Speakers will be limited to three minutes during this item and at public hearings. When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter. Members of the public wishing to provide comments to the City Commission, on any matter, including items on the agenda, may submit their comments via email to cityclerk@tamarac.org. All comments submitted by email shall be made part of the public record. The City has authority under the City Code to regulate the manner in which comments are made during any public meeting. Please be advised, the City will not read publicly any emails. Announcement of Time Allocations-Motions to Table The Chair, at this time, will announce those items have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come the Commission's attention after publication. 4.CONSENT AGENDA Items listed under the Consent Agenda are considered routine and the recommendation will be enacted by ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the item(s) will be removed from the Consent Agenda and will be considered individually. 4.a March 21, 2022 - Commission Workshop Minutes 4.b March 23, 2022 - Commission Meeting Minutes 4.c TR13737 - A Resolution of the City Commission of the City of Tamarac, Florida, approving replacement of the Wastewater Video Van, utilizing CUES, Inc. as a Sole Source Direct Provider for the replacement of the wastewater video van; authorizing an expenditure in an amount not to exceed $357,057.00 from the appropriate accounts; providing for severability; and providing for an effective date and providing for an effective date. 4.d TR13754 - A Resolution of the City Commission of the City of Tamarac, Florida, approving a Declaration of Restrictive Covenant (“DRC”) for Colony West Golf Course Hotel and Championship Course, located at 6850 NW 88th Avenue, Tamarac, Florida; authorizing the appropriate City staff to execute said DRC; authorizing the City Clerk to record the DRC with Broward County; providing for conflicts; providing for severability; and providing for an effective date. 4.e TR13760 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the granting of a Perpetual Easement to Florida Power and Light for the installation of underground electric utility facilities at Tract 27 Booster Station Project located at 9901 NW 77th Street; authorizing the appropriate City Officials to execute said Perpetual Easement to Florida Power and Light for the installation of underground electric utility facilities at the Tract 27 Booster Station, 9901 NW 77th Street; authorizing and directing the City Clerk to record said Agreement in the Public Records of Broward County; providing for conflicts; providing for severability; and providing for an effective date. 4.f TR13764 - A Resolution of the City Commission of the City of Tamarac, Florida, authorizing a four-week consecutive period (July 15, 2022 - August 12, 2022) during which time the City Commission will not schedule any regular meetings pursuant to Section 4.06(1) of the City Charter; providing for conflicts; providing for severability; and providing for an effective date. 4.g TR13767 – A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate city officials to execute amendment #1 of the lease agreement with Yamaha Motor Finance Corporation, USA to extend the lease by 12 months for 100 golf carts and one (1) beverage cart; providing for conflicts; providing for severability; and providing for an effective date. 5.REGULAR AGENDA 6.ORDINANCE(S) - FIRST READING 6.a TO2492 - An Ordinance of the City Commission of the City of Tamarac, Florida, amending Ordinance 2021-031, which adopted the City of Tamarac Operating Budget, Revenues and Expenditures, the Capital Budget, and the Financial Policies for the Fiscal Year 2022, by increasing the total Revenues and Expenditures by a total of $2,324,602 as detailed in Attachment A attached hereto and summarized in Attachment B; providing for conflicts; providing for severability; and providing for an effective date. 6.b TO2495 - An ordinance of the City Commission of the City of Tamarac, Florida amending Chapter 10, Article 4, entitled “Development and Design Standards” by amending Section 10- 4.10 entitled “Signs” of the City of Tamarac Code of Ordinances, by specifically amending Section 10-4.10 (C) entitled “Comprehensive Sign Plan (CSP)”; Section 10-4.10 (D) entitled “General Sign Requirements”; Section 10-4.10 (E) entitled “Design criteria”; section 10-4.10(F) entitled “construction and location”; section 10-4.4 (H) entitled “temporary Signs” and Section 10-4.10(M) entitled “Nonconforming Signs” to provide for updated signage regulations in support of economic development opportunities, citywide; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. 7.PUBLIC HEARING(S) 7.a TR13761 - A Resolution of the City Commission of the City of Tamarac, Florida approving the Local Housing Assistance Plan (LHAP), attached hereto as Exhibit “1”, as required by the State Housing Initiatives Partnership Program Act, subsections 420.907-420.9079, Florida Statutes; and rule Chapter 67-37, Florida Administrative Code; authorizing and directing the Mayor to execute any necessary documents and certifications needed by the State; authorizing the submission of the Local Housing Assistance Plan for review and approval by the Florida Housing Finance Corporation (FHFC); authorizing the appropriate City Officials to accept the State of Florida’s State Housing Initiatives Partnership (SHIP) program budget by accepting the fiscal year 2022, 2023, and 2024 allocations of the program funds to be utilized according to the city’s Local Housing Assistance Plan and housing delivery goals chart; that the appropriate City Officials are hereby authorized to appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards; providing for conflict; providing for severability; and providing an effective date. 8.ORDINANCE(S) - SECOND READING 8.a TO2496 - An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter II, entitled "Administration", amending Article II, entitled "City Commission", by C apte , e t t ed d st at o , a e d g t c e , e t t ed C ty Co ss o , by specifically amending Section 2-34 entitled "Comprehensive Procedures for City Commission Meetings" to provide in subsection (k) "Voting Procedures" a new voting rotation; In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
