CALL TO ORDER
Mayor Michelle J. Gomez called the Monday, May 23, 2022, City Commission workshop, being held in
Commission Chambers, to order at 10:01 a.m.
ROLL CALL
Present were Mayor Michelle J. Gomez, Vice Mayor Mike Gelin, Commissioner Marlon B. Bolton,
Commissioner Debra Placko, and Commissioner Elvin Villalobos.
Also present were City Manager Kathleen Gunn, Assistant City Manager Levent Sucuoglu, City Attorney
John Herin, and Acting City Clerk Kimberly Dillon.
PLEDGE OF ALLEGIANCE
Commissioner Placko led the Pledge of Allegiance and moment of silence.
1. AGENDA
La. FY2021 Annual Comprehensive Financial Report
Presentation by Christine Cajuste, Financial Services Director, and Anil Harris of RSM

Christine Cajuste, Financial Services Director, presented the FY2021 Annual
Comprehensive Financial Report. She explained the City had received an unmodified
opinion on its audit and discussed the City's current and projected financial position. She
stated the economic outlook for the City is positive and recognized the Financial Services
staff for their work.
Brett Friedman, Partner with the audit firm of RSM US, explained the firm's role and
reviewed the results of the audit. Mr. Friedman explained significant issues discussed with
the audit and stated no procedures performed resulted in irregularities or exceptions.
Commissioners asked questions regarding the sampling process, independence of the
audit, financial and debt ratings, COVID-19 reimbursements, long-term sustainability of
the Colony West Golf Club, fund balances, spending in relation to budget, reserves, and
pensions. Ms. Cajuste and Mr. Friedman responded to each question in turn.

City Manager Gunn noted the City has strong financial policies which are passed each year
during the budget season, and consistency in fund balances adds to the City's long-term
financial strength.
1.b.ADA Transit Access and Sidewalk GAP Analysis Plan
Presentation by Darci Mayer, Senior Transportation Planner, Broward MPO
Darci Mayer, Senior Transportation Planner, Broward Metropolitan Planning Organization
(MPO), made a presentation summarizing the results of the ADA Transit Access and
Sidewalk GAP Analysis Plan, which was created in collaboration between the City of
Tamarac and the MPO. She stated 13 of the 21 shuttle stops need upgrades to become
fully ADA Compliant. She further explained that approximately 33,000 linear feet of
sidewalk gaps and 132,000 linear feet of bicycle lane gaps exist within a quarter mile of
the stops. She discussed potential funding programs identified and implementation
timeframes.
Discussion ensued regarding the short and long-term plans for addressing and funding
the needed upgrades.
ADJOURNMENT
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 11:03 a.m.
