CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2021 -
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, ESTABLISHING
A POLICY TO RECOGNIZE AND INCLUDE ELIGIBLE
EMPLOYEES WITH REGISTERED DOMESTIC
PARTNERSHIPS IN THE 2022 INSURANCE PLAN
AND PROVIDING THE CITY MANAGER WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THE POLICY; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, it is in the best interest of the City to be responsible to the changing
needs of society and to treat all persons fairly and equitably; and
WHEREAS, the City recognizes that long-term committed relationships foster
economic stability and emotional and psychological bonds; and
WHEREAS, the recognition of Domestic Partnerships is attractive to
companies that value diversity and inclusion, can assist the City in its economic
development by attracting companies to locate and make capital investments in the
City, and will further promote the City's reputation as a growing, vibrant, and diverse
community; and
WHEREAS, the rules developed to implement the provisions of this resolution
shall be construed to accomplish the policies and purposes of this resolution. Nothing
in this resolution shall be construed as recognizing or treating a registered domestic
partnership as a marriage; and
WHEREAS, the City Commission of the City of Tamarac, deems it to be in the
• best interests of the citizens and residents of the City of Tamarac to offer benefits to
employees with registered Domestic Partners; and,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits attached hereto are incorporated herein and made a specific
part of this Resolution.
SECTION 2: The City shall offer health and benefits coverage (as and when
obtained through the City's group insurance provider for 2022) and other employment
fringe benefits to employees with registered domestic partners. As used in this
Resolution, "employees" refers to active employees of the City that are eligible for
benefits pursuant to state or local law, personnel rules and regulations, or collective
bargaining agreements.
SECTION 3: If and when the City procures health insurance benefits coverage
which provides domestic partner coverage, the City shall provide health insurance and
benefits coverage to an employee's registered domestic partner and to eligible
dependent(s) of an employee's registered domestic partner; and,
SECTION 4: Eligible employees, their registered domestic partners and
dependents shall be eligible to receive health and benefits coverage contingent upon
the employee providing the required declaration of registered domestic partnership
which substantiates the documented existence of a registered domestic partnership
and/or dependent relationship; and,
SECTION 5: Registered domestic partners and eligible employees may enroll
in health and insurance benefits during the open enrollment period effective November •
2021 for benefit coverage to take effect in calendar year 2022.

SECTION 6: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 7: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.
SECTION 8: This Resolution shall become effective immediately upon
adoption.
