CALL TO ORDER:
Mayor Gomez called the City Commission Workshop, Monday, January 10, 2022, being held at Colony
West Golf Club at 6800 NW 88th Avenue, Tamarac, FL 33321, to order at 10:38 a.m.
ROLL CALL:
Present were Commissioner Marlon Bolton, Commissioner Debra Placko and Mayor Michelle J. Gomez.
Commissioner Elvin Villalobos and Vice Mayor Mike Gelin were in attendance virtually.
Also present were City Manager, Kathleen Gunn, City Attorney Don Dufresne, and City Clerk Jennifer
Johnson.

1. Opening Remarks
City Manager, Kathleen Gunn, provided opening remarks and stated the reason for the meeting was
determine what's next for the city this year, and the future.
2. City Commission Priorities
City Manager Kathleen Gunn stated the agenda was condensed to confirm the items being presented
were all provided to the city staff as common priorities for the Commission to review.
Human Resources Director Lerenzo Calhoun would serve as the facilitator to capture consensus.
a. Quality of Life
The consensus of the Commission is to draft an ordinance that would balance enforcement of an
individual/family versus a party house and a prohibition of fireworks.
b. Parking Restrictions
The consensus of the Commission is to repeal the parking prohibitions from the Cody

c. Code Enforcement
The topic of Code Enforcement is too broad for the meeting today, and would be brought back at
a future workshop for additional discussion.
d. Sabal Palm Park
City Manager Kathleen Gunn stated there is consensus to build the park, however the City needs
to determine funding for the project. Gunn asked the Commission to prioritize projects in order to
move forward and identify a funding source.
e. Shaker Village
Discussion by the Commission ensued regarding the building and its structural integrity. Building
Official George Folles stated an engineer has confirmed the building is stable, and the
development has a permit submitted for destruction, however, it has been stalled based on
potential purchase of the property. There is a consensus to move forward with the project.
f. Programming
The topic was too broad for the meeting today, and would be brought back at a future workshop
for additional discussion.
g. Transit and Transportation
Community Development Director Maxine Calloway provided a synopsis of transportation within
the city, and stated the department would be working with a consultant this year to develop a
Transportation Master Plan.
h. Broward Sheriffs Office
Capt. Jeff Cirminiello stated that Tamarac has a rate of 1.3 deputies, per 1,000 individuals, which
is lower than the national average. Cirminiello added, this year he would be working on an
Aggressive Driver Initiative.
Economic Development
Economic Development Manager Lori Funderwhite provided details of current programs. The
Commission requested that Funderwhite provide them details of current programs, and the
status.
j. Disparity Study
Financial Services Director Christine Cajuste stated they had received a contract from Miami -
Dade Public Schools to piggyback, for a cost of $317,000, and the funding was not budgeted.
Therefore the item would be coming back for approval as a budget amendment in the future.
k. Community Appearance
Discussion by the Commission ensued, and the Commission stated that we need to lead by
example when it comes to maintaining the city.
Mayor Gomez recessed the meeting at 12:27 p.m. and returned at 12:54 p.m.
3. FAU Consultant Report — District Analysis for the City of Tamarac
Mike Stamm, of Florida Atlantic University, provided a presentation, which is on file in the City Clerk's
Office.
Commissioner Placko motioned to leave the district as -is. Clerk Johnson conducted a roll call vote, and
the motion carried unanimously 5-0.
4. Capital Improvement Update
City Manager Kathleen Gunn stated staff would provide an update on the current Capital Improvement
Projects, and the presentation is on file in the City Clerk's Office, and staff is requesting consensus on
funding for the projects.
Jeff Larson, of Larson Consulting, provided a presentation with funding options for capital improvement
projects, which is on file in the City Clerk's Office.
Discussion by the Commission ensured, and there was no consensus with moving forward with any
funding options at this time. Staff will bring back details on the costs of the buffer walls, and determine
funding at a later date.
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 3:17 p.m.
