standards outlined by the Governor based on age, pre-existing
conditions and essential personnel. The goal is to aim towards the elderly and help reach
vulnerable populations. The Vaccinations will be offered at the Tamarac Community Center
from Monday, March 22n1 through April 2"d You can register by calling 954-597-3893 Monday -
Friday; 8:00-5:OOpm. Leave a message if there is no answer and we will call you back.
The City's Economic Development Office wants you to know they have partnered with Broward
College's/Broward UP program to offer FREE educational opportunities for Tamarac residents
to enhance the workforce skills needed for career advancement. Classes being offered in April
include social media marketing, sales fundamentals, business brand development and more.
To register for classes, residents can follow the City of Tamarac's social media pages.
The Economic Development Office is also pleased to announce we are resuming the Tamarac
restaurant promotion campaign, Savor The Flavors Tamarac. Starting in April, there will be a 6-
month series of activities and promotions planned, all in an effort not only to promote the
excellent and diverse cuisines that Tamarac has to offer — but to help our independent small
business restaurants recover from the economic impacts of COVI D. Stay tuned for more details
as we roll out the campaign in the coming months.
Public Services is starting construction of an underground sewer force main replacement project
on March 29, 2021 located at NW 56t' Street, beginning from White Oak Lane heading East to
Banyan Lane. There are no planned service interruptions. There will be temporary lane 40
closures, but a one lane through traffic will always be maintained during construction. The
scheduled completion date is July 23, 2021.
For those residents looking for something exciting to do, Parks and Recreation Department
cordially invites you to a free movie experience under the stars on Friday, April 91, 2021 at 8:00
pm at the Tamarac Sports Complex, 9901 NW 771 Street. Movie showing "HOP".
Be sure to bring your lawn chairs, blankets and snacks for comfortable viewing. Reservations
required for your family's 10 x 10 viewing space -- 6 family members per reservation. Limited

We are continuing with the Feeding South Florida Tamarac food distributions. There are the

6. PUBLIC PARTICIPATION
isDarcy Schiller, of 7879 Granville, Drive, Tamarac, expressed her opposition to the changing of
street names. The residents should be surveyed. Schiller also asked for updates on
Commissioner Bolton's conversion, the questionable website and to have the CERT Teams visit
senior homes in Kings Point to replace fire alarm batteries.
Evelyn Sanz, of Tamarac, expressed her opposition for renaming streets after Alcee Hasting
and Diane Glasser.
Phyllis Erblich, of 7942 Exeter Circle West, Tamarac, stated she was very disturbed to hear of
changing the names of the streets.
Ondria LaMorte, of Spring Lake Villas, Tamarac, expressed her opposition to renaming two
streets in the city.
Maddy Swick, of Exeter, Tamarac, expressed her opposition to renaming the streets. She
suggested other places such as a park or the library, etc.
Mary Brown, of Tamarac, expressed her opposition to renaming the streets after Alcee Hastings
and Diane Glasser.

Jenn Louis was contacted and chose not to provide comments.
Richard Bobker, of Kings Point, Tamarac, expressed his opposition to renaming the streets. He
stated the streets should be names after people with stellar backgrounds.

Fred Bailin, of Kings Point, Tamarac, expressed his opposition to renaming the streets after •
Alcee Hastings and Diane Glasser. Bailin stated he would like to meet with Commissioner Gelin
regarding issues of gun violence and gun safety. Bailin mentioned the Interim City Attorney,
stating this person has issues out of Miami Beach, which need to be resolved before any
consideration of permanent can be given to him.

Exhibit "'I", attached hereto; providing for conflicts; providing for severability; and
providing for an effective date.

e. TR13584 — Resolution Renaming Southgate Boulevard to Alcee L. Hastings
Boulevard
A Resolution of the City Commission of the City of Tamarac, Florida, approving the
request for renaming of public streets for the inclusion of the name Alcee L. Hastings
Boulevard", to the existing, "Southgate Boulevard", as more particularly depicted in
Exhibit 1" attached heteto; providing for conflicts; providing for severability; and
providing for an effective date.

