CALL TO ORDER: Mayor Gomez called the regular City Commission meeting, being January 26, 2022,
in Commission Chamber to order at 9:30 a.m.
ROLL CALL: Commissioner Marlon Bolton, Commissioner Debra Placko, Vice Mayor Mike Gelin,
Commissioner Elvin Villalobos and Mayor Gomez were present.
Also present were, City Manager Kathleen Gunn, City Attorney John Herin, and City Clerk Jennifer
Johnson.
PLEDGE OF ALLEGIANCE: Mayor Gomez led the Pledge of Allegiance.
CITY ATTORNEY REPORT
City Attorney, John Herin, reviewed procedures for the conduct of Commission meetings.
2. CITY MANAGER REPORT
City Manager, Kathleen Gunn, provided a presentation, which is on file in the City Clerk's Office,
honoring employees for meeting service milestones.
a. Proclamation - Florida Severe Weather Awareness Week
Requested by Tamarac Fire Department - Van Schoen, Emergency Management
Coordinator
Mayor Gomez introduced Van Schoen, Tamarac Fire Department/Emergency Management Coordinator,
who read the Florida Severe Weather Awareness Week Proclamation.
3. PUBLIC PARTICIPATION
City Attorney, John Herin, provided the rules of conduct for members of the public who wish to speak.
Mayor Gomez opened for comments from the public.
1) Darcy Schiller, of Kings Point, provided comments related to the Tam -A -Gram, and receiving a
mailer from that a member of the City Commission. Schiller asked how the mailer could be paid
for using city funds, where is the oversight, and continued stating it is a waste of money.
There being no other comments, Mayor Gomez closed public comments.
4. CONSENT AGENDA
Items listed under Consent Agenda are viewed to be routine and the recommendation will be
enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance
with Resolution 2003- 15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will
be considered separately.
a. Approval of the January 10, 2022 - City Commission Workshop Minutes
b. Approval of the January 12, 2022 - City Commission "Closed Session" Minutes
C. Approval of the January 12, 2022 - City Commission Minutes
d. TR13730 - Resident Appointed Trustee to the Firefighters Pension Board
A Resolution of the City Commission of the City of Tamarac, Florida, confirming the
appointment of Ann Harris Wynter as a Resident Appointed Trustee to the Firefighters
Pension Board to serve a four -year -term ending January 26, 2026, or until a new
appointment is made; providing for conflicts; providing for severability; and providing for an
effective date.
e. TR13731 - Approve and Authorize New Large User Wastewater Agreement
between City of Fort Lauderdale and City of Tamarac
A Resolution of the City Commission of the City of Tamarac, Florida, approving the Large
User Wastewater Agreement with the City of Fort Lauderdale and the City of Tamarac
effective through December 31, 2041, authorizing expenditures for wastewater
transmission, collection, and disposal services, not to exceed the annual amount budgeted
for said purpose; authorizing the appropriate City Officials to administer the Agreement,
providing for conflicts; providing for severability; and providing for an effective date.
Commission District(s): District 1
Mayor Gomez asked if there were any additions or deletions to the agenda.
City Manager Gunn stated, the January 10, 2022, Strategic Planning Minutes, will be amended with a
scrivener's error adding the prohibition on parking specify from "2 a.m. — 6 a.m."
There being none, Commissioner Placko moved to approve the consent agenda. Commissioner
Villalobos seconded.
Clerk Johnson will conduct a roll call vote, and the motion carried unanimously 5-0.
5. REGULAR AGENDA
a. TR13718 - Agreement with The Ferguson Group for Federal Lobbying Services
A Resolution of the City Commission of the City of Tamarac, Florida, approving
Amendment #13 to the Agreement between the City of Tamarac and The Ferguson Group,
LLC, for Federal Lobbying Services, extending the term of the Agreement for a one-year
period effective February 13, 2022, at a cost not to exceed eighty-five thousand five
hundred ($85,500.00) dollars per year; authorizing the appropriate City Officials to execute
Amendment #13 to the Agreement; providing for conflicts; providing for severability; and
providing for an effective date.
