CALL TO ORDER
Mayor Michelle J. Gomez called the Wednesday, July 13, 2022, City Commission meeting, being
held in Commission Chambers, to order at 7:00 p.m.
ROLL CALL
Present were Mayor Michelle J. Gomez, Vice Mayor Mike Gelin, Commissioner Marlon B. Bolton
joined at 7:02 pm, Commissioner Debra Placko, and Commissioner Elvin Villalobos.
Also present were City Manager Kathleen Gunn, Interim Assistant City Manager Levent
Sucuoglu, City Attorney John Herin, and City Clerk Kimberly Dillon.
PLEDGE OF ALLEGIANCE
Mayor Gomez led the Pledge of Allegiance and moment of silence.
1. CITY ATTORNEY REPORT
City Attorney John Herin requested the Commission schedule and Executive Session with
outside counsel to discuss the Woodlands Country Club versus City of Tamarac litigation.
Moved by Commissioner Placko; seconded by Commissioner Villalobos to hold an
Executive Session with outside counsel to discuss the Woodlands Country Club litigation
on August 24 at 9:00 a.m.
Motion Approved: 5-0.
Voting For: Mayor Gomez, Vice Mayor Gelin, Commissioner Bolton, Commissioner
Placko, and Commissioner Villalobos. Voting Against: None
City Attorney Herin shared an update regarding the Charter Amendment vote. He stated
he and staff would be preparing and distributing a guidance document to the
Commissioners pertaining to education with respect to the proposed Charter Amendments.

City Manager Kathleen Gunn provided a presentation, which is on file in the City Clerk's
Office.
3. PUBLIC PARTICIPATION
City Attorney Herin provided rules and procedures for providing public comment. Mayor
Gomez opened the floor to comments from the public.
1) Dr. Jermaine Fleming, North Regional Superintendent, Broward County Public
Schools, spoke regarding the Secure the Next Generation Referendum, which would
appear on the August 23 ballot. He stated the renewed funding was needed for safety
personnel, mental health staff, and supplemental income to recruit and retain staff.
City Attorney Herin stated staff would be removing Item 9b as it has been expressed to
staff that the site is not available. He explained as a result, Attorney Cormican was speaking
during the Public Participation section of the agenda.
2) Attorney Russell Cormican, Kent & Cormican, Fort Lauderdale, spoke on behalf of
Members Only, LLC, doing business as Trapeze. He explained the administrative
review being requested and outlined the differences between this request and previous
requests. He objected to the removal of the agenda item and asked that the Commission
exercise their authority to proceed on the matter.
Vice Mayor Gelin stated his reading was that it was up to the Commission as to whether
the appeal should be heard. City Attorney Herin responded that the Code requires notice
specific to a location, and the requirements were not met. Discussion ensued.
3) Chris Hodgkins, 4905 Woodlands Blvd, Tamarac, spoke regarding a crumbled sign at
the entrance to Woodlands following a car accident.
4) Ilene Lieberman Michelson, 4809 Woodlands Blvd, Tamarac, suggested a change in
policies to leave meeting backup materials online. She asked that the Commission
allow residents to speak during the agenda items under 10 and spoke in support of I Oa
and 1Ob. Continuing, she offered her support to Mr. Hodgkins comments and asked
that the City assist with funding so that the Woodlands sign can be replaced and
relocated.
5) William Goffinet, 5106 Bayberry Lane, Tamarac, stated the City was responsible for
the Woodlands sign.
6) Patti Lynn, Mainlands Eight, Tamarac, congratulated the City Clerk on her pending
appointment and stated she would do a wonderful job. She addressed the need for
civility and asked that the elected officials utilize the skills they learned in kindergarten
to conduct themselves in an appropriate manner, be nice and not interrupt.
7) Sallie James, 8231 NW 68 h Ave, Tamarac, spoke regarding "cash for cars" signs
attached to stop signs or placed in people's yards. She stated it might be helpful if the