Mayor Gomez asked if the City Manager had any additions or deletions to the agenda.
City Manager, City Manager Michael Cernech, stated Item 7.d. TR13583 "Resolution
Renaming 1081 Terrace to Diane Glasser Terrace" and Item 13.2 "Discussion related to
videos posted on the City's You Tube Channel" were being deferred.
Commissioner Bolton asked to pull Item 7.d. TR13583 "Resolution Renaming 108t'
Terrace to Diane Glasser Terrace" and Item 7.e. TR13584 "Resolution Renaming
Southgate Boulevard to Alcee L. Hastings Boulevard." 0
• Commissioner Placko made a motion to approve the consent agenda as amended. Vice
Mayor Villalobos seconded.
Clerk Johnson conducted a roll call vote, the motion carried unanimously.

Commissioner Bolton motioned to approve. Commissioner Placko seconded.
Clerk Johnson conducted a roll call vote, and the motion to approve carried 3-2 with Vice
Mayor Villalobos and Mayor Gomez dissenting.

Clerk Johnson conducted a roll call vote, and motion to approve carried 3-2 with Vice
Mayor Villalobos and Mayor Gomez dissenting.
Mayor Gomez recessed the meeting at 8:34 p.m. and reconvened at 8:50 p.m.
8. REGULAR AGENDA
a. TR13490 —Tract 27 Booster Station (Construction)
A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid
Number 21-01 B and approving an agreement with C&I Construction of the Tract 27
Booster Station Upgrade Project in the amount of $1,920,510.00, a contingency of
$192,051.00 (10%) will be added to the account for a project total of $2,112,561.00;
authorizing an additional appropriation in the amount not to exceed $162,561.00 to be
included in a future budget amendment pursuant to F.S. 166.241(2); authorizing the
appropriate City officials to administer the contract, providing for conflicts; providing for
severability; and providing for an effective date.

Community Development Fee Schedule, attached hereto as Exhibit "A", adopting a fee
for "Comprehensive Sign Plan" application to provide for review of comprehensive sign
plans submitted by commercial and mixed -use developments; providing for conflicts; •
providing for severability; and providing for an effective date.

Juneteenth As A Legal Holiday
A Resolution of the City Commission of the City of Tamarac, Florida, expressing strong
support for the Senate Bill 490 and House Bill 185, which would designate Juneteenth
Day as a legal holiday; direction to the City Clerk; and providing for an effective date.

Disorder
A Resolution of the City of Tamarac, Florida, expressing opposition to proposed House
Bill 1 and Senate Bill 484 entitled "An Act Related to Combating Public Disorder," which
imposes a chilling effect on the exercising of First Amendment rights by the public;
providing for directions to the City Clerk; and providing for an effective date.

a. TO2460 — Ordinance amending the City of Tamarac Code of Ordinances to allow
Food Trucks in the City of Tamarac in certain zoning districts
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter
10 of the City of Tamarac Code of Ordinances, entitled "Land Development Code" by
amending Article 3, entitled "Use Regulations", amending Section 10-3.5, entitled
"Temporary Uses and Structures", by specifically amending subsection 10-3.5(G)(3)
entitled "Food Truck" of the City of Tamarac Code of Ordinances to provide definitions,
terms and regulations for food trucks operating within the City of Tamarac; providing for
conflicts; providing for severability; providing for codification; and providing for an
effective date.

b. TO2462 — Amendment to the Code of Ordinances to turn off sprinklers during
school zone times
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter
22, Article Vill of the Code of Ordinances of the City of Tamarac, entitled "Water
Conservation Regulations", specifically amending Section 22-303 entitled "Year -Round
Permanent Landscape Irrigation Measures" to extend the schedule in which no water
use restrictions are in effect to 7:00 am to ensure the safety of our residents and children
that use the sidewalks during school hours; providing for severability; providing for
codification; providing for an effective date.

Commissioner Bolton motioned to approve. Vice Mayor Villalobos seconded.

