Regular City Commission Meeting - Minutes
Wednesday, Nov. 10, 2020
Call to Order: Mayor Michelle J. Gomez called the Tuesday, Nov. 10, 2020, regular City
Commission Meeting, held in Commission Chamber to order at 7:04 p.m.
Roll Call: Commissioner Julie Fishman, Commissioner Debra Placko, and Mayor Gomez were
in attendance physically. Commissioner Gelin joined electronically via Microsoft Teams at 7:13
p.m. Vice Mayor Bolton was absent.
Pledge of Allegiance: Commissioner Placko led the Pledge of Allegiance.
1. PROCEDURES FOR VIRTUAL MEETINGS
City Attorney Goren reviewed the rules for in -person meeting procedures, while also
continuing to allow for public access through the use of communications media
technology (CMT) amid the global pandemic. Goren outlined the nuances related to a
voice vote for in -person meetings, versus the mandatory roll call vote during virtual
meetings. Goren mentioned other cities have drafted legislation allowing them to
continue hosting virtual meetings, however, there are challenges and he offered to
further discuss following the meeting.
2. PROCLAMATIONS AND PRESENTATIONS
Mayor Gomez read the following proclamation for the record.

Requested by Mayor Gomez.
Mayor Gomez commended the 2020 31d Quarter Neighborhood Beautification Awards
recipients. A presentation was provided by the Community Development Department.
Juan Carlos Orrego & Dilenia M. Jerez De Orrego, and Joseph Tipayawans were
present to accept their awards.

