A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, AUTHORIZING
AN EXPENDITURE NOT TO EXCEED $81,000 FOR
INFORMATION TECHNOLOGY TEMPORARY
STAFFING SERVICES UTILIZING THE SERVICES
OF TEKPARTNERS SOLUTIONS, LLC., A P2P
STAFFING COMPANY; AUTHORIZING
EXPENDITURES FROM THE APPROPRIATE
ACCOUNTS; PROVIDING FOR CONFLICTS, -
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Florida Statutes provide that municipalities shall have the
governmental, corporate, and proprietary powers to enable them to conduct
municipal government, perform municipal functions, and render municipal service,
and exercise any power for municipal purposes, except when expressly prohibited
by law; and
WHEREAS, Article IV, Section 4.07 of the City Charter of the City of
Tamarac ("City") empowers the City to adopt, amend, or repeal such ordinances
and resolutions as may be required for the proper governing of the City; and
WHEREAS, technology is one of the key components in the efficient
delivery of City services, and the City's information technology services are critical
to ensuring continued operations; and

WHEREAS, due to unforeseen circumstances, the Information Technology
Department (IT) has been and continues to be short staffed and in need of
Information Technology (IT) temporary staffing; and
WHEREAS, to help supplement IT staff during this time, IT reached out to
three (3) technology staffing companies, for assistance with temporary staffing;
and
WHEREAS, TekPartners Solutions, LLC. (TekPartners) was the only
partner able to find and provide a single candidate with the requisite experience,
who was interviewed and subsequently engaged as a contractor thru TekPartners;
and
WHEREAS, the City has a need for specialized temporary personnel due
to specific knowledge or technical/specialized skill requirements, and due to the
specialized nature and requirements, this position is not available through the
State of Florida contract, and as such, IT reviewed the staffing needs and
response/candidate from TekPartners with Human Resources (HR) and
Purchasing to ensure conformance to process/procedures, and alignment with
expected hourly cost; and
WHEREAS, it is often necessary to use a sole temporary employment
agency that is uniquely capable of supplying specialized personnel with specific
knowledge or technical/specialized skill requirements, and whose services may be
obtained through a sole source determination in accordance with Section 6-148
(b) of the City Code; and

WHEREAS, IT would like to extend the contract with TekPartners for up to
a total of one thousand, eighty (1,080) hours, for a total cost of up to $81,000; and
WHEREAS, it is the recommendation of the Interim Director of Information
Technology that the City Commission of the City of Tamarac approve use of
TekPartners Solutions, LLC., a P2P Staffing Company, to provide continued
Information Technology (IT) temporary staffing services at a cost not to exceed eighty-
one thousand dollars ($81,000) for FY2022; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it
to be in the best interest of the business owners, residents, and visitors of the City
of Tamarac to approve use of TekPartners Solutions, LLC., a P2P Staffing Company,
to provide continued Information Technology (IT) temporary staffing services at a cost
not to exceed eighty-one thousand dollars ($81,000) for FY2022.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
Section 1: The foregoing recitals are true and correct and hereby
adopted as the legislative and administrative findings of the City Commission; all
exhibits attached hereto are incorporated herein and made a specific part of this
Resolution.
Section 2: The City Commission approves the use of TekPartners
Solutions, LLC., a P2P Staffing Company, to provide continued Information
Technology (IT) temporary staffing services at a cost not to exceed eighty-one
thousand dollars ($81,000) for FY2022.

Section 3: Funding was budgeted in FY2022 and is available in IT
account # 001-8100-513.34-01 (Employment Agency Fees) in the amount of
$44,000, and in addition, due to IT staffing changes and temporary assignments,
as well as vacant positions, there will be significant salary savings for FY2022.
Section 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
Section 5: If any clause, section, other part, or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions
or applications of this Resolution.
Section 6: This Resolution shall become effective immediately upon
adoption.