12. QUASI-JUDICIAL HEARING(S)

13. OTHER
a. Update — Curb Appeal Program
Director of Community Development, Maxine Calloway, provided a presentation, which
is on file in the City Clerk's Office.
Discussion by the Commission ensued regarding funding sources for the program, how
many houses will benefit from the program, possibly increasing funds to $30,000 per
year, homeowner qualifications, the programs effect on homeowner associations, an
update of citywide curb appeal program, etc.

b. Update — Homelessness Task Force
Director of Community Development, Maxine Calloway, provided a presentation, which
is on file in the City Clerk's Office. Broward Sheriffs Office Deputy, Jennifer Marion,
added comments regarding the homeless issue within the City
Discussion by the Commission ensued.
Commissioner Bolton moved to extend the meeting until all business is complete. Vice
Mayor Villalobos seconded, and the motion carried unanimously 5-0.
Commissioner Gelin moved to direct staff to bring a recommendation to the City
Commission in terms of what we should do as a solution to resolve the minor homeless
problem that we have in the city. Vice Mayor Villalobos seconded the motion.
Commissioner Bolton asked to strike the word minor from the motion. Commissioner
Gelin agreed. Vice Mayor Villalobos also accepted the change
Clerk Johnson conducted a roll call vote, and the motion to direct staff to bring a
recommendation to the City Commission in terms of what we should do as a solution to
resolve the homeless problem that we have in the city carried unanimously 5-0.
c. Mayor and City Commissioner Direction to the City Manager or the City Attorney
1) Discussion and possible direction regarding a city-wide color residential color is
palette
Discussion by the Commission ensued. No direction to move forward with this program.
2) Discussion related to videos posted on the City's You Tube Channel
This item was removed from the agenda at the request of the sponsor, Vice Mayor
Villalobos.
3) Discussion and possible direction for commercial plaza maintenance
Discussion by the commission ensued, regarding ongoing efforts of Code Enforcement,
stricter requirements for maintenance, with a request to find out what other cities are
doing to improve curb appeal, removing snipe signs, have the City Attorney look at the
ordinance and see if we can make it stricter, adding an additional code enforcement
officer to the budget.
Vice Mayor Villalobos asked for clarification of the sponsor removing items from the
agenda prior to the meeting. City Manager Cernech clarified the request, and the
process for deleting items after reports. City Attorney Ottinot stated, the rules of
procedure state items on the agenda need a majority vote for removal.
Commissioner Gelin asked for clarification on the City Attorney selection process.
Procurement and Contracts Manager, Keith Glatz, provided comments. Commissioner
Bolton stated his intention was to have Interim City Attorney changed to Permanent City

• Attorney, but to continue with a process that mirrored the process used to search for an
interim city attorney.
Commissioner Gelin departed the meeting at 1:13 a.m.
Commissioner Bolton asked for the following items to researched:
Traffic calming along Woodlands Boulevard, from Commercial to Bailey Road, set up a
virtual meeting with BSO regarding the issues on Bailey Road [drag racing, speeding,
etc.], split the Public Art Impact fees in two parts, public art and beautification, the plants
are dying in the median at Sabal Palm.
Commissioner Placko asked for the following item to be researched:
Update on traffic calming in Faircrest 13, Street lighting in Sunflower Heathrow
neighborhood.
Vice Mayor Villalobos asked how to have art pieces replaced as soon as the previous
ones are being removed.
There being nothing further to discuss, Mayor Gomez adjourned the meeting at Thursday,

[EXTERNAL] AGENDA ITEM FOR TONIGHT'S MEETING

It is my understanding that there's a vote tonight to rename Southgate Blvd. to Alcee L.
Hastings Blvd. I am opposed to this. There is a time and place for things like this, and it's not
now. I would think that city officials would concentrate on some of the following issues
instead:
• Managing the dangerous proliferation of panhandling
• Roads that need to be repaired
• Empty commercial properties, to the point where it looks like a war zone
• Trash all over the city
• Commercial signs and poles lying all over the ground
• Commercial repairs and/or improvements (dug -up areas) that have been that way for
months
• This is just a few issues. Furthermore, it is my understanding that Hastings is not viewed as a
reputable figure by many. Again, I am opposed to renaming Southgate Blvd.

