Virtual City Commission Workshop - Minutes
Wednesday, March 10, 2021
CALL TO ORDER: Mayor Gomez called the Wednesday, March 10, 2021, Virtual City
Commission Workshop to order at 6 p.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Mike Gelin, Commissioner Debra
Placko, Vice Mayor Elvin Villalobos, and Mayor Michelle J. Gomez were present virtually.
Also present were City Manager Michael C. Cernech, Interim City Attorney Hans Ottinot, and
City Clerk Jennifer Johnson.
PLEDGE OF ALLEGIANCE: Vice Mayor Villalobos led the Pledge of Allegiance.
Mayor Gomez recessed the meeting for technical issues at 6:03 p.m. and reconvened at 6:10
p.m.
1. Discussion and direction for seeking permanent City Attorney Services
Purchasing and Contracts Manager, Keith Glatz, provided information regarding the difference
between requesting letters of interest or a using a RFQ [request for qualifications] process.
Discussion by the Commission ensued related to the interim city attorney's current workload,
open litigation cases, establishing a process for selecting a permanent city attorney. Interim City
Attorney, Hans Ottinot, provided information regarding the current number of lawsuits against
the City, foreclosures and lien cases and his experience with appeals.
Discussion by the Commission continued regarding the Interim City Attorney's quality of work
thus far, the City Commission's direction that whomever was hired as the interim city attorney
would be ineligible to become the permanent City Attorney, and discussion on the process of
how Sam Goren's firm was selected to be interim city attorney and eventually permanent city
attorney.
Following discussion, the direction was to have the Procurement Director to prepare the letters
of interests, have them go out for two weeks, and for us to start receiving applications.
Mayor Gomez adjourned the meeting at 6:57 p.m.
