HomeMy WebLinkAbout2022-02-09 - City Commission Regular Meeting Minutes• City Commission Meeting Minutes Wednesday, Feb. 9, 2022 CALL TO ORDER: Mayor Gomez called the regular City Commission meeting, Wednesday, February 9, 2022, being held in Commission Chamber, to order at 7 p.m. ROLL CALL: Present were Commissioner Marlon Bolton, Commissioner Debra Placko, Commissioner Elvin Villalobos, Vice Mayor Mike Gelin and Mayor Michelle J. Gomez. Also present were City Manager Kathleen Gunn, City Attorney John Herin, and City Clerk Jennifer Johnson. PLEDGE OF ALLEGIANCE: Vice Mayor Gelin led the Pledge of Allegiance. CITY ATTORNEY REPORT None. CITY MANAGER REPORT a. Black History Month Honorees Commissioner Bolton - Patricia Parkins Commissioner Bolton read Ms. Parkins' proclamation for the record. Vice Mayor Gelin — Charles B. "Chuck" Morton, Jr. Vice Mayor Gelin read Mr. Morton's proclamation for the record and provided a video • highlighting his career. Commissioner Villalobos - Aneatra King Commissioner Villalobos read Ms. King's proclamation for the record. Commissioner Placko - Dr. Sherine Brown Commissioner Placko read Ms. Brown's proclamation for the record. Mayor Gomez — Dr. Francine Baugh -Stewart Mayor Gomez read Ms. Baugh-Stewart's proclamation for the record. b. Update - Tamarac Interagency Task Force to End Homelessness City Manager Gunn provided the names of the community members who have been appointed to the group, as well as members of staff and BSO who will be assisting with the committee. C. Discussion regarding Commissioner access to City's Nextdoor account Following discussion, there was no consensus to provide Commission members with citywide access to the City's Nextdoor account. 3. PUBLIC PARTICIPATION City Attorney, John Herin, read the procedures and expectations for members of the public. Mayor Gomez opened comments from the public. 1. Carol Mendelson, of 8021 NW 72 Street, Tamarac, expressed her disappointment in the City Commission's behavior lately. Mendelson encouraged the members of the Commission to do better, as your volatile comments have a negative effect on residents. Accountability, integrity, respect are words to live by. 2. Dr. Darcy Schiller, of Kings Point -Granville, Tamarac, stated a commissioner has bullied, and shamed colleagues. Schiller continued with comments and ended with this commission was not fit to be a commissioner. 3. Rich Bobker, of Kings Point, Tamarac, was joined by members of the Kings Point Executive Board, and expressed his concern with the behavior of the Commission members. Bobker continued, stating Tamarac sponsored gift cards were He asked being provided to residents of Plantation, Commissioner relationships with PACs named online, and for the Commission to do what is right. 4. Norm Rothfeld, of Kings Point, Tamarac, stated public office is about trust, integrity, ethics, respect and they should do more to make a difference. Keep in my mind the words you are talking about. 5. Khadine Morris, of the Mainlands, Tamarac, said she was concerned about the rhetoric on the dais. She also provided accolades for her district commissioner. 6. Ben Verdi, President of Bermuda Club, Tamarac, stated there are reports of a commissioner having issues with women. 7. Robert L. Monte, of Lakeside, Tamarac, said he has become aware of unprofessional comments by a commissioner. Monte asked that these comments cease immediately. 8. Mike Jones, of Mainlands 6, Tamarac, commended his commissioner for his actions thus far since being elected. 9. Ron Wasserman, of Shang-gi La, Tamarac, urged everyone to get checked for colon and breast cancer. He asked that residents work with staff and their commissioner if they have issues. He said to get along, it is quality of life, and stop the drag racing at night. 10. Mel Yoder, of Kings Point, Tamarac, stated he had lots of questions about city administration, and if any has the power to investigate or if anyone cares anyway. Yoder stated it seems that commissioners will do anything to promote themselves and grab power. He asked if the commissioner needed a review board. He was also unhappy with the behavior of some of the commissioners at the Veterans Day ceremony. 11. Walt Siwerika, of the Woodlands, Tamarac, stated he has not seen another Commission as bad • as this one. He said all you want to do is fight with one another, and if you don't do what you were elected to do, maybe we will vote you out come November. 12. Garnett Hyde, of Bermuda Club, Tamarac, stated he has profound gratitude for his district commissioner, and he has been receptive and cooperative since being elected. 13. Colin Grinnell, of District 3, Tamarac, stated he is disappointed with the recent behavior of the elected officials and they should do better. He said he never voted in his life and been so disappointed. 14. Margaret Paul, of University Commons, Tamarac, stated she is a business owner and is proud of her district commissioner. 15. Neil Goldberg, of Fairfax, Tamarac, stated while the behavior is lively entertainment, there is a dark side and it hurts the community. Goldberg said to live up to the pledge you made when elected. 16. Mary Virginia, of Mainlands 3, Tamarac, stated it is sad to hear so many remarks this evening. She also commended her commissioner for his attentiveness, kindness and thoughtful. She is thankful for the gift cards and turkeys that were provided to needy residents. �" 17. Joe 1(4msie, or Clairmont, Tamarac, stated he was concerned with what is happening with the en?y /© commission. He startedwith the adversity, and sometime people fall short. He said if you can't handle adversity, your resignation would be accepted. 