Hon. Diane Glasser Served the City of Tamarac in two Different terms of Office in Different
Decades in her lifetime making Tamarac History.
She served on the Tamarac City Redistricting Committee in 1990, and that why the city has
Single Member Districts Today.
She served as the President of the Westwood 22 Senior Living Community, President for
more than 25 years, before moving to Kingspoint Condo in 2005. She moved to Tamarac with is
husband (Bob), youngest son (Craig) and Mother (Jean) in 1973.
Lastly, Many people drive through Our great City and may notice this beautiful
Wall along the roads in the city. Well, That was an ideal of Diane Glasser.
She was the person that came up with the idea to help beautification efforts in her District at
the time, but Our Commissioner loved the idea so every district got a Wall.
I Support All Efforts to Dedicated or Rename 108th

Commissioner Debra Placko proposes Diane Glazer with a street However Diane Glasser, at the time a campaign
manager for former Tamarac Commissioner Patti Atkin -Grad received a large dollar amount ($15,000) as a thank
you from Shawn and Bruce Chait (father and son developers) for getting her elected. When Patti -Atkin -Grad was on
trial for Corruption.
Then her suggestion and turning her back on fellow King Point residents regarding putting a charter school on seven
acres of city land in the Sports Complex across from our KPIT Clubhouse parking lot!
Glasser again should not even been considered for this honor. I Oppose.

of interest Then in 2012 over his illegal behavior, (never condoned by Glasser) He eventually received adjudication

Alcee L. Hastings had been in the House of Representatives since 92 representing Florida now in 20th district, has
done some good.
But however his career has been with some legal issues.
"In 1981 Hastings while serving as a judge was involved in a sting operation by the FBI against an attorney.
Hastings was charged with conspiracy. In Hasting's 1983 trial despite being convicted in his own trial in 1982 was
acquitted by a jury after Border refused to testify in court.
"In 1988 Hastings was impeached for bribery and perjury" by a vote 414-3
In June 2011 staff member Winsome Packer filed an alleged lawsuit on repeated unwanted sexual advances. In 2012
Hastings was released from the lawsuit and continued the Helsinki Commission, which Hastings chaired, and Packer
represented in Vienna.
In December 2017, The treasury department paid $220,000 to settle the lawsuit.
Judicial Watch provided Hastings was ranked #1 out of 435 members of the U.S. representatives paying salaries and
fees to family members. Hastings paid his girlfriend, Patricia Williams an attorney worked for Deputy district
Director $622,574 over the four-year period of 2007 to 2010 when he later married her.
My Vote is NO for both Hastings and Glasser not to be recommended for the honor of having a street named after
them.

