Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item. I f discussion is desired, then, in acc ordance with Resolution 2003- 15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a.Approval of the Jan. 11, 2021 - Virtual W orkshop Meeting Minutes b.T R13543 - Revocable License Agreements for City Entrance Signs A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to execute Revocable License Agreements as attached as Exhibit "1" and Exhibit "2" with Broward County, Florida, pending approval and execution by Broward County for the entry signs that will be located in a Broward County rights-of-way on Rock I sland Road, approximately 610 feet north of the centerline of NW 44th Street and on W est Prospect Road, approximately 230 feet west of NW 17th Avenue within the jurisdictional boundaries of the City of Tamarac; authorizing the appropriate City Officials to execute the Revocable License Agreements and to take all actions necessary to implement said agreements; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s):District 1 c.T R13548 - Resolution of Support for Broward Surtax Projects A Resolution of the City Commission of the City of Tamarac, Florida providing a Resolution of Support for Cycle 1 of the Broward County 30-year one-percent-for-transportation projects, including the City of Tamarac Cycle 1 projects recommended by the Broward County Surtax Oversight Board and approved by the Broward County Commission at the J une 19, 2020 Special County Commission meeting for Cycle 1 (F Y2020) municipal surtax capital projects, providing for conflicts; providing for severability; and providing for an effective date. Commission District(s):Citywide d.T R13550 - "H O ME" Program – Approval of Interlocal Agreement - FY 20/21 A resolution of the City Commission of the City of Tamarac, Florida, accepting the 2020-2021 Fiscal Year HOME I nvestment Partnership ("HOME") funds in the amount of $118,750 for a term retroactively commencing October 1, 2020 with an end date of September 30, 2022; authorizing the appropriate City Officials to execute an I nterlocal Agreement between Broward County and the City of Tamarac for the designation of subrecipient and providing for disbursement of HOME program funds for the Owner-Occupied Minor Home Repair program, fiscal year 2020-2021, attached hereto as Exhibit "A", and incorporated herein; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s):Citywide e.T R 13556 Panasonic Toughbook Laptop Lease A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to execute a new schedule to our existing master state & local government lease agreement with Lenovo Financial Services to lease twelve (12) Panasonic Toughbook Laptops for three (3) years at an annual cost of $10,374.34 for a total cost of $31,123.02 at the end of three years Commission District(s):Citywide f.T R13557 - Resolution of Endorsement of City of Sunrise C S L IP N W 94th Ave Bike Lane Project A Resolution of City the Commission of the C ity of Tamarac, Florida, in support of the C ity of Sunrise’s C omplete Streets Tamarac Collaborative Project - NW 94th Avenue to add bike lanes, sidewalks, curbs and gutters along NW 94th Avenue within the C ity of Sunrise’s right of way and the City of Tamarac right of way, between Commercial Boulevard and NW 57th S treet; providing for conflicts; providing for severability; and providing for an effective date. Book Amendment #18 to Agreement A Resolution of the City Commission of the City of Tamarac, Florida; approving Amendment #18 to the Agreement between the City of Tamarac and Ronald L. Book, P.A., for lobbying services, extending the Agreement for one year through J anuary 25, 2022, at a cost not to exceed Fifty-Nine Thousand Four Hundred Dollars ($59,400) per year, authorizing the appropriate City Officials to execute the Amendment to the Agreement for lobbying services; providing for conflicts; providing for severability; and providing for an effective date. 8.RE G UL AR AG E ND A a.T R13553 - Tamarac 2021 Federal Legislative Update & Agenda A Resolution of the City Commission of the City of Tamarac, Florida, approving the City of Tamarac 2021 Federal Legislative Agenda; directing the City Clerk to transmit a copy of the City of Tamarac 2021 Federal Legislative Agenda to the National League of Cities, the U.S. Senators from Florida, Florida Congressional Delegation and the Broward County Board of County Commissioners; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s):Citywide b.T R13549 – Ferguson Group LL C Amendment #12 to Agreement A Resolution of the City Commission of the City of Tamarac, Florida; approving Amendment #12 to the Agreement between the City of Tamarac and the Ferguson Group, L L C, for Federal lobbying services, extending the term of the Agreement for a one year period effective February 13, 2021 at a cost not to exceed eighty-five thousand five hundred ($85,500.00) dollars per year; authorizing the appropriate City Officials to execute Amendment #12 to the Agreement; providing for conflicts; providing for severability; and providing for an effective date. c.T R13551 - Broward County Bus Transit Maintenance Agreement A resolution of the City Commission of the City of Tamarac, Florida approving a first amendment to agreement between Broward County and the City of Tamarac, attached hereto as Exhibit “1” to provide for bus stop improvements at an additional seventy nine (79) locations throughout the city; authorizing the appropriate City Officials to execute the first amendment to agreement attached hereto as Exhibit “1” and incorporated herein; providing for conflicts; providing for severability; and providing for an effective date. Commission District(s):Citywide d.T R13544 - Sister Cities Committee Appointments A Resolution of the City Commission of the City of Tamarac, Florida, appointing seven (7) members to the Sister Cities Committee; six (6) to serve a term concurrent with their appointing Commission member, or until such time as new appointments are made, and one (1) member to be selected by a majority of the Commission, to serve a term expiring Nov. 8, 2022, or until such time a new appointment is made. Providing for conflicts; providing for severability; and providing for an effective date. 9.O RD INANC E (S ) - F IRS T RE AD ING a.TO2449 - Amending Section 15-43 "Membership" for the Parks Board An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 15 of the Tamarac Code, entitled “Parks and Recreation”, Article I I , “Administration”, Division 2, Parks and Recreation Board”, Section 15-43, to have appointed members of the board serve terms concurrent with their appointing Commissioner and the Chairman shall be selected by the majority of the members of the board to serve a term of two years; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. 10.P UB L I C HE ARI NG(S ) 11.O RD INANC E (S ) - S E C O ND RE AD I NG a.TO2445 - Creation and Codification of Diversity, Equity and Inclusion Advisory Board An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 2, “Administration,” Article I I I , “Boards, Committees, Commissions,” of the City of Tamarac Code of Ordinances, by creating Division 4, “Diversity, Equity and I nclusion Advisory Board”; providing for conflicts; providing for severability; providing for codification; and providing for an effective date.