City communicated to residents that they are able to remove the signs if they choose,
as they are illegal.
8) Attorney Etan Mark, Mark, Migdal, & Hayden, counsel for the 13th Floor project, stated
there were Broward County Circuit Court orders dated December 2021 and January
2022 which prohibit the City from taking any action that would disrupt the status quo
in connection with the development project until the stay is lifted. He asserted setting
the item for hearing was a violation of the orders and the City was blocking his client's
due process rights. He discussed the requirements surrounding moving forward and
stated the developer should be given time to address the 120 comments on the site plan
prior to holding a quasi-judicial hearing, so they could present their application fairly
and completely and provide substantial competent evidence for the Commission to base
their decision on. He objected to items 10a and 10b and asked that they be deferred to
the appropriate time.
9) Stewart Webster, Versailles Gardens, Tamarac, stated he enjoyed the Juneteenth event,
and the Parks and Recreation Department was going from success to success. He spoke
regarding election activity in the City and stated some of the candidates have no
involvement in the community.
10) Jeffrey Shapiro, 6104 Orchard Tree Lane, Tamarac, stated he wanted to rebut the
comments of Attorney Mark and asserted the applicant had had more than six (6)
months to be prepared. He stated it was unfair that there would be no public discussion
on items in section 10.
Mayor Gomez clarified the items would be heard as part of the public meeting but would
not be opened for public comment.
11) Andrew Bolser, Tamarac, thanked Mayor Gomez for coming to his community's HOA
meeting and hearing their issues. He stated the residents were fed up with the things
going on at the Commission meetings, and the City Attorney was not what he needed
to in order to make sure the meetings were held correctly. He asserted there needed to
be more accountability.
12) Stuart Michelson, 4809 Woodlands Blvd, Tamarac, stated he had been watching the
situation between the City and 13t' Floor for the past five (5) years. He discussed the
timeline for the project and associated litigation. He asserted the project would destroy
the City and stated they were not acting in the interest of the residents. He stated the
quasi-judicial hearing should be held as soon as possible.
Additional public comment was received via email and is on file in the City Clerk's Office.
Commissioner Villalobos sought and received consensus to move items I Oa through 1Od
to be heard prior to 5 in consideration of the length of the agenda.

City Attorney Gunn stated staff was pulling item 9b from the agenda, and 1 Ob should be
heard before 10a.
Vice Mayor Gelin asked that item 4k be pulled from the Consent Agenda for discussion.
Moved by Vice Mayor Gelin; seconded by Commissioner Villalobos to approve the
Consent Agenda items 4a through 4j.

approving the purchase of SeeClickFix Citizen Relationship Management
(CRM) services subscription from CivicPlus, the sole provider of the services, at
a cost of $22,500 per year; authorizing the appropriate City Officials to execute
associated contract documents; authorizing expenditures from the appropriate
accounts; authorizing the appropriate City Officials to approve renewal options;
authorizing budget amendments for proper accounting purposes; providing for
conflicts; providing for severability; and providing for an effective date.
4.e. TR13795 - A Resolution of the City Commission of the City of Tamarac, Florida,
adopting the Language Access Plan (LAP) for limited English proficiency
persons attached hereto as Exhibit A, in order to mitigate risks of potential
noncompliance with Fair Housing and Civil Rights requirements for
Community Development Block Grant (CDBG) entitlement jurisdictions as
administered by the United States Department of Housing and Urban
Development (HUD), Office of Fair Housing and Equal Opportunity (FHEO);
authorizing the Mayor and appropriate City Officials to execute the Language
Access Plan; providing for conflicts; providing for severability; and providing

41. TR13806 - A Resolution of the City Commission of the City of Tamarac, Florida,
approving the Interlocal Agreement between Broward County and the City of
Tamarac for surtax -funded municipal transportation project: City of Tamarac
Multi -Modal Transportation Connectivity Planning Study (TAMA-001) (ILA);
attached hereto as Exhibit "1"; authorizing the appropriate City Officials to
take any and all actions necessary to effectuate the intent of this resolution;