3. CITY COMMISSION REPORTS
a. Commissioner Gelin
Commissioner Gelin stated he wanted to congratulate all the winners on Election Day,
particularly Vice Mayor Bolton. Even though it is not official yet, hopefully it remains as
is, with Judge elect George Odom, who is a Tamarac resident and who Commissioner
Fishman appointed to serve as a backup on one of the committees. Regarding
Commissioner Fishman, just wanted to give some parting words. So I first met
Commissioner Fishman back in 2010, when I tried to get appointed to the City
Commission back then. I saw her work very hard on the campaign supporting other
elected officials. I want to say in 2014 and in 2016, she ran her election and I got to
know her quite well over these last two years as we took various trips to D.C.
Tallahassee and Commissioner Fishman has always been very engaged in the various
classes that we've taken together in Tallahassee meeting with elected officials. She
definitely took her job seriously and she's shown her passion and her love for the City of
Tamarac throughout her term. The election was close, and while I do welcome Elvin
Villalobos, I want to send my regards to Commissioner Fishman and congratulate her on
a job well done for the four years that she served and I know that she'll continue to serve
the community outside of the official elected capacity.
Gelin expressed his condolences to the Entin family, who had two brothers pass way
within days of each other. Richard Entin, was a member of the Kiwanis Club. His
brother Alvin Entin, a Woodlands Resident representing District 2, who actually started
out as an enemy of mine and then became a friend and a supporter. So I can't
remember if it was when I ran for Mayor in 2016 or when I tried to get appointed to the
District Commission seat. He sent a post card to almost every voter in Tamarac, saying
that I should not be on the Commission. I think it was the Mayor's race, how I wasn't
involved in the City, even though I was. Anyway, I think it was effective in not getting me
appointed. I did knock on his door when I ran this past 2018 and we had a great
conversation and he told me he was not a proud republican because of Donald Trump
representing the party, but he was a supporter of mine and he also supported me and
gave me words of encouragement after my fifteen minutes fame and my media storm for
that short period. So I want to send my condolences to that family.
b. Commissioner Fishman
Commissioner Fishman stated this would be my last report as the City Commissioner for
District 3 and I promise to keep it brief. I would like to take a few moments say thank you
to the people who have made the last four years so special.
First let me say that I am proud of the work I have done as your Commissioner and issues
have championed. I am also proud of the campaign I ran, even though the results are
not what I had hoped for. It was and will continue to be important to me to live my life with
honesty and integrity, even when both are called into question. My campaign was about
what I had been able to get done in my time in office. I know that the things I have been
able to accomplish with the help of the others here on this dais and the fabulous staff of
our City will make a difference for the residents of Tamarac.
It is my hope that the issues I have championed while in office continue to be issues that
this Commission works on. I promise you I will be working as a private resident to see that
they do not get lost.
To my family who put up with me missing important birthdays/holidays because of
ceremonies, meetings and issues in the City, thank you for allowing me the time to devote
to representing the people of Tamarac. To my son Wesley and his girlfriend Haylee, who
took care of our dog Gracie Lou for the last few weeks so I could be at Early Voting and
Election Day with a clear conscious, thank you. To my mom Carol and my stepfather
Ruben, sorry to miss our traditional Memorial Day/ Mom's birthday long weekends for the
last 4 years. Here is to hoping we can get together this coming Memorial Day weekend to
celebrate mom's birthday!
To my fellow members of the Commission, we have had our disagreements as any group
will but I hope that with the elections behind us there will be a concerted effort to work
together and build our community up, not tear it apart.
To our City Manager and our City Attorney, thank you for the unconditional support and
guidance you have given me. Knowing that if I had a question or concern, I could call on
you at any time, night or day, gave me the confidence to make some of the decisions I
needed to make. I count you as friends and know we will continue to work together.
To the wonderful people working for our City, you made my job easy! The City of Tamarac
has the best employees bar none. Each of you comes to work with a can -do attitude and
the pride you take in what you do shows! Thank you for everything you do! I will always
remember the Bravo award lunches and the holiday lunches as a highlight of my time as
a Commissioner.
To the residents of District 3 and the City as a whole, it has been an honor and a privilege
to serve you and to represent you at the county, state, and federal level. I have made
lasting friendship with many of you and I will continue to cherish those friendships. I will
still be a voice in the community as I have always considered myself an activist and a
public servant. I was active in our City before ever running for office and I will continue to
be active as the work to make our City better than it is, is not complete.
I would be remiss if I did not say thank you to my campaign team. For all of you who made
calls, walked neighborhoods, came out for Early Voting and Election Day, and talked to
your friends about my race, THANK YOU! You are part of what makes Tamarac such a
great place to live. Do not lose your drive to keep your neighbors informed and educated
on what is happening in our City.
To the incoming Commissioner, Elvin Villalobos, I wish you well and hope that you
remember, you now answer to the people who voted for you and those who voted against
you. The work of the campaign is behind you and now the real work begins! As I said to
you before, I am here if you have need of me.
I have never been about the title of "Commissioner." I have always been about getting the
work of the community done. I started as a community activist and will continue to be an
activist for the good of our City. While this is goodbye to serving on the Commission, there
is still work to be done in our community and our county.
I will be there.
I will still lend my voice and my muscle to the causes that matter
Thank you.
c. Commissioner Placko
Thank you very much. First, I would like to say to Commissioner Fishman, Jules, it has
been an absolute pleasure to serve with you and I wish you the very best of luck with
your new endeavors. I know we will see you around, especially in the neighborhood,
because you live right around the corner from me. So good luck to you. You will be
missed.
I just wanted to say that the past week has been absolutely crazy, this has been the
craziest storm we have ever had. The water levels were incredible and to our staff and
the Public Works [employees] who were out there in the pouring rain and the horrific
winds you did a really, really excellent job. Thank you all ever so much for protecting the
residents of our City. The canals were coming up every bit by every hour but you all took
care of that. You were out there with pumps and we appreciate everything you've done.
The residents certainly let me now about that, so thank you all so very much. Thank you
Michael [Cernech]. You were out there and you kept us updated and which allowed us to
keep our residents informed. So thank you all very much and hopefully we are done with
that for now.
d. Mayor Gomez
Mayor Gomez expressed her congratulations to vice mayor Bolton for his re-election and
congratulations to Commissioner elect Elvin Villalobos. More will be said on Monday
when we celebrate the swearing in. Today is about Commissioner Fishman. I am very