City Attorney Herin read the title for the record.
Commissioner Placko motioned to approve. Commissioner Villalobos seconded.
Mayor Gomez will opened for public comments, there being none, closed public comments.
Clerk Johnson will conduct a roll call vote, and the motion carried unanimously 5-0.
b. TR13720 - City of Tamarac Federal Legislative Agenda
A Resolution of the City Commission of the City of Tamarac, Florida' approving the City of
Tamarac 2022 Federal Legislative Agenda; directing the City Clerk to transmit a copy of
the City of Tamarac 2022 Federal Legislative Agenda to the National League of Cities,
the U.S. Senators from Florida, Florida Congressional Delegation and the Broward
County Board of County Commissioners; providing for conflicts; providing for severability;
and providing for an effective date.
City Attorney Herin read the title for the record.
Commissioner Placko motioned to approve, and Commissioner Villalobos seconded.
Laura Karpaviciute, Assistant to the City Manager, introduced Val Gelnovatch, of the Ferguson
Group. Gelnovatch provided a presentation, which is on file in the City Clerk's Office. Gelnovatch
also highlighted the process by which to request a zip code change.
Discussion by the Commission ensued with regard to having a new congressional representative
elected and being able to get earmarks through, the upcoming concerns, etc.
Clerk Johnson will conduct a roll call vote, and the motion carried unanimously 5-0.
C. TR13732 - First Amendment to Solid Waste MOU for Waste Generation Study
A Resolution of the City Commission of the City of Tamarac, Florida, approving the First
Amendment to Memorandum of Understanding with Broward County and other
participating municipalities regarding Collaborative Study and Subsequent Development
of an Integrated Solid Waste and Recycling System, and authorizing the proper City
Officials to execute said First Amendment to Memorandum of Understanding and
effectuate the expenditure of the funds authorized by this Resolution; authorizing the
expenditure of funds from the appropriate accounts, providing for conflicts; providing for
severability; and providing for an effective date.
Commission District(s): Citywide
City Attorney Herin read the title for the record.
Commissioner Placko motioned to approve, and Vice Mayor Gelin seconded.
Troy Gies, Interim Assistant Public Services Director, provided a presentation, which is on file in the
City Clerk's Office.
Mayor Gomez opened for comments from the public, and there being none, closed public comments.
Discussion by the Commission related to the length of the study, cost per city to conduct the study, if
all 31 cities has signed on to the study, and if there was a possibility of the cost going up if all cities
did not agree to the ILA.
Clerk Johnson will conduct a roll call vote, and carried 3-2. Commissioner Placko, Commissioner
Villalobos and Mayor Gomez voted yes. Commissioner Bolton and Commissioner Gelin voted no.

a. Discussion and selection of the 2022 Inspiration Way
sculptures Presentation by Public Art Consultants, George
Gadson and Beth Ravitz
Commission District(s): Citywide
Public Art Consultant, Beth Ravitz, providing a presentation, which is on file in the City Clerk's Office.
Discussion by the Commission ensued with regard to the selection of Dancing Bliss, the process for
bringing art forward to the Commission for approval, the installation timeline when switching out pieces,
and purchasing the "turtle", which will be placed in the Mainlands Park. The consensus of the
Commission, Bolton, Placko, Villalobos and Gomez, was to move forward with the art selections,
however, without Dancing Bliss. Vice Mayor Gelin was amenable to the recommendation put forth by the
Committee. Ms. Ravitz stated she would provide additional views [pictures] of Dancing Bliss to the
members of the Commission. The Commission also requested images of pieces that could replace
Dancing Bliss if the Commission determines it is not suitable for the City, additional photos of "Life
Cycle" by Hannah Jurban, and "Panhelion" by Rollin Karg.
The consensus of the Commission was to have additional discussion regarding the purchase of the
turtle at another time.
b. City Commission Questions/Direction to the City Manager or the City Attorney
Requested by Commissioner Bolton
Commissioner Bolton requested staff to provide the Public Art Consultant's contract, the City Attorney's
contract, and all of the City Attorney invoices since being hired be provided to the Commission.
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 8:51 p.m.