18. Stewart Webster, of Versailles Gardens, Tamarac, stated he was concerned about made by the City Attorney earlier, and he is still waiting on answers from the City regarding face masks, and his recommendations for changes at Veterans Park. 19. Nicole Busheu, of Sunflower, stated you can watch the Commission's behavior at any time because videos are available on the internet, and said that even at her age she doesn't actlike this. 20. Newton Fairweather, of District 3, Tamarac, urged everyone to love each other and do a better job of getting along. The job of governing is always a challenge, but relationships are important and you need to begin having those types of conversations to fix the issues. 21. Carly Walker, of District 1, Tamarac, commended her district commissioner for the things he has • done in the community. She stated that teamwork is dream work, and to put aside differences to move forward. 22. Stephan Meza, of District 2 and as a Community Engagement Liaison for the Mayor and Commission Office, urged the members of the Commission to have a rigorous conversation regarding Item 10.b. "Increasing the maximum number of hours for Community Engagement Liaisons." Meza stated that the current number of hours he is allotted to work makes it difficult to serve the constituents. There being no other speakers, Mayor Gomez closed comments from the public. Mayor Gomez recessed the meeting at &55 p.m., and reconvened at 9:10 p.m. 23. CONSENT AGENDA Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003- 15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered separately. a. Approval of the January 26, 2022, City Commission Minutes b. TR13741 - Accepting the Consultant's Report: City of Tamarac District Analysis A Resolution of the City Commission of the City of Tamarac, Florida, accepting the results and recommendation of the Florida Atlantic University District Analysis for the City of • Tamarac, in accordance with Section 6.03 entitled "Redistricting" in the City's Charter; providing for conflicts, providing for severability; and providing for an effective date. Mayor Gomez asked if there were any additions or deletions. City Manager Gunn stated there had been a request to move Item 10.d. "Discussion related to the Anti -Corruption Act" to the next meeting. Commissioner Placko moved to approve the consent agenda. Commissioner Villalobos seconded. Clerk Johnson conducted a roll call vote and the motion carried unanimously. 24. REGULAR AGENDA a. TR13733 -City Commission Initiative Policy A Resolution of the City Commission of the City of Tamarac, Florida adopting City Commission Initiative Policy and authorizing its implementation; providing for conflicts, providing for severability; and providing for an Effective Date. City Attorney Herin read the title for the record. Commission Villalobos moved to approve. Commissioner Placko seconded. Mayor Gomez opened for comments from the public, there being none, closed public comments. There was no discussion by the Commission. Clerk Johnson conducted a roll call vote, and the motion carried 3-2. Commissioner Placko, Commissioner Villalobos and Mayor Gomez voted yes. Commissioner Bolton and Vice Mayor Gelin voted no. b. TR13742 - Adopting a Social Media Policy • A Resolution of the City Commission of the City of Tamarac, Florida, adopting the City of Tamarac Social Media Policy for the use of social media for business purposes, providing for conflicts; providing for severability; and providing for an effective date. City Attorney Herin read the title for the record. Commission Villalobos moved to approve. The item failed for lack of a second. 25. ORDINANCE(S) - FIRST READING None. 26. ORDINANCE(S) - SECOND READING None. 27. QUASI-JUDICIAL HEARING(S) None. 28. PUBLIC HEARING(S) None. 29. OTHER a. Update - 2022 Inspiration Way Sculptures Presentation by Public Art Consultant, George Gadson Public Art Consultant, George Gadson, provided a presentation, which is on file in the City Clerk's Office. Following discussion, Commissioner Placko, Commissioner Bolton and Mayor Gomez selected "Dragon Flower". Commissioner Villalobos and Vice Mayor Gelin did not provide a specific selection. b. Increasing the maximum number of hours for Community Engagement Liaisons Requested by Vice Mayor Gelin 0 Vice Mayor Gelin presented the item, and suggested increasing the number of Community Engagement Liaison hours to 29-hours per week. Commissioner Placko, Commissioner Bolton agreed to staff determine the costs of increasing the maximum number of hours and discussion at a future meeting. Commissioner Villalobos and Mayor Gomez were not in favor. c. Censuring of Commissioner Bolton Requested by Commissioner Villalobos Following discussion by the Commission, the item did not move forward. d. Discussion related to the Anti -Corruption Act Requested by Vice Mayor Gelin At the request of Vice Mayor Gelin, this item was moved to the February 23, 2022, City Commission meeting. e. Discussion and direction by the Commission Body to enact a more aggressive approach (consequence) other than "censuring" Commissioner Villalobos • Discussion by the Commission ensured and there was no consensus to move forward with this item. f. Motion to direct the City Commission to take action and or censure Commissioner Elvin Villalobos for making obscene and racial remarks against • another Commissioner Requested by Commissioner Bolton Following discussion by the Commission, the item did not move forward. g. City Commission Questions/Direction to the City Manager or the City Attorney Requested by Commissioner Bolton Commissioner Bolton asked City Attorney, John Herin, about an email regarding comments being enabled on YouTube. Herin stated he had been unable to locate the email, but would reach out to the IT Department to determine if the email was on the server. Commissioner Bolton asked the City Attorney for information related to the enforcement agency responsible for investigating a potential a quid pro quo real estate deal. Mr. Herin stated that would be the Florida's Commission on Ethics.