proud to have served with you these past four years. I have had the pleasure of knowing
you before coming here, through your hard work, advocacy and dedication, especially
through the Relay for Life that was run through our City. You are a strong woman. It is
great to know that you will be out there continuing to advocate for people who need your
strength. So please keep up the good work and we know we will see you here.
Gomez continued thanking the Public Services Department, every employee in the City
of Tamarac, BSO and Fire Rescue. You do make us look really good. You are amazing
and you have made our residents feel better as it has been very difficult for them. We've
had a lot of rain. It's been very distressing with storms, elections, all this kind of stuff.
World is still in its unprecedented turmoil that is. Those two words that I think we'll seal in
the 2020 capsule; pivot and unprecedented and hopefully never have to use them again.
Thank you for your service and thank you for what you've done to help our residents feel
better during this time and taking care of the issues that we've had, especially with a lot
of rain.
Gomez stated, as Commissioner Gelin said, the Entin brothers did die a week apart from
one another. Both were residents of the Woodlands. Both gave a lot of time, energy and
dedication to our City of Tamarac. They are very missed already. So thank you for
sharing Commissioner Gelin.
There's been a lot going on despite all the early voting and the elections and the
hurricanes or the non -hurricanes, but I did have the pleasure of being on a meeting
today with Representative Anika Omphroy, Mayor Anna Ziade, Mayor Stoner and Mayor
Hazell Rogers, Dr. Robertson and Dr. Tachi and a couple of other people from the
Florida Department of Health. COVID is still here, but everybody needs to know you're
doing a really good job. That doesn't mean let your guard down. It means to continue to
do a very good job. Wear your masks, wash your hands. Excuse me, facial coverings,
wear your facial coverings as it does not need to be a mask. Make sure you are socially
distant. We are coming upon holiday time, we're coming upon a time when everybody
wants to get together. This year might be the year that you have a special celebration.
You're doing it six feet apart. You're doing it on Zoom. Do what you have to do this year
to be safe and healthy, so next year you can celebrate in person. And please reach out
to people who do not have family here. Call them, talk to them. Everybody needs to be
social right now in a safe way because we cannot let depression set in. That would be
the worst thing for everybody. We need to be grateful for where we are, what we have
and knowing that we're getting through this together. So, Commissioner Fishman, thank
you again for your service.
4. CITY ATTORNEY REPORT
a. Conflict of Interest Waivers for the Residential Assistance Program for City
Employees: Todrick Cooper, Germania Roman; Monique Alexander and Anjanette
Rodriguez
Commissioner Fishman motioned to approve the employee conflict of interest waivers
for the City's Residential Assistance Program. Commissioner Placko seconded.
Clerk Johnson conducted a roll call vote, and the motion carried unanimously 4-0.
During the course of the meeting [8:20 p.m.], City Attorney Goren mentioned one
employee's name had been accidentally omitted during the Conflict of Interest
discussion item. Goren stated there is no Conflict of Interest related to the application
from AJ Rodriguez, and the Commission agreed to have AJ Rodriguez added to motion
for approval for the record.
City Attorney Goren mentioned absent a Governor's Order that would specifically
authorize the exemption for virtual quorums, the Commission would have to meet in
person. City staff and the City Manager will make every effort to make sure the public is
provided unfettered access both in person and as technologically available.
Goren wished Commissioner Fishman the very best of good health and success in all of
her endeavors. He thanked her for the privilege and honor of working with her the last
four years.
5. CITY MANAGER REPORT
City Manager, Michael C. Cernech, stated we have an important update this evening for
our Tamarac small businesses and non -profits. The County is NOW accepting
applications THIS WEEK ONLY, thru Nov 161h, for a $35 million GRANT program to help
small businesses and nonprofits who've suffered losses this year from COVID
impacts. We strongly encourage our Tamarac small businesses to apply for this
program this week at the County website Broward.org/CARES.
The Community Development Department Housing Division wants you to know that
assistance and funds are still available for residents who continue to experience
hardship due to COVID-19. The programs are:
1. The Emergency Repair Grant program offers emergency repair assistance to
homeowners experiencing financial hardship due to COVID-19. Funds can be used for
emergency repairs to the roof or any other component that an inspector deems
necessary. Projects are reviewed and awarded on a case -by -case basis. This program
is funded by the CRF funds from Florida Housing Finance Corporation.
2. The second program is the Connectivity and Technology for Employment
Support program, through a partnership with T-Mobile. This program offers a mobile
device and two years of connectivity technology to residents impacted by COVID-
19. This will help support employment searches and provides stable job communication.
This program will be funded with Treasury funds through Broward County.
In addition to these new programs, a 4th round of the Residential Assistance Program is
now underway for qualified Tamarac residents struggling to pay rent, re -housing,
mortgage, HOA past due fees or utility bills due to COVID-19. This program is funded
Applications are being accepted now and will remain open until December 10, 2020.
The Center for Digital Government (CDG) announced the winners of the 2020 Digital
Cities Survey and the City of Tamarac is once again — for the 7th year in a row - listed in
the top 10 cities in the 75,000 and under population category. The annual survey
recognizes cities using technology to tackle social challenges, enhance services,
strengthen cybersecurity, and more.
Phil Bertolini, co -director of the Center for Digital Government said "Innovative cities are
utilizing technology and analyzing data to better serve their citizens, respond quickly to
citizen needs around COVID-19, and support digital experience initiatives. The Center
for Digital Government congratulates this year's winners for their hard work and efforts to
use technology to enhance citizen interactions with government."
The City of Tamarac will host the next household hazardous waste/electronics drop-off
event on Saturday, December 5th from 9M a.m. to 2:00 p.m. at the Public Services
compound (6011 Nob Hill Road) in cooperation with the other partner cities of Coconut
Creek, Coral Springs, Fort Lauderdale, Lauderdale -by -the -Sea, Lauderdale Lakes, North
Lauderdale, Parkland, and Pompano Beach.
VETERANS DAY:
Please join us tomorrow, November 11th for our first ever evening Veterans Day event!
We welcome everyone to come out to Veterans Park tomorrow, from 5:30 pm — 6:30 pm
to participate in a candle lighting honoring our Veterans and view the illuminated
Veterans Honor Wall.
The City will provide candles while supplies last.
Participants must wear a facial covering and remain socially distanced.
TURKEY TROT:
Everyone's favorite 5K, the 40th Annual Tamarac Turkey Trot, will go virtual this year.
While we can't run together on Thanksgiving, this virtual race allows you to run when you
want, where you want' Registration fee is either $15 or $25 depending on shirt selection
and shipping option. E-mails will be sent to participants when shirts and medals are
ready. Tracking for this virtual race will be done through the free RaceJoy mobile app,
available for Apple and Androids devices. For more information visit the City's website or