My name is Beth Starkweather, a Tamarac resident and homeowner for 20
years who also worked in Tamarac 38 years ago. I come to you today to voice
my concerns about a proposed resolution on the March 24th, 2021 Tamarac
Commission meeting agenda pertaining to the renaming of Southgate Blvd. to
Alcee L. Hastings Blvd. First and foremost, I find it highly objectionable that
the City and Commission are trying to adopt a resolution, within a week of
drafting and notification to the public, about something as highly visible and
defining of a City area as renaming or "including" an additional name for a
street that has been historically and innocuously named for over 50 years.
Giving some necessary time for feedback and consideration from the affected
home and business owner, tax paying residents of the localized area should
have been vitally important to our elected representatives in these types of
decisions. Sadly, you all chose to try and shove this obviously partisan name
change through with a swipe of your pen with very little notice or concern for
those taxpayers most affected.
Southgate Blvd. at the canal has been a fixture since the beginning days of
Tamarac in the 60's. Most Broward residents know and understand Southgate
to be the demarcation line between Pompano Beach/Coral Springs and Ft.
Lauderdale/Tamarac street numbering systems. There are already so many
confusing name changes between cities on individual streets, i.e. Pine
Island/Coral Springs Drive/NW 88th Ave, Nob Hill/Coral Ridge Drive NW
100th Ave, McNab Road/Cypress Creek NW 62nd St. There is no need to add
further confusion. Don't forget the terrible nuisance and possible financial
hardship for those who live on and whose address is currently Southgate and
who will have to be changing their permanent addresses. Southgate is a
landmark name on maps and in the hearts of residents.
There seems to be no rhyme or reason for District 1 Commissioner Bolton's
request for this name change on Southgate located within Districts 3 and 4, at
this time. Why is he not asking for a name change of a street in his own
• district? There are so many more vital pressing issues for the Commission to
consider spending time and money on than this one Commissioner's whimsy.
Issues relating to Covid and South Florida's recovery, ongoing infrastructure
and neglected code enforcement issues, attracting beneficial businesses, etc.,
etc.; these are all concerns of all Tamarac residents. This name change
resolution will not enhance the city or the citizens of Tamarac but seems to be
more of an effort by Commissioner Bolton to further his personal partisan
agenda. I believe the theory and Code of Ethics for Tamarac is that the Mayor
and Commissioners are supposed to be non -partisan and act only in the interest
of all the city residents, regardless of political affiliation.
As for the new naming to be Judge Alcee L. Hastings Blvd:
In 1981, after a sting operation by the FBI against attorney and alleged co-
conspirator William Borders, Hastings was charged with conspiracy to solicit a
$150,000 bribe (equivalent to $421,834 in 2019) in exchange for a lenient
sentence for Frank and Thomas Romano on 21 counts of racketeering and the
return of their seized assets. In 1988, the Democratic -controlled United States
House of Representatives took up the case, and Hastings was im eached for
bribery and by a vote of 41.3-3. He was then convicted on October 20,
1989, by the United States Senate, which, at the time, was also controlled by
Democrats. Hastings became the sixth federal judge in the history of the United
States to be removed from. office by the Senate. The Senate, in two hours of roll
calls, voted on 11 of the 17 articles of impeachment. It convicted Hastings of
eight of the I 1 articles. The vote on the first article was 69 for and 26
opposed. He was removed from the bench, but the Senate did not preclude him
from holding office in the future.
Commissioner Bolton seems to have left this bit of vital information out of his
description of Hastings in the resolution cover letter. There are other issues he
did not address(Taxpayer funds to the tune of $220,000 were used to settle a
lawsuit charging Rep._Alcee Hastings (D-Fla.) with sexual harassment, Roll
Call has reported). This is not the bio of someone to name a street after.
I'm not trying to encourage the opposite of this resolution by saying I think it
should be Trump, DeSantis, Rubio or Scott Blvd, all of which have contributed
to the wellbeing of Tamarac as much or more so than Hastings, in my opinion.
Certainly, that would be irresponsible and partisan thinking on my part that
would raise the ire of some of the commission members and a great deal of
Tamarac residents. It goes both ways. In these tumultuous times I don't think
it's a good idea to be honoring any political, sports or religious figures,
including Alcee Hastings or Diane Glasser. My point is the name doesn't need
to be changed or shared, period. Leave it with the historical name and leave the .
political theater out of it.
I personally don't think Mr. Hastings deserves any recognition at all in light of his
history of legal wrongdoing and being found guilty and forced off the judicial bench
by Congress , but if you all so decide to honor this man, I humbly request that you
do so only in the form of a plaque, a statue, a piece of artwork or such. If you
should decide to name a park after him, please ask yourselves, is he on the same
deserving level as BSO Officer Brian Tephford who gave his very life protecting
the citizens of Tamarac? I think not.
Mayor Gomez, Commissioners, All the fantastic Tamarac city support staff,
residents, and all those concerned that are viewing, I thank you, for the time you
have allowed me to be heard.
In leaving I will say:
Leave Southgate Blvd as THE name, and ONLY name, of this Street. It is a name
that has existed from the very beginnings of the City of Tamarac. It is known, loved
and taken to heart by the residents of Tamarac and many surrounding communities.
It is non -partisan, inoffensive and inclusive to all Tamarac residents. Our Tamarac
Hometown history is important and should not be forgotten. Not everything has to
be changed in haste, for the sake of change, or to appease divisive or specific
partisan political posturing agendas.