4.g. TR13813 - A Resolution of the City Commission of the City of Tamarac, Florida,
approving the Third Amendment to the Settlement Agreement with Broward
County for the litigation styled City of Sunrise et. al. vs. Broward County;
authorizing the execution thereof; providing for conflicts; providing for
severability; and providing for an effective date.
4.h. TR13814 - A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing the City Manager to enter into an agreement between the City of
Tamarac and CE Tamarac, LLC, attached hereto as Exhibit A, for the
acceptance of an art donation valued at $27,000 for the sole purpose of
displaying art in public place at the Eden West project in Tamarac; providing
for conflicts; providing for severability; and providing for an effective date.
41 TR13815 - A Resolution of the City Commission of the City of Tamarac, Florida,
ratifying past purchases from Zones, LLC; awarding Bid 22-22B to Zones, LLC,
and approving the purchase of Cisco Systems SMARTnet maintenance and
support agreement from Zones, LLC at a total cost of $47,431.45' authorizing
expenditures from the appropriate accounts; providing for conflicts; providing
for severability; and providing for an effective date.
4.j. TR13816 - A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing an expenditure not to exceed $81,000 for Information Technology
temporary staffing services utilizing the services of TekPartners, LLC, a P2P
staffing company; authorizing expenditures from the appropriate accounts;
providing for conflicts; providing for severability; and providing for an effective
date.
4.k. TR13817 - A Resolution of the City Commission of the City of Tamarac, Florida,
appointing Kimberly Dillon as City Clerk, effective July 13, 2022, or at such date
as is mutually agreed upon; providing for conflicts; providing for severability;
and providing for an effective date.

of Tamarac. Staff presented City Clerk Dillon with flowers and a recess was taken
to give an opportunity for photos.
Mayor Gomez called for a recess at 8: 07 p. m.
Mayor Gomez called the meeting to order at 8:15 p.m.
5. REGULAR AGENDA
5.a. TR13800 - A Resolution of the City Commission of the City of Tamarac, Florida,
approving the award of RFP #22-06R — Digital Marketing Services, to
Connectica, LLC and FMO Media for a three year term; for an estimated cost
not to exceed $80,000 per year; authorizing the appropriate City officials to
execute agreements with Connectica, LLC and FMO Media; further authorizing
the City Manager to execute an option to renew after three years for a total
contract period not to exceed five years, including any additions or deletions of
specific services as may be required; providing for severability; and providing
for an effective date.
City Attorney John Herin read the title for the record.
Moved by Commissioner Villalobos; seconded by Vice Mayor Gelin to approve
the Resolution.
Mayor Gomez opened the item to public comment, however seeing none, closed
the item to public comment.
Commissioner Placko left the meeting at 11: 25 pm and returned at 11: 27 pm.
Vice Mayor Gelin stated additional investment was needed in the City's public
relations. He suggested a raise in the amount to not exceed $120,000 per year.
Commissioner Villalobos and Commissioner Bolton agreed an increase was
needed, but they were not certain of the appropriate amount.
Mayor Gomez stated the City should wait to contemplate increasing the contracts
until they see how the process works in practice. She suggested a review and
adjustment in six (6) months and discussed potential budget restrictions.
City Manager Gunn clarified the contract contained an approximate number, not a
ceiling, and the companies would be paid per service.
Discussion continued regarding the RFP process, the vendors selected and the
services they would provide, the budget for digital marketing services, and paying
the vendors in such a way as to allow them to budget and plan ahead.
Interim Assistant City Manager Levent Sucuoglu provided additional detail
regarding establishing a strategic plan for digital marketing services with the
assistance of the service providers once the contract was in place.

Amended Motion by Commissioner Villalobos; seconded by Vice Mayor Gelin to
approve the Resolution with the language "estimated cost not to exceed" amended
to "estimated cost."
Mayor Gomez asked budget -related questions, and Christine Cajuste, Financial
Services Director, responded. Discussion continued.
Amended Motion by Commissioner Villalobos; seconded by Vice Mayor Gelin to
approve the Resolution with the language "for an estimated cost not to exceed
$80,000 per year" removed.
Vice Mayor Gelin asked that staff bring the strategic plan to the Commission for
review and input once it is completed. City Manager Gunn agreed.