November 25th at 11:30 pm.
DRIVE IN MOVIE IN THE PARK
Tamarac Parks and Recreation cordially invites everyone to join us for the next drive-in
movie in the Park. Come out to the Sports Complex, 9901 NW 77th St., Friday,
November 13th, to watch "Haunted Mansion". A free bag of snacks will be provided for
each car. Attendees must stay in their vehicle.

FEEDING SOUTH FLORIDA DRIVE-THRU FOOD DISTRIBUTION
The Feeding South Florida drive-thru food distribution events are continuing. We
currently have the following drive-thru events scheduled for the months of November
and December-
- Christian Life Center, Wednesday, November 18th
- Community Christian Church, Monday, November 23rd
- Christian Life Center, Wednesday, December 9th and 161h; and
- Community Christian Church, Monday, December 21 st
All of the food distribution events take place from 9 to 11 a.m.
City Manager Cernech stated the flowers for Commissioner Fishman were from us is a
small token of our appreciation for everything that you've done for the City, for your
residents and for all of us the last four years. We appreciate you very much. Cernech
continued to commend Commissioner Fishman on breaking barriers, and paving the way
for others to do the same now. He wished her congratulations and best of luck.
6. PUBLIC PARTICIPATION
a. Ron Wasserman, of 8577 Jade Drive, Tamarac, wished good luck to Commissioner
Fishman. Wasserman stated the importance of getting colon cancer tested and that it
is a preventable disease and changing the guidance to get tested at 40 rather than
50. He urged the Commission to listen to their citizens, and he was happy they are
doing well.