The city commission is set to vote on a measure that would rename Southgate Blvd to Alcee
L. Hastings Blvd. We certainly have many urgent issues in Tamarac, none of which include
the renaming of streets. We are dealing with an epidemic of aggressive panhandlers, shuttered
business and empty plazas, and a condemned dilapidated building in Shaker village (facing
Commercial). We have crumbling roads and trash literally everywhere you look in Tamarac.
There is a significant problem with aging retail and commercial buildings, and their lack of
code compliance. Let's not forget about traffic issues, as our main roadways have turned into
drag strips. These are just a few of the issues that require the full attention of the commision,
and I trust all of you will commit your valuable time, and solve the real challenges facing our
city.
In closing, allowing any commissioner to arbitrarily change street names, creates a very
dangerous precedent, and sets the stage for future abuse of the practice. Let's not ram through
this name change, instead let's focus on the real issues facing Tamarac, so that we can improve

I have been a resident of Broward county since 1977 - when Southgate
Blvd west of University Drive was a road to nowhere. I now use the path
along C-14 to bike and run to the end at the Sawgrass. Southgate is the
dividing line to city boundaries.
I would vote NO to renaming Southgate Blvd after Alcee Hastings.
First of all, why change it at all? Second of all, just the name of Hastings
has a negative connotation after being on trial for bribery in the past. Not
sure how this came about in the first place, especially in this time where
we are taking people's names off school buildings, etc. What significance

I find it outrageous that the commission would consider re -naming streets for Alcee Hastings and Diane
Glasser. When we live in such a "woke" time as now, when we are re -naming schools away from
founding fathers, away from previous politicians who one time in their past said something that someone
thought to be offensive, these matters require a lot more diligence and thought. Hastings has a
checkered past of corruption and a lack luster performance as a congressman. He was even removed
from congress by his fellow congressmen. Is this someone that we want to hold up as an example to our
children? Glasser is not much better. Receiving payments from companies for putting commissioners in
that favored those businesses and trying to sell out the city and Kings Point to remove a beautiful park for
a school when there is so much other property that is in disrepair in Tamarac. The commissioners need
to stop playing politics and repaying their political cronies and concentrate instead on the residents of
Tamarac who pay their salaries and fund all those crooked kickbacks that the commission feels

Please accept this letter as my steadfast opposition to the idea of renaming streets.
It is very clear to the intelligent members of the Tamarac community that this is just
another attempt by Mr. Bolton to bully the commission and the citizens by playing the
race card.
Alcee Hastings has been impeached for Bribery and Perjury, clear indications of this
mans real character. Is this what we want our children to strive for, crime?
And dont waste your breathe with telling me he just made a mistake. A mistake is
forgetting to close the garage door when you leave the house, not intentionally
meeting with people to discuss, and then accepting a bribe as a Federal judge. By
the way, it was a democratic legislature that impeached him. Only 3 people voted not
to impeach. This is pretty conclusive that his own party even knew he was guilty.
Similarly, the other proposed rename is for a diagraced former politician.
Why on earth would we honor people like this, who made the decision to break the law,
thinking they were above it, people who choose not to honor those who they were supposed to
work for.
If this is pushed through it will only serve to prove our current commission is just as bad as
these 2 disgraced politicians.

Regarding renaming our streets. Please don't do that. Once you get started its a
slippery slope. Now you're proposing not 1 but 2 . Where will it end? Who's more important
than who? It won't end.
Leave the street signs as generic "street signs" PLEASED!
Bad enough when you go to Google maps and they say 45th st/ AKA "XYZ street name"
Some have 3 other names all for same street.
Bad enough the demarcation of Tamarac and Coral springs that Pine Island becomes Coral
springs drive and Nob hill becomes Coral Ridge.
Too much! Leave the street signs alone!
If you want to honor someone, name one of the Chamber Rooms in Tamarac City Hall after

Diane Glasser dishonored her Tamarac constituents. Her name on a Tamarac street would be
a blemish to our city's honor and integrity. Ive been a Tamarac resident for 24 years and was
privy to her underhanded insensitive actions. Former Commissioner Diane Glasser's disregard
for her district 3's constituents' concerns in 2015 regarding the building of the controversial
Doral Charter School proposal upon the grounds of the Sports complex was reprehensible .
My Kings Point community of which she herself was a resident requested information on this
charter school project which was seen by them as a threat to their well-being and a nonsensical
upheaval of the Sports complex, a precious valuable commodity for all Tamarac residents.
Yet Glasser was silent as she promoted this charter school project underhandedly. When
asked by her constituents to speak up and show compassion for their position , her ice cold
response at a public meeting of hundreds of Kings Pointers in 2015 was" it's not about
compassion, it's about business " .
Glasser did Tamarac a disservice as campaign manager for promoting the disgraced
Commissioner Patti Atkins Grad who was forced to resign for admitted naivety as a defense •
in her trial , Glasser earlier accepting 15 k from accused developers for getting the latter
elected in the first place so they could use her to their business advantage. Glasser was owed
4K by Atkins Grad for her services, yet accepted the 15 k from developers.
Commissioner's Bolton's proposal to rename Southgate for Congressman Alcee Hastings on

