5. PUBLIC PARTICIPATION
Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to
their participation.
When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial
hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE
The Chair at this time will announce those items that have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The Commission may
agendize by majority consent matters of an urgent nature which have come to the Commission's attention after
publication.

Items listed under Consent Agenda are viewed to be routine and the recommendation will be enacted by
ONE MOTION in the form listed below. If discussion is desired, then, in accordance with Resolution 2003-

a. TR13223 - Scope of Services/Agreement — Miller Legg: Master Landscape Study
A Resolution of the City Commission of the City of Tamarac, Florida, approving Task Authorization
No. 19-05s and authorizing the appropriate City officials to execute Task Authorization No. 19-05s
with Miller Legg to provide professional services to prepare an update of the City of Tamarac Master
Landscape Study in accordance with the City's Consulting Engineering Agreement as authorized by
Resolution No. R 2016-80, for an amount not to exceed $91,000.00; approving funding from the
appropriate budgeted Utilities Operational and CIAC accounts; authorizing the appropriate City
officials to administer the contract; providing for conflicts; providing for severability; and providing
for an effective date.

b, TR13228 - Ronald L. Book -Agreement Renewal Amendment #16
A Resolution of the City Commission of the City of Tamarac approving Amendment #16 to the
Agreement between the City of Tamarac and Ronald L. Book, P.A. for Lobbying Services, extending
the Agreement for one year through January 26, 2020, at a cost not to exceed Fifty -Nine Thousand
Four Hundred ($59,400) Dollars per year; authorizing the appropriate City Officials to execute the
Amendment to the Agreement for Lobbying Services; providing for conflicts; providing for
severability and providing for an effective date.

TR13221 - Memorandum of Understanding (MOU) between City of Tamarac and Parks &
Recreation Foundation of Tamarac
A Resolution of The City Commission of The City Of Tamarac, Florida, Approving and Authorizing
the Appropriate City Officials to execute a Memorandum Of Understanding (MOU) between The City
Of Tamarac and The Parks And Recreation Foundation Of Tamarac (PAROT) establishing a
relationship between The City Of Tamarac and PAROT for participation in a National Football League
(NFL) Foundation Grassroots Grant Program Application and Grant Award in the event of approval of
the application; Providing For Conflicts; Providing For Severability; And Providing For An Effective
Date.

d, TR13233 - Ferguson Group, LLC - Federal Lobbyist Services - Agreement Renewal
Amendment #10
A Resolution of the City Commission of the City of Tamarac, Florida; approving Amendment #10 to
the Agreement between the City of Tamarac and the Ferguson Group, LLC, for federal lobbying
services, extending the term of the agreement for a one year period effective February 13, 2019 at a
cost not to exceed eighty-five thousand five hundred ($85,500.00) dollars per year; authorizing the
appropriate City Officials to execute amendment #10 to the agreement; providing for conflicts;
providing for severability; and providing for an effective date.
e. TR13232 - Zoning in Progress —180 Day Moratorium on New Self -Storage Facilities Citywide
A Resolution of the City Commission of the City of Tamarac, Florida, affirming and ratifying the City
Manager's Administrative Order dated January 8, 2019, attached hereto as Exhibit "1" and
incorporated herein, declaring Zoning in Progress and instituting a 180-day moratorium on the
submission and acceptance of applications for administrative review, land development permits, and
building permits for the use of land for new self -storage facilities (indoor) in the City of Tamarac, in
accordance with Chapter 10, Section 10-5.4(u) of the City of Tamarac Code of Ordinances;
authorizing and directing the City Manager to undertake study and review of the City's regulations
relating to the number and locations of Self Storage Facilities in the City of Tamarac; providing that
upon the adoption of this Resolution affirming the Administrative Order, no permits shall be issued
for any new self -storage facilities not otherwise exempt during the time period covered by this
resolution; providing for conflicts; providing for severability; and providing for an effective date.

f, TR13230 - Charitable Organizations
A Resolution of the City Commission of the City of Tamarac, Florida, Amending Resolution R 2018-
30, by Specifically Adding to the List of Charitable Entities with Whom The City of Tamarac
Recognizes a Formally Approved Relationship; Providing For an Amended Exhibit "A", Attached
Hereto and Incorporated Herein, as May be Amended From Time To Time, for the Expressed
Purpose of Compliance with Section 1-19(C)(5)(A)(4) of the Broward County Code of Ordinances;
Providing For Conflicts; Providing For Severability and Providing for an Effective Date.
g, TR13231 - Fiber Network Expansion (Phase 1)
A resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate city
officials to execute a fixed price contract between Hypower, Inc. and the City of Tamarac to expand
the City's fiber network in the lump sum amount of $1,457,572.65, a contingency of $145,757
(10%), for permits and unforeseen conflicts only, will be added to the project account for a total
project budget of $1,603,330; authorizing the waiver of procurement procedures in the best interest
of the City per the requirements of section 6-148(i) of the Tamarac procurement code; authorizing
an appropriation in the amount of $1,603,330.00; authorizing the City Manager or his designee to
make changes and issue change orders in accordance with the thresholds and provisions delineated
in section 6-1470)(2) of the Tamarac procurement code; providing for conflicts; providing for
severability; and providing for an effective date.

a. T02380 - Code Enforcement Administrative Fines, Costs of Repair & Lien Items
An Ordinance of the City Commission of the City of Tamarac, Florida amending Chapter 2 of the
City's Code of Ordinances, entitled "Administration" by specifically amending Article III, entitled
"Boards, Committees, Commission," by creating Section 2-73.09 entitled "Administrative Fines,
Costs of Repair and Liens" for Code Enforcement orders not complied with and repeat violations in
accordance with Section 162.09 Florida Statutes; providing for codification; providing for conflicts;
providing for severability; and providing for an effective date.

The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
