City Commission Workshop - Minutes
Monday, Dec. 6, 2021
CALL TO ORDER: Mayor Gomez called the Monday, Dec. 6, 2021, City Commission
Workshop to order at 10 a.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Debra Placko, Vice Mayor Elvin
Villalobos and Mayor Michelle J. Gomez were present. Commissioner Mike Gelin was present
virtually.
Also present were Interim City Manager Kathleen Gunn, City Attorney Don Dufresne, and City
Clerk Jennifer Johnson.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance
Discussion and Direction related to the City Manager Contract
Requested by the City Commission
Kathleen Gunn introduced her attorney, Carmen Rodriquez, to discuss the changes
incorporated into the contract since being provided direction by the Commission.
Commissioner Gelin asked that the City Attorney draft a memo outlining those changes, the HR
Director not be involved in creating an evaluation process for the City Manager, and that the
City Commission hire an independent consultant to develop the review standards.
Mayor Gomez clarified the effective date would be Aug. 31, 2021, and that Ms. Gunn schedule
to have a workshop item scheduled to determine the parameters of the annual evaluation.
2. Presentation - 10-Year Water Supply Plan
Doug Hammann and Bryant Facey of Eckler Engineering provided a presentation, which is on
file in the City Clerk's Office.
Mayor Gomez asked if the plan included potential growth, and Eckler Engineering reported it
took into account potential population growth. Mr. Hammann added that he is also working on
the South Florida Water Management 10-year Water Supply Plan, which will address some of
those concerns.
3. Presentation - Update on ColonyWest
Director of Parks & Recreation Greg Warner provided a presentation, which is on file in the City Clerk's
Office.
Mayor Gomez recessed the meeting for technical difficulties at 10:35 a.m., and reconvened at 10:51 a.m.
Commissioner Placko asked about the direct mailings and if they were going to send mailers to our "sister
cities". Bill Weller, General Manager, Colony West, stated the first iteration went solely to
Tamarac residents, but they would be sending out to other neighboring communities in the
future.

Vice Mayor Villalobos asked if there were any projections for the 2022/2023 years. Dan Zimmer,
Vice President of Operations, Indigo Golf stated things look positive and we have seen an
increase this year because of the snowbirds, which we did not have last year.
Mayor Gomez commended Weller and Zimmer on the progress, and asked about signage.
Weller stated he had met with Jack Strain [Public Services Director], and he was picking out
lighting today. Gomez asked about plans for the greens. Zimmer said he was on Champs this
morning, and there are no plans other than routine maintenance. Gomez also asked that the
cart path, since it is a City CIP issue, be added to the strategic planning agenda.
Commissioner Placko asked about the status of the hotel. Interim City Manager, Kathleen
Gunn, stated she is in contact with AD1, and they are expected to re -start construction in
January 2022. It will probably take about either (8) months to complete. Placko asked that Gunn
keep everyone apprised of the status of building.
4. Discussion and direction related to selecting a Vice Mayor
Commissioner Bolton suggested Commissioner Gelin be selected as the next Vice Mayor.
Commissioner Placko and Vice Mayor Villalobos concurred. Commissioner Gelin accepted the
selection.
This item will be ratified at the December 8, 2021, City Commission meeting.
5. Discussion and direction related to the start time for the 2nd meeting of the month
Mayor Gomez asked for consensus on determining a start time for the 2„d meeting of the month.
There was a consensus of 9:30 a.m, from Commissioner Placko, Vice Mayor Villalobos and
Mayor Gomez. Commissioner Bolton, and Commissioner Gelin, selected 7 p.m. and the start
time.
This item will be ratified at the December 8, 2021, City Commission meeting.
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 11:14 a.m