b. TR13522 — Stormwater Slip Lining Project
A Resolution of the City Commission of the City of Tamarac, Florida, approving an
agreement with Shenandoah General Construction Company for the repair and slip
lining of stormwater pipe and outfall located in Canal Zone 6, utilizing Broward
College Contract No. RFP-2018-167-EH; authorizing an expenditure of funds for an
amount not more than $120,950.00, a contingency of $12,095.00 will be added to
the project for a total project budget of $133,045.00, authorizing an appropriation in
the amount not to exceed $133,045.00 to be included in a future Budget Amendment
pursuant to F.S. 166.241(2); providing for conflicts; providing for severability; and
providing for an effective date.

c. TR13525 — Lift Station Mobile Generator Replacement
A Resolution of the City Commission of the City of Tamarac, Florida, approving the
purchase of two (2) mobile generators from Generac Mobile Products utilizing the

authorizing the appropriate City officials to purchase said generators utilizing GSA
Contract #GS-07f-0211 M in an amount not to exceed $86,658.86; authorizing an
expenditure in an amount not to exceed $86,658.86 from the appropriate account;
providing for conflicts; providing for severability, and providing for an effective date.

8. REGULAR AGENDA
a. TR13506 — Purchase of New Replacement Tamarac Fire Rescue Vehicles
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing
approval to purchase new replacement Fire Rescue Vehicles consisting of two (2)
2021 Braun Model Super chief Freightliner M2 Crew Cab Rescue Vehicles, and one
(1) 2021 Ford F-150 Pickup Truck recommended for award to Ten-8 Equipment Inc.
and Duval Ford, utilizing competitive procurement methods and current agreements
available for cooperative purchase including but not limited to the agreement
awarded by the Florida Fire Chiefs Association and Florida Sheriff's Association;
authorizing an expenditure in an amount not to exceed $696,917.65 for all vehicles;
which includes five (5) percent contingency amount of the total cost of the two (2)
rescue vehicles; providing for severability; and p[providing for an effective date.
City Attorney Goren read the title for the record.
Commissioner Fishman motioned to approve. Commissioner Placko seconded.

Discussion by the Commission ensued regarding how long the City has used the
Florida Sheriff's Association contract to purchase vehicles and if we have gone out to
the market. Keith Glatz, Purchasing and Contracts Manager, stated for at least 19
years and there really are no comparatives on the market for these types of vehicles.
We have competed the cost in the past and there really is no difference.
Clerk Johnson conducted a roll call vote, which carried 3-1 with Commissioner Gelin
dissenting.

Chapter 16, Police Pensions and Retirement, Article VIII, Pension Plan (Police
Officers), Division 1, Section 16-653, compliance with the Internal Revenue Code, to
provide for compliance with the Secure Act; providing for codification; providing for
conflicts; providing for severability; and providing for an effective date.

providing for an effective date.

Ordinance 2019-17, which adopted the City of Tamarac Operating Budget,
Revenues and Expenditures, the Capital Budget, and the Financial Policies for the
Fiscal Year 2020, by increasing the total revenues and expenditures by a total of
$661,145 as detailed in Attachment A, attached hereto and summarized in
Attachment B; providing for conflicts, providing for severability; providing for an
effective date
City Attorney Goren read the title for the record.

12. QUASI-JUDICIAL HEARING(S)
13. OTHER
a. Public Art Update: Discussion on Sculptures for Inspiration Way 2021 and
Recommendation to incorporate Social Justice/Civil Rights Monument at
Tamarac Village Park
Public Art Consultants George Gadson and Beth Ravitz provided a presentation,
which is on file in the City Clerk's Office.
Discussion by the Commission ensued related to the presentation, timeframe to
install/permitting of pieces on Inspiration Way, potentially a February 2021 Ribbon
cutting Ceremony, the location of the Social Justice/Civil Rights Monument, it being a
significant piece and being part of a/the walking trail or a point of interest within the
City, etc.
Following discussion, the consensus of the Commission was to move forward with
applying for the grant, move forward with the concept, but the exact location is not
yet confirmed.
