Call to Order
Mayor Gomez called the Monday, April 25, 2022, City Commission workshop, being held
in Commission Chambers to order at 10 a.m.
Roll Call
Commissioner Elvin Villalobos, Commissioner Marlon D. Bolton, and Mayor Michelle J.
Gomez were present. Vice Mayor Mike Gelin was in attendance virtually, and arrived in
person at 10:04 a.m. Commissioner Debra Placko was absent [excused].
Pledge of Allegiance
City Clerk, Jennifer Johnson, led the Pledge of Allegiance.

1.a Selection of the 2022/2023 Broward League of Cities Board of Directors
Requested by Jennifer Johnson
Discussion by the Commission ensued, and there was a consensus to appoint
Commissioner Bolton as Director, Commissioner Villalobos as Alternate, and
Mayor Gomez as 2nd Alternate.
1.b Discussion and consideration of potential Charter amendments City
Attorney John Herin reviewed each of the sections of the Charter.
The City Commission directed staff to draft an ordinance updating Section 7.09,
entitled "Independent audit of city accounts", to be consistent with Section
218.391 of Florida Statutes. Commissioner Villalobos, Vice Mayor Gelin and
Mayor Gomez were in consensus of making the change. Commissioner Bolton did
not provide an opinion.
The members of the City Commission present were split, 2-to-2, on the following
sections, and requested those specific sections be brought back to a future
meeting for additional discussion.
1) Section 2.01 "Prepared by city engineer; changes; sale to public; an concert
with removing Section 13.01 "Boundaries"
Remove section 13.01, and provide for a legal description in Section 2.01.
2) Section 4.01 "City Commission; powers and composition"
Add the form of government of the city shall be a mayor/city commission/city
manager form of government.
Vice Mayor Gelin stepped away at 10:16 a.m. and returned at 10:18 a.m.
3) Section 4.07(b) "Ordinance and resolution"
To be consistent with Fla. Statute, upon payment of the actual cost of duplication.
4) Section 5.02(b) "Suspension or Removal" [of the City Manager]
Add suspend or remove the city manager by a supermajority of the commissioners
in office at the time.
4) Section 5.04(a) "Appointment of Department Heads and Assistant City
Manager" Remove department heads are subject to the approval of the majority of
the commission in office at the time.
6) Section 6.02 "Districts"
Require a minimum length of residency to become a candidate for office.
7) Section 7.07 "Public Records"
To be consistent with Fla. Statute, upon payment of the actual cost of duplication.
8) Section 7.09 "Independent audit of city accounts
Update to include as provided by Section 218.391, Fla. Stat.
9) Section 11.01 "Office created; appointment' powers and duties
Add the commission may suspend or remove the city attorney by a supermajority
majority vote of all the commissioners in office at the time. Upon demand by the
city attorney a public hearing shall be held prior to suspension or removal.
10) Section 12.10 "Amendments"
Delete the commission may not amend this Charter by ordinance, except as
provided by law.
11) Section 12.12 "City council changed to city commission"
Remove the section in it's entirety for being obsolete.
12) Section 14.01 "Ordinances preserved"
Remove the section in it's entirety for being obsolete.
Other topics to consider, are making the Charter gender neutral and creating a
page for definitions.

There being nothing further to discuss, Mayor Gomez adjourned the meeting at 11 Al a.m.