5.b. TR13810 - A Resolution of the City Commission of the City of Tamarac, Florida,
awarding ITB 22-11b Tamarac Dog Park renovation project to Maceda
Contractors, LLC, and approving the execution of an agreement between the
City of Tamarac and Maceda Contractors, LLC at a cost not to exceed
$175,697.00 and a contingency allowance of $17,570.00 for a total project budget
of $193,267.00 approving funding from the appropriate capital improvement
accounts; providing for conflict; providing for severability; and providing for an
effective date.

Greg Warner, Director of Parks and Recreation, provided a presentation, which is
on file in the City Clerk's Office.
Discussion ensued regarding the park remaining open during renovations, the
different phases of the project and the start date of the project.

approving a Grant Agreement and $250,000 grant award with plaza owner ADE
Advantage LLC for the FaVade and Exterior Improvement Grant Economic
Development Program for a comprehensive renovation to McNab Plaza, 7015-23
N. University Drive; providing for conflict; providing for severability; and
providing for an effective date.

Lori Funderwhite, Economic Development Manager, provided a presentation,
which is on file in the City Clerk's Office.
Discussion ensued regarding potential tenants for the site, adjacent projects, the
aesthetics of redoing a building which had been vacant four (4) years, and the
community investment in economic development.

5.d. TR13812 - A Resolution of the City Commission of the City of Tamarac, Florida,
approving a Purchase and Sale Agreement to acquire the real property located
at 4959 N. State Road 7 for a purchase price of One Million Two Hundred and
Seventy -Five Thousand Dollars ($1,275,000.00); authorizing the City Manager
and City Attorney to take all necessary action to effectuate the purchase;
providing for conflict; providing for severability; and providing for an effective
date.

Lori Funderwhite, Economic Development Manager, provided a presentation,
which is on file in the City Clerk's Office. She explained a supermajority vote of
the Commission was required to authorize the purchase, and noted the property was
specifically identified in the City's Economic Development Master Plan.

Discussion ensued regarding assemblage of parcels to anchor the economic
development in the area, pricing in comparison with other properties, and the
potential for public -private partnership.
Commissioner Bolton discussed his efforts to assist the church in staying in the
location and stated he hoped the purchase was beneficial on both sides. He clarified
that the church was not forced to sell. Bishop Windsor D. Ferguson, Jr. confirmed
from the audience that he had signed the contract and approved the sale.
Mayor Gomez highlighted the vision for economic development of the City and
thanked staff for their excellent work.

5.e. TR13779 - A Resolution of the City Commission of the City of Tamarac, Florida,
approving the proposed Millage Rate of 7.2000 mills for general operating
purposes; approving September 12, 2022, at 5:05 p.m. at the Tamarac
Commission Chambers, 7525 N.W. 88th Avenue, Tamarac, Florida, as the date,
time, and place for the first public hearing to set the tentative Millage Rate and
Budget for Fiscal Year 2023; approving September 22, 2022, at 5:05 p.m. at the
Tamarac Commission Chambers, 7525 N.W. 88th Avenue, Tamarac, Florida, as
the date, time, and place for the second public hearing to adopt the Millage Rate
and Budget for Fiscal Year 2023; authorizing the City Manager to send the
proposed Millage Rate of 7.2000 and the date, time, and place for both the first
and second public hearings to the Broward County Appraiser for Fiscal Year

Services Director Cajuste explained the Rolled Back Rate was 6.4387 mills for
Fiscal Year 2023 and stated the rate being approved was a not to exceed rate.

Rescue Assessments for the Fiscal Year beginning October 1, 2022; directing the
provision of an Assessment Roll; authorizing a public hearing and directing the
provision of notice thereof; providing for conflict; providing for severability;
and providing for an effective date.

approving the projects recommended for inclusion in the Fiscal Year 2022/2023
Annual Action Plan for expenditure of the Community Development Block grant
funds estimated to be $43,462 for the twenty-third program year, attached
hereto as Exhibit A; authorizing the appropriate City Officials to submit said
Annual Action Plan and related documents to the United Stated Department of
Housing and Urban Development; authorizing the Mayor or appropriate City
Officials to execute Fiscal Year 2022-2023 Annual Action Plan federal

not be attending the meeting. No other disclosures were made.

