CALL TO ORDER: Mayor Gomez called the Wednesday, March 9, 2022, regular City Commission
meeting, being held in Commission Chambers, to order at 7:00 p.m._
ROLL CALL: Commissioner Marlon Bolton, Commissioner Debra Placko, Commissioner Elvin
Villalobos and Mayor Michelle J. Gomez were present. Vice Mayor Mike Gelin arrived at 7:03 p.m.
Also present were City Manager Kathleen Gunn, City Attorney John Herin and City Clerk Jennifer
Johnson.
PLEDGE OF ALLEGIANCE:
Commissioner Marlon D. Bolton led the Pledge of Allegiance.
CITY ATTORNEY REPORT
City Attorney Herin provided an update on the County Charter Amendment, which adopted by the voters
in 2020, regarding the Surtax projects. The amendment pre-empts the County from enforcing local
regulations, and thus the County Attorney is reaching out to each of the cities to discuss the matter.
CITY MANAGER REPORT
City Manager Gunn introduced Mayor Gomez.
a. 2022 State of the City Address

Mayor Gomez delivered the 2022 State of the City Address.
b. 2021 Highlights Video
At the conclusion of the address, Mayor Gomez introduced the 2021 Highlights Video, which is on file in
the City Clerk's Office.
At the conclusion of the video, Mayor Gomez recessed the meeting at 7:30 p.m., and reconvened at
7:45 p.m.

Mayor Gomez stated the City of Tamarac takes great pride in enhancing the visual image of our
neighborhoods, improving livability and promoting community spirit. This evening, the Mayor and
Commission proudly present our Neighborhood Beautification Recognition Awards for the 41h Quarter. This
award is given to residential and commercial properties that display architectural appeal, outstanding
landscape maintenance and sustainable designs.
In recognition of your property's contribution to the visual beauty and vibrancy of the City of Tamarac, it
is with great pleasure that I announce the following 411 QUARTER, 2021 winners:
DISTRICT 1 :
Virginia McCreed whose property is located at 4722 NW 44 CT, Tamarac, FL. Ms. McCreed was present
to accept her award.
DISTRICT Z
Carletta Armstrong and Grover Davis Jr. whose property is located at 8511 NW 57 CT, Tamarac, FL.
Unfortunately, Grover Davis Jr could not attend, but Carletta Armstrong was present to accept her award.
DISTRICT 3:
Israel David whose property is located at 9503 NW 81 MANOR, Tamarac, FL. Mr. David was present to
accept his award.
DISTRICT 4
Nina Warshaw whose property is located at 8276 CASSIA TER, Tamarac, FL. Ms. Warshaw was unable
to attend.
CITYWIDE -COMMERCIAL PROPERTY
Alazhar School Inc., (business name - Alazhar School), whose property is located at 7201 W McNab Rd,
Tamarac, FL.
Dina Ibrahim, Principal and Lubna Abualawn, Board Member were present to accept on behalf of the
property owner.
Congratulations to you all on having one of the most attractive and well -maintained properties in our
City. Thank you for the part you play in helping to make Tamarac "The City for Your Life."
3. PUBLIC PARTICIPATION
City Attorney Herin reviewed the rules and procedures for public participation.
Mayor Gomez opened for comments from the public.
1) Mel Yoder, of Kings Point, mentioned the anti -corruption item, which came forward at the
previous meeting and that it was a good "sound bite". Yoder added the anti -corruption act is
more about political donations and lobbying than anti -corruption. He stated members of the City
Commission were more interested in misusing money, and giving jobs to family and friends.
2) Dr. Darcy Schiller, of Kings Point, commended Mayor Gomez on the wonderful speech. Schiller
asked why a Commissioner refused to speak or meet with her, and stated the city is fragmented,
and her taxes are paying his salary as well. Schiller inquired about the singer hired as
entertainment for Christmas event, and wanted to know when we would get more answers.
Schiller continued, condemning the behavior of the City Attorney, and reminded the Commission
that elections were coming.
3) Cynthia Johnson, of the North Lauderdale/Tamarac Chamber of Commerce, stated she was
hopeful for continued involvement in in the organization.
4) Natasha Britton, of Holly Court, Tamarac, requested information on how to report a soccer
referee after an incident at a game recently.
There being no other individuals wishing to speak, Mayor Gomez closed comments from the public.
4. CONSENT AGENDA
Approval of the Feb. 23, 2022 - City Commission Minutes
b. TR13709 - Purchase A reement for Geo Thermal Pool Heaters and Lake
Pump with Symbiont Sgervice Corporation
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the
appropriate City Officials to approve the purchase agreement with Symbiont Service
Corporation for the purchase and installation of pool heaters and lake pump, at a cost not
to exceed $98,983, approving funding from the appropriate parks and recreation account,
providing for conflicts; providing for severability; and providing for an effective date
C. TR13752 - Appointing a 5th Member Trustee to the Police Pension Board
A Resolution of the City Commission of the City of Tamarac, Florida, appointing Phil
Forsberg as the 5th Member Trustee to the Police Pension Board to serve a four-year
term ending March 9, 2026, or until such time new appointments are made; providing for
conflicts; providing for severability; and providing for an effective date.
Mayor Gomez asked if there were any additions or deletions to the agenda.
City Manager Gunn stated, yes, staff has requested to remove TR13709 "GeoThermal Pool Heaters"
and it will come back for consideration at the next meeting.
Commissioner Placko motioned to approve as amended, and Commissioner Villalobos seconded.
Clerk Johnson conducted a roll call vote, and the motion to approve the agenda as amended carried
unanimously.
REGULAR AGENDA
ORDINANCE(S) - FIRST READING
a. TO2493 - LiftingeloZoning in Progress by adopting changes to Chapters 2 and 10 of
the Land Devpment Code
An Ordinance of the City Commission of the City of Tamarac, Florida, lifting Zoning in
Progress by amending Chapter 2 of the City of Tamarac Code of Ordinances, entitled
"Administration", by amending Article x, entitled "Quasi -Judicial Proceedings",by
specifically amending Section 2-369 entitled "Quasi -Judicial Matters" of the City of
Tamarac Code of Ordinances to delete site -specific land use plan amendments from the
list of designated quasi-judicial matters and amending Chapter 10 of the City of Tamarac
Code of Ordinances, entitled "Land Development Code", by amending Article 5, entitled
"Administration", amending Section 10-5.2, entitled "Summary Table of Development
Review Procedures", by specifically amending Table 10-5.1, entitled "Summary of
Development Review Procedures" changing the required public hearing format for site -
specific comprehensive plan amendment applications from quasi-judicial public hearing
to standard public hearing , and amending Section 10-5.4, entitled "Application -Specific
Review Procedures" by deleting the requirement for the Planning Board and the City
Commission to hold a quasi-judicial hearing for Site -Specific Land Use Plan Amendment
applications, to ensure consistent application of the code in accordance with the
applicable Florida Supreme Court ruling, providing for codification; providing for conflicts;
providing for severability; and providing for an effective date.

