6. PUBLIC PARTICIPATION
Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item.
Any member of the public, wishing to comment publicly on the record, on any matter, may register online at
https://www.Tamarac.org/meetings. Individuals who register will be contacted by telephone at the appropriate time
during the meeting to offer their public comments. Members of the public wishing to provide comments to the
members of the City Commission on any matter, including items on the agenda, may submit their comments by
email to CityClerk@Tamarac.org. All comments submitted by email shall be made part of the public record.
Please be advised, the City will not read publicly any emails. If you wish to speak on the record, please
register as indicated above.
When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial
hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE
The Chair at this time will announce those items that have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The Commission may
agendize by majority consent matters of an urgent nature which have come to the Commission's attention after
publication.
7. CONSENT AGENDA
Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by
ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-
15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately.
a. TR13544 - Sister Cities Committee Appointments
A Resolution of the City Commission of the City of Tamarac, Florida, appointing five (5) members to
the Sister Cities Committee to serve a term concurrent with their appointing Commission member, or
until such time as new appointments are made; providing for conflicts; providing for severability; and
providing for an effective date.

b. TR13568 - Purchase of a Replacement Trash Pumps
A Resolution of the City Commission of the City of Tamarac, Florida, approving and authorizing the
purchase of two (2) trash pumps for Stormwater and Wastewater Services, utilizing competitive
procurement methods and current agreements available for cooperative purchases at the time of
purchase including Agreements awarded by the Florida Sheriff's Association Contract FSA20-
EQU18.0 Specification #276, and Thompson Pump Sourcewell Contract Number 012418-TPM, in
an amount not to exceed $114,735.00; authorizing an expenditure in the amount not to exceed
$114,735.00 from the appropriate accounts; providing for conflicts; providing for severability; and
providing for an effective date.

C. TR13569 - Authorizing a 4-week Hiatus
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing a four -week
consecutive period (July 16, 2021 —August 13, 2021) in which time the City Commission will not
schedule any regular meetings pursuant to Section 4.06(a) of the City Charter; providing for
conflicts; providing for severability; and providing for an effective date.
d. TR13575 - Surplus MREs Donation
A Resolution of the City Commission of the City of Tamarac, Florida, to approve a donation of
surplus of MREs (meal -ready -to -eat) to the National Firefighters Association of Peru at a value of
$5,587.20; authorizing the appropriate City Officials to approve the MREs donation; providing for
conflicts; providing for severability; and providing for an effective date.
e. TR13576 - Setting the Second Regular City Commission Meeting Time
A Resolution of the City Commission of the City of Tamarac, Florida, establishing 7:00 P.M. as the
time to being the City Commissions second regular meeting of the month; providing for conflicts;
providing for severability; and providing for an effective date.

A Resolution of the City Commission of the City of Tamarac, Florida, establishing a policy for the
naming or renaming of streets, parks, and city -owned facilities; providing the City Manager with the
authority to do all things necessary to effectuate the policy; providing for the repeal of conflicting
resolutions; providing for severability; and providing for an effective date.

a. T02460 - Ordinance amending the City of Tamarac Code of Ordinances to allow Food Trucks
in the City of Tamarac in certain zoning districts
An ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 10 of the
City of Tamarac Code of Ordinances, entitled "Land Development Code" by amending Article 3,
entitled "Use Regulations", amending Section 10-3.5, entitled Temporary Uses and Structures", by
specifically amending subsection 10-3.5(G)(3) entitled "Food Truck" of the City of Tamarac Code of
Ordinances, to provide definitions, terms and regulations for food trucks operating within the City of
Tamarac; providing for conflicts; providing for severability; providing for codification; and providing
for an effective date

b. T02462 - Amendment to the Code of Ordinances to turn off sprinklers during school zone
times
An ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 22, Article
VI I I of the Code of Ordinances of the City of Tamarac, entitled "Water Conservation Regulations",
specifically amending Section 22-303 entitled "Year -Round Permanent Landscape Irrigation
Measures" to extend the schedule in which no water use restrictions are in effect to 7:00 am to
ensure the safety of our residents and children that use the sidewalks during school hours; providing
for severability; providing for codification; providing an effective date

a. T02455 - Creation of the Ruth Bader Ginsburg Commission
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 2,
"Administration," Article 111, "Boards, Committees, Commissions," of the City of Tamarac Code of
Ordinances, by creating Division 5." United States Supreme Court Justice Ruth Bader Ginsburg
Commission on the Status of Women; providing for appointment of members; providing for term of
office; providing for duties and powers; providing for conflicts; providing for severability; providing
for codification; and providing for an effective date.
b. T02457 -Amending Section 2-58(a) "Application Process"
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Article I I I of the
Code of Ordinances entitled "Boards, Committees, Commissions" by specifically amending Sec. 2-
58(a) "Application Process" by providing for discretion and flexibility when advertising for board and
committee vacancies; providing for conflicts; providing for severability; and providing for an effective
date.

C. T02461 -Amending Chapter 2 "Comprehensive Procedures" Voting Order
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 2 of the
City's Code of Ordinances, entitled "Administration", amending Article 11, entitled "City
Commission", by specifically amending Section 2-34 entitled "Comprehensive Procedures for City
Commission Meetings" to provide in subsection (K) "Voting Procedures" that the order of voting at
Commission Meetings shall rotate in a random manner for all members; providing for codification;
providing for conflicts: providing for severability; providing for and effective date.

a. CARES Act, Community Development Block Grant — Coronavirus (CDBG-CV)
Citizen input for the CARES Act, Community Development Block Grant — Coronavirus (CDBG-CV)
federal funding program competitive solicitation issued by the Florida Department of Economic
Opportunity (DEO) with funding provided by the U.S. Department of Housing and Urban
Development (HUD) Community Development Block (CDBG) to address prevent, prepare for, and
respond to the COVI D-19 pandemic. The project will provide for the construction/reconstruction of
sidewalks to allow for social distancing and ADA accessibility to mass transit for Tamarac residents
in LMI (low to moderate income) locations within the City. The City of Tamarac is requesting
$181,156.

b, Mayor and City Commissioner Direction to the City Manager or the Interim City Attorney
The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
Pursuant to Chapter 286.0105, Florida Statutes, if a person decides to appeal any decision made by the City
Commission with respect to any matter considered at such meeting or hearing, he may need to ensure that a
verbatim record of the proceedings is made which record includes the testimony and evidence upon which the
appeal is based.