City Attorney Herin explained staff was requesting to pull item 9b as there were
issues with notice and also that action as regards to binding the specific location
identified in the zoning verification letter request by the applicant. He explained the
City has since received a letter which, in the opinion of staff, was an unequivocal
declaration from the property owner that the applicant seeking this appeal has no
authority to bind them and they would not follow the outcome. City Attorney Herin
stated that as a result of the above, he had serious concerns regarding the
implications on due process of moving forward with an administrative appeal. He
asserted if the Commission wanted to hear the item, it should be rescheduled to
allow for proper notice to the property owners.
Discussion ensued regarding the State laws regulating the decision and due process
to all affected properties. Maxine Calloway, Director of Community Development,
provided additional detail regarding the incomplete application.
City Attorney Herin noted a letter submitted by Attorney Russell Cormican, Kent
& Cormican, Fort Lauderdale, on behalf of Members Only, LLC, doing business as
Trapeze, was also a part of the record.
Mayor Gomez stated the item was removed from the agenda as was requested by
the City Manager.

10. OTHER
IO.a. Discussion and motion/direction to hire a Broward County -based law firm and
find an attorney as special counsel to represent the City regarding the hearing
on 13t1 Floor's land -use plan amendment, rezoning application, site plan,
development agreement, and any litigation by 1311 Floor on this matter.
Requested by Vice Mayor Mike Gelin
Max Lohman, Lohman Law Group, special counsel to the City on the 13th Floor
matter, stated he understood the City's dissatisfaction with the results and stated he
respected the fact that the Commission wanted to go in another direction. He
provided a letter of resignation as special counsel.
City Attorney Herin stated he had been researching and evaluating a number of
candidates for replacement of the special counsel and provided a draft engagement
letter from the Law Firm of Tripp Scott. He stated Managing Partner Edward
Pozzuoli would serve as lead counsel.

Discussion ensued regarding the costs associated with the special counsel, treating
the matter with urgency, and requesting a reduced price for a review of the work.

10.b. Discussion and motion/direction to direct the City Manager to schedule a quasi-
judicial hearing with the only matters being 13th Floor's land -use plan
amendment, rezoning application, site plan, and development agreement on
August 31 at 7:00 p.m.
Requested by Vice Mayor Mike Gelin
Max Lohman, Lohman Law Group, special counsel to the City on the 13th Floor
matter, addressed the item briefly. He stated as Attorney Mark had asserted during
public comment, representatives of 13th Floor had filed with the court at 6:10 p.m.
today arguing that discussion of Item IOb would be a violation of the order
imposing a stay and a violation of the injunctive order. Attorney Lohman stated that
scheduling the hearing would result in the City arguing the motion in front of the
court, rather than resolving the issue before them. He provided additional detail as
to the case and reasons the discussion would result in unnecessary litigation and
advised against the engagement.
Vice Mayor Gelin withdrew the item from the agenda.
10.c. Discussion and motion/direction to extend the contract with RSM to conduct a
forensic audit on all transactions related to former City Manager Michael
Cernech and on all transactions and vendors related to Colony West Clubhouse.

Vice Mayor Gelin stated a financial audit is done each year, but a forensic audit
was needed due to circumstances existing in the City. He provided a brief review
of definitions related to audits and the work product provided. Christine Cajuste,
Financial Services Director, responded to questions.
Discussion ensued regarding whether background documentation was required, and
the rules surrounding engagement of vendors to present or answer questions at
Commission meetings.
City Manager Gunn asserted that staff was not prepared to answer questions at this
time and was awaiting direction from the Commission as to how to proceed.
Discussion continued as to proper procedure related to presenting agenda items.
Vice Mayor stated that he would submit records to the City Clerk.
Vice Mayor Gelin continued presenting his item. He asserted as former City
Manager Michael Cernech was arrested and charged in relation to his alleged