In regards to the proposed resolution to renaming Southgate Blvd to Alcee L. Hastings Blvd;
I wanted to make sure that the Mayor and all the Commissioners were provided with the comments that were posted by
concerned Tamarac and surrounding community residents on the Nextdoor Site. The City, Mayor and Commissioners all have
accounts with this App. This capture was taken at midnight last evening. There have been more comments posted throughout
the day today with 60 "likes" and 142 comments as of 2PM today. As anyone can plainly see by reading through the various
reasons, nearly 100% of the comments are against the renaming proposal. These are the tax paying residents that you represent,
and this is what they are thinking. It would have been wise to have asked for their input before this proposed resolution was
drafted and placed on the agenda.

Fifty years ago we moved into a new home in the Heathgate subdivision in 'Tamarac. We were one of the first families there, lots of homes under construction. Alcee
Hastings and his family moved into a home there- a few months later. Soon after there were thefts going on, appliances and rolls of carpeting in homes new completion •
were being robbed, and the next thing I know his wife and a couple of men were arrested for these crimes. I can't say if he wus involved and let his wife take the arrest
or not but they quickly moved away. He went on to bigger things and has been trouble all his life. I guess my point is that he didn't think much of'F'amarac then and I
don't think much of him, he is a disgrace.

Hello,
I just wanted to share my quick thoughts on the street renaming proposal. Briefly, I
disagree with this and think it's in poor taste to rename these streets after Hastings
and Glasser.
First, it's unnecessary.
Second, as many others have pointed out, these two individuals have tainted records
stinking of corruption. Are these really the paragons of society we want to
memorialize for our city? (Although, with all the recent corruption scandals here,
maybe it is fitting)
Third, I live off of Southgate. I regret that he's not well and don't wish him ill, but I
don't like Alcee Hastings and his record. I really don't want to be reminded of his
'legacy' every single day I leave my house and return home.
Let's find something better to do with our (the taxpayers) time and money, and save
street changes for when it makes sense, when we can name them after individuals
we can actually be proud of. Let's try to improve Tamarac's image for a change.

As a resident, I am totally opposed to this proposal. I am no sure why someone wants to rename streets
for these people but as far as I can see, they have issues in their performance that should disqualify them
to be honored this way.
This seems to be political in nature not because these individuals have been so very beneficial to the
residents of Tamarac.
Outrageous regarding the considerations of two people whose background has not demonstrated in any
way to be honored and especially when they both are still alive:

Commissioner Debra Placko proposes Diane Glazer with a street. However Diane Glasser, at the time a
campaign manager for former Tamarac Commissioner Patti Atkin -Grad received a large dollar amount
($15,000) as a thank you from Shawn and Bruce Chait (father and son developers) for getting her
elected. When Patti -Atkin -Grad was on trial for Corruption.
• Then her suggestion and turning her back on fellow King Point residents regarding putting a charter
school on seven acres of city land in the Sports Complex across from our KPIT Clubhouse parking lot!
Glasser again should not even been considered for this honor. I Oppose.
Alcee L. Hastings had been in the House of Representatives since 92 representing Florida now in 20th
district, has done some good but nothing to have a street name change.
But however his career has been with some legal issues.
"in 1981 Hastings while serving as a judge was involved in a sting operation by the FBI against an
attorney. Hastings was charged with conspiracy. In Hasting's 1983 trial despite being convicted in his
own trial in 1982 was acquitted by a jury after Border refused to testify in court.
In 1988 Hastings was impeached for bribery and perjury" by a vote 414-3
In June 2011 staff member Winsome Packer filed an alleged lawsuit on repeated unwanted sexual
advances. In 2012 Hastings was released from the lawsuit and continued the Helsinki Commission, which
Hastings chaired, and Packer represented in Vienna.
In December 2017, The treasury department paid $220,000 to settle the lawsuit.
Judicial Watch provided Hastings was ranked #1 out of 435 members of the U.S. representatives
paying salaries and fees to family members. Hastings paid his girlfriend, Patricia Williams an
attorney worked for Deputy district Director $622,574 over the four-year period of 2007 to 2010
when he later married her.
My Vote is NO for both Hastings and Glasser not to be recommended for the honor of having a street
named after them. There is enough in their performance history that is questionable and therefore not
isworthy of streets named after them.
Leave the streets as they are instead of creating division and distrust.

