Special City Commission Meeting - Minutes
Monday, Nov. 16, 2020
Call to Order: Mayor Michelle J. Gomez called the Monday, Nov. 16, 2020, special City
Commission Meeting, held in Commission Chamber to order at 10:04 a.m.
Roll Call: Commissioner Mike Gelin, Commissioner Debra Placko, Vice Mayor Bolton and
Mayor Gomez were in attendance physically.
Pledge of Allegiance: Mayor Gomez led the Pledge of Allegiance.
Members of the Tamarac Fire Department Honor Guard presented colors.
Ms. Lori Conty sang the national anthem.
Mayor Gomez welcomed the following distinguished guests: Commissioner Samson Borgelin
and wife Dorothy from the City of North Lauderdale, Broward County Commissioner — Michael
Udine, Broward County Commissioner — Mark Bogen, Broward County Mayor — Dale Holness,
Sarah Pariseau on behalf of Rep. Dan Daley, Daniel Mulieri on behalf of Congressman Alcee
and Darius Redding on behalf of Senator Marco Rubio. Gomez also welcomed Commissioner
Villalobos's wife Jacqueline Villalobos, daughters - Isabella & Leila, his mom and dad, as well
as Vice Mayor Bolton's wife Carla and son Matthew.
TR13612 — Declaring the Results of the November 3, 2020, General Election
A Resolution of the City Commission of the City of Tamarac, Florida, declaring the
results of the November 3, 2020, General Election for City Commission District 1 and
City Commission District 3; providing for conflicts; providing for severability; and
providing for an effective date.
City Attorney Goren read the title for the record.
Commissioner Placko motioned to approve, and Commissioner Gelin seconded.
Clerk Johnson confirmed there were no comments submitted by the public.
No discussion by the Commission.
Clerk Johnson conducted a roll call vote, and the motion to approve passed unanimously 4-0.
2. Oath of Office
Broward County Commissioner Mark Bogen administered the oath of office to Commissioner
Marlon D. Bolton and the City Clerk presented the Certificate of Election.
3. Oath of Office
David Mohabir administered the oath of office to Commissioner Elect Elvin Villalobos and the
City Clerk presented the Certificate of Election.
Vice Mayor Bolton provided remarks related to having the toughest two years of life, negative
campaign attacks, the District 1 seat belongs to the people, going door-to-door and speaking
with the people of his district, having the support of his wife, son, and church family. Bolton
spoke about the assistance he received from Mayor Holness and Commissioner Gelin, meeting
Elvin Villalobos, and Commissioner Placko being his only friend once he was elected. Bolton
also thanked Mr. Cernech for not letting him quit, and Sam Goren for great legal advice and not
letting him fall by the wayside. He congratulated Commissioner Villalobos and stated he
believes he will make a great impact on the City. Finally, Bolton thanked everyone who
contributed to his journey, and now the work begins.
Commissioner Villalobos recited Proverbs 3, and encouraged everyone who serves our
residents, the Mayor and Commissioners, City Manager, City Attorney, groundkeepers, and
staff to continue serving the City with excellence. Villalobos went on to thank everyone who
voted for him, and promised to represent the residents who voted for another candidate, to the
best of his abilities. He thanked his family for being there for him every step of the way, as well
as others who supported him as volunteers and financially. Villalobos thanked Julie Fishman for
her years of service and wished her the best in all she does. He stated would pray for our city,
county, state and nation during these hard times, and he thanked everyone for accepting him.
Commissioner Placko congratulated Vice Mayor Bolton, and commended him for tirelessly, and
not taking it for granted. Your constituents saw what you have done for them for the past four
years, you fought hard for four years and they recognize that and they acknowledged it. Placko
went on to congratulate Commissioner Villalobos stating she has known him over three years,
and the past two years, has watched him grow and prosper. She commended Villalobos on an
excellent job and I look forward to your continued growth here with us. I look forward to working
with you and welcome to the family.
Commissioner Gelin first congratulated and give his best wishes to Commissioner Fishman for
her time in office and for her time prior to being in office when she was an active volunteer in the
City of Tamarac. Gelin congratulated both Commissioner Villalobos and Vice Mayor Bolton.
Gelin went on to speak about his first meeting with Bolton, meeting with him and encouraging
him to run for Commissioner. Gelin commended both Bolton and Villalobos for their hard work,
knocking on doors, working at Early Voting every day and not giving up. Gelin stated he looks
forward to working with both of them.
4. Public Participation
Mayor Gomez then opened the floor for public comments. Commissioner Udine, Commissioner
Bogen and Mayor Holness expressed their congratulations and stated what it means to be
elected to office. Tamarac is in good hands with who they have on their dais.
Residents in the audience all commended Vice Mayor Bolton and Commissioner Villalobos on
their wins. Each resident mentioned the work Bolton and Villalobos have done in the community
and looking forward to all the future has to offer. Many residents also complemented the other
members of the Commission, as well as staff for their hard work.
Mayor Gomez thanked everyone for who was in the audience and watching online. Gomez
thanked staff for the hard work organizing the meeting. Gomez went on to mention long-term
goals of the City being derailed because of COVID, but the City is resilient and continues to
push through accordingly. She commended both Commissioner Villalobos and Vice Mayor
Bolton on their elections. Gomez stated the Commission possesses unique qualities and
characteristics, but together we are stronger and we are dedicated to serving the needs of this
fantastic City.
There being no further business to discuss, Mayor Gomez adjourned the meeting at 10:52 a.m.
