RESOLUTION NO. R-2022 -
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, APPROVING
THE CITY OF TAMARAC LEGISLATIVE AGENDA
FOR THE 2022 STATE OF FLORIDA
LEGISLATIVE SESSION; DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THE CITY OF
TAMARAC LEGISLATIVE AGENDA FOR THE
2022 STATE LEGISLATIVE SESSION TO THE
FLORIDA LEAGUE OF CITIES, THE BROWARD
LEAGUE OF CITIES, THE BROWARD COUNTY
LEGISLATIVE DELEGATION AND THE
BROWARD COUNTY BOARD OF COUNTY
COMMISSIONERS; PROVIDING FOR
; PROVIDING FOR SEVERABILITY; CONFLICTS
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac actively monitors and comments on
Federal, State and local legislation that may impact the City and its residential and
business communities; and
WHEREAS, the City of Tamarac has developed a Legislative Agenda for
the 2022 State of Florida Legislative Session outlining the City's position on
particular legislative issues, attached hereto as Exhibit A; and
WHEREAS, the City Manager and the Assistant City Manager recommend
approval and distribution of the City of Tamarac Legislative Agenda for the 2022
State of Florida Legislative Session; and

WHEREAS, the City Commission of the City of Tamarac deems it to be in
the best interests of the citizens and residents of the City of Tamarac to approve
the City of Tamarac Legislative Agenda for the 2022 State of Florida Legislative
Session and direct the City Clerk to transmit a copy of said Agenda to the Florida
League of Cities, the Broward League of Cities, the Broward County Legislative
Delegation and the Broward County Board of County Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits attached hereto are incorporated herein and made a
specific part of this Resolution.
SECTION 2: The City of Tamarac Legislative Agenda for the 2022 State of
Florida Legislative Session is hereby approved.
SECTION 3: The City Clerk is hereby directed to transmit a copy of the City
of Tamarac Legislative Agenda for the 2022 State of Florida Legislative Session
to the Florida League of Cities, the Broward League of Cities, the Broward County
Legislative Delegation and the Broward County Board of County Commissioners.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.

SECTION 5: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions
or applications of this Resolution.
SECTION 6: This Resolution shall become effective immediately upon
adoption.

COVID-19 Recovery
The City of Tamarac supports equitable and convenient access to vaccines and testing.
Tamarac further supports increased assistance to tenants, landlords, and homeowners
that are negatively impacted by COVID-19. The City also supports legislation that
adopts a statewide economic recovery strategy to include additional financial support for
businesses, unemployment, and workforce development programs.
Municipal Revenue Protection
The City of Tamarac supports legislation that protects a diversified local government
revenue base ensuring the City's ability to provide adequate levels of services for its
residential and business communities.
The City of Tamarac supports legislation that preserves municipal authority to levy ad -
valorem and non -ad -valorem assessments, establish service fees, levy local business
tax, issue tax -supported debt, and collect other revenues to effectively and efficiently
carry out City business and prudently balance its budget.
Toward this end, the City also supports legislation that protects general revenues
collected from Local Business Tax, Tax on Rental or License Fee for Use of Real
Property, Communications Services Tax, and other shared revenue sources.
Resiliency and Water Funding
The City of Tamarac supports legislation that provides long-term, recurring and
adequate state funding that is equitably distributed throughout the state for local
government water resource, water quality improvement, and stormwater projects and
infrastructure, including, but not limited to, projects that reduce nutrient and pollutant
loading from wastewater sources, mitigate stormwater and flooding impacts, and
increase available water resources and supplies. Such investment is necessary for the
City's and regional long-term sustainability and resilience to extreme weather events.
The City further supports the State creating a mechanism to provide funding relief for
private property owners to address private seawall infrastructure. Due to its
interconnectivity with local and ultimately regional systems, the maintenance of such
infrastructure is important in order to maintain the integrity of the public water and
stormwater systems.
Transportation Funding
The City supports legislation that preserves local control of transportation planning,
provides for a more equitable transportation funding formula between municipalities and
counties, provides additional dedicated revenue options for municipal transportation
infrastructure and transit projects, as well as opportunities for City input and
collaboration on State projects.
The City of Tamarac supports legislation that provides funding for publicly available
electric vehicle charging infrastructure and real-time traffic information systems.
Recreation and Green Space Funding
The City of Tamarac supports legislation that funds and protects Land and Water
Conservation Fund (LWCF) and the Florida Forever Fund, including Florida
Communities Trust and Florida Recreation Development Assistance Program (FRDAP),
providing funds for acquisition and development of green space, recreational land, and
land conservation.
Protection of Home Rule
The City of Tamarac supports legislation that protects local control, thus ensuring
municipal capacity to respond to the local community's needs effectively and efficiently.
Residents elect local municipal representatives to ensure that the local community
standards of living and safety are maintained, to preserve the unique characteristics of
the community, and to address local issues in a timely manner by implementing
solutions that are specific to the community.
Economic Development
The City of Tamarac supports legislation that promotes the attraction, retention, and
expansion of businesses, helps create or retain jobs that pay a living wage and assists
small local businesses. State funding of economic incentive programs, such as the
restoration of Qualified Target Industry (QTI), is vital for the local and statewide
economy and resident quality of life.
High Quality Public Education
The City of Tamarac urges the State legislature and the local school districts to find a
joint solution that would improve the lower -performing local schools and expand quality
education options available to all students. Proper resource deployment is vital to
address the decline in student performance. Quality education is essential to the quality
of life of Tamarac residents and the residents of the State of Florida. Furthermore,
quality of education at all stages of the educational continuum is a major success factor
for economic development in the region and locally. Thus, the public education system
must build a solid foundation for the future success of all children in Florida.
The City of Tamarac supports State funding for teacher salaries and bonuses to retain
and attract the best talent to improve the lower -performing schools.
School Safety Funding
One of Tamarac's top priorities is the public safety of students, teachers, school staff, all
City residents, visitors, and businesses. The City supports the State of Florida
budgeting practices that ensure consistent and adequate allocation of State funds to
school safety initiatives for all public schools in Florida. The City urges the State of
Florida to develop a fair and equitable funding formula to implement the school safety
initiatives, such as funding for School Resource Officers (SROs).
Affordable Housing
The City of Tamarac applauds the passage of SB 2512 during the 2021 State Session
that ensures the full funding of the Sadowski Housing Trust Fund and prevents the
diversion of monies that should properly remain in the State Housing Trust Fund and
Local Government Housing Trust Fund.
Compensation for Eligible Victims of Wrongful Incarceration
I he City of _i amarac support the expansion of eligibility to receive compensation for
wrongful incarceration by eliminating ineligibility for wrongfully incarcerated persons who
had a prior felony or more than one felony before their wrongful conviction and
extending the filing deadline for a petition claiming wrongful incarceration.
Homelessness and Human Services
The City of Tamarac supports legislation that promotes and provides programs that
serve our most vulnerable populations, including but not limited to funding to address
homelessness, mental and behavioral health services, addiction, domestic violence,
and reentry programs for previously incarcerated people.
Security
The City of Tamarac supports legislation that provides funding for improving both
physical security and cybersecurity at and within municipalities.