Dear Madame Mayor and Commissioners,
I would like to voice my concerns about renaming the two proposed streets in
Tamarac.
First, this places an unfair burden on those businesses and homes that are on these
streets, especially Southgate.
They would have to change information on their websites and notify all vendors and
buyers that they work with, not to mention the update in stationary and return labels.
Maps would have to be redrawn at the expense of taxpayers.
Legal documents would have to be updated to reflect the change.
Residents would have to notify all their doctors, insurances, bank accounts, credit
cards and other accounts they may have.
Vehicles registration and drivers licenses would have to be changed.
Everyone would be deeply affected as it isn't just a simple thing to change addresses.
Second, I feel that the two persons chosen are not deserving of having a street
named after them as they both have a checkered pasts.
Please, do not approve this costly proposal. It is a wrong move for the city to make.

Dear Mayor and City of Tamarac Commissioners,
As a longtime resident of Tamarac, I am very much against the renaming of any street in our city.
I am particularly concerned with the proposed renaming of Southgate Blvd. Southgate is a nice
neutral name. There is no association with anything political or racial in the name Southgate.
would think that with the turmoil this country is currently facing both on the racial and political
fronts, you would find yourself hard-pressed to even consider such name changes.
Let me also mention that Mr. Hastings political background is rather "tainted" to put it nicely.
Below is a clip of an article from WLRN dated December 18, 2019.
"Back in 1988, when Hastings was a Miami -based federal judge, he
was impeached by the House. He was accused of accepting a $150,000 bribe
isin return for going easy on two mob -connected defendants who had a case in
his courtroom in the early 1980s.
In a nearly -unanimous vote of 413-3, the House adopted a resolution
approving 17 articles of impeachment against Hastings, including bribery,
perjury and falsifying documents. It was the most articles of impeachment the
House has ever filed, according to federal officials.
Two months later, the Senate convicted Hastings for conspiring to
solicit cash in return for a light sentence and for making false statements.
His actions, Senate lawmakers said, "undermined the integrity and
impartiality of the judiciary" and "betrayed the trust of the people of the
United States."
His Senate conviction put an end to his career as a federal judge,
which is usually a lifetime appointment."
If we change Southgate to honor Mr. Hastings, what's next? Do we change Commercial Blvd. to
Josephus Eggletion Avenue?'

Dear Commissioners,
Good evening. My name is Rick Hoye, a 15 year resident of Broward, and an 11 year veteran
of Millennium Collegiate Academy 6-12(formerly Millennium Middle School) in the City of
Tamarac. I am reaching out to asking that you vote in favor of the street namings of
Congressman Alcee Hastings and Former Commissioner Diane Glasser.
Congressman Hastings is a pillar of the community, and has been a fierce advocate for
Floridians his entire professional career. He has served Tamarac very well during his tenure.
Diane Glasser was a longtime public servant, as well. Tamarac was near and dear to her and
her love for its residents was unmatched.
Both persons are well deserving of recognition and this honor would be a great testament to
their respective legacies. Thank you for your consideration.

Both "candidates" are totally out of bounds.
Hastings is not dead... still active in office... too early to consider changing a street name for
him.
Glasser... too much "baggage" there... that $15K... her roomie's problems .... not a good choice
to put a street in her name.
We're so used to calling a street by its current desiggnation... Southgate. why do name
changes? Ridiculous!