City Attorney Herin read the title for the record.
Vice Mayor Gelin moved to approve, and Commissioner Placko seconded.
Discussion by the Commission ensued related to why the item was coming forward, and Mr. Herin
informed the Commission that these types of items are legislative in nature, pursuant to binding
precedent of the Florida Supreme Court.
Clerk Johnson conducted a roll call vote, and the motion carried 4-1. Commissioner Placko,
Commission Villalobos, Vice Mayor Gelin and Mayor Gomez voted yes. Commissioner Bolton voted no.
TO2494 - Amending Section 10-5.3(J)(5)(b)(ii) to change the word "two-thirds" to
"majority"
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter
10 of the City of Tamarac code of ordinances, entitled "Land Development Code",
amending Article 5, entitled "Administration" by amending Section 10-5.3, entitled
"Common Review Procedures"; by specifically amending section 10-5.30)(5)(b)(ii)
replacing the term "two-thirds" with "majority" of the decision -making body permitted to
grant a waiver of the one year time limitation required for the resubmittal of a similar or
same land development application after being previously denied; providing for
codification, providing for conflicts; providing for severability; and providing for an effective
date.
Commission District(s): Citywide
City Attorney Herin read the title for the record.
Commissioner Villalobos moved to approve, and Commissioner Placko seconded.
Discussion by the Commission ensued related to the reason for the change, and the need for a
quorum. Mr. Herin stated the change clarified that instead of it being a numerical vote, it's just majority
of the member present at that time, and a quorum must be present regardless.
Clerk Johnson conducted a roll call vote, and the motion carried 4-1. Commissioner Placko,
Commission Villalobos, Vice Mayor Gelin and Mayor Gomez voted yes. Commissioner Bolton voted no.

Commissioner Villalobos asked for a moment of personal privilege to ask if the Commission can move
forward with an item if there is no backup information provided. City Manager Gunn stated that staff has
recently implemented a submission form, which asks for any backup related to what the agenda title is
so this is an effort to provide a complete package to your colleagues and for transparency. Mayor
Gomez asked to have an option added to the form, stating, "No backup information has been provided"
when submitted by a member of the City Commission.
Section 2-34(k)(2) - Voting Procedures
Requested by Commissioner Elvin Villalobos
Commissioner Villalobos provided reason for the suggested change, and offered alternatives to the
current voting rotation. Those being, the Mayor votes last, the Mayor is in with the general rotation, or
the Commission provide their votes to the Clerk and she reads them for the record. Mayor Gomez stated
that she was not in favor of voting first or the current voting rotation. The consensus of the Commission
was to direct staff to change the Voting Procedures to have a voting rotation.
b. Direction to direct staff to establish a travel soccer team

C. Discussion to adopt a participatory budgeting process in the City of Tamarac

There being nothing further to discuss, Mayor Gomez adjourned the meeting at 8:27 p.m.