involvement in an extorsion scheme, a forensic audit was necessitated. He
discussed examples of the reasons he was requesting the audit.
Vice Mayor Gelin continued his questions. A representative of the City's audit firm,
RSM, and Financial Services Director Cajuste responded.
Mayor Gomez called for a recess at 10: 25 p. m.
Mayor Gomez called the meeting to order at 10: 40 p.m.
City Attorney Herin explained the representatives of the outside audit firm does not
have the staff capabilities to perform a forensic audit on the City of Tarmac, so if
their scope of services were expanded, they would need to hire a sub -consultant to
conduct the work. He stated if there was a consensus to conduct a forensic audit,
the next steps would be to direct staff to prepare a Request for Qualifications (RFQ)
or Request for Proposals (RFP) to seek a forensic auditing firm specializing in this
area. City Manager Gunn agreed.
Commissioner Villalobos asserted the matter should be left to the court system.
Commissioner Placko stated she would like more information on the costs but was
interested in a forensic audit because she like to know the correct decisions were
made on the Colony West project. She clarified her vote had nothing to do with ill
will toward the former City Manager.
Commissioner Bolton stated the Commission had a duty to the residents to see the
forensic audit was conducted. He asked counsel for direction as to any items the
Commissioners were barred from discussing. City Attorney Herin responded and
emphasized the importance of keeping statements factual.
Mayor Gomez asserted Mr. Cernech was accused of providing misinformation, but
there were no allegations of financial misconduct or mismanagement. She reviewed
the City's decades of financial awards and recent audit reports and stated nothing
had indicated the need to spend the time and money on an expensive forensic audit.
She suggested the item could be revisited following the adjudication of the criminal
case should the need arise.
Commissioner Villalobos left at 10: 51 pm and returned at 10: 55 pm.
Discussion continued as to whether staff should clarify a scope of services with
RSM or to create an RFP, as well as whether there might be legal restrictions on
conducting the forensic audit during the investigation.
Consensus: Vice Mayor Gelin sought a consensus to direct staff to work with RSM
to create a scope of services and budget proposal to conduct a forensic audit on all
transactions related to former City Manager Michael Cernech and on all
transactions and vendors related to Colony West Clubhouse.

Vice Mayor Gelin stated Woodlands is a prominent community in Tamarac and the
damaged sign is in a prominent location. He stated following receipt of insurance
money and negotiation of a reduced price, an additional $5,000 was needed to fund
a new sign following the destruction of the previous in a car accident.
Commissioner Villalobos asserted there were other communities which had applied
for signs and the requests should have been addressed in order.
Commissioner Placko discussed the City's signage program and beautification
grants available and asked whether the sign could be funded through that program.
City Manager Gunn outlined the timeline for the Neighborhood Beautification
grant program and Director of Community Development Calloway provided
additional detail. It was noted the information session for the program was
scheduled for August 4.
Commissioner Placko asked counsel whether she could use initiative funds to meet
the need. City Attorney Herin stated he would research the question and analyze
the public purpose requirement.
Discussion continued regarding the Neighborhood Beautification grant program,
other signs purchased in the community, the timeline, and sources for funds.

Mayor Gomez stated it would be most appropriate for Woodlands to follow the
grant process and apply for funds in that way. She noted the community had been
on the list for a signage program previously but had decided they wanted a unique
sign rather than the uniform signage in the program.
Consensus: Vice Mayor Gelin sought a consensus to provide the balance of funds
required for replacement of the Woodlands sign prior to the end of July and allow
them to apply for the Neighborhood Beautification grant in August.
Discussion continued regarding the timeliness of the need for the funds.

Broward County Public Schools (BCPS) is presenting voters with a referendum
renewal that will appear on the August 23, 2022, primary election ballot.
The Secure the Next Generation Referendum would increase voters' investment in education
to one mill to continue securing funds for all public schools - and will' now also include
charter schools - to:
�✓ Recruit and retain high -quality teachers and eligible staff by increasing compensation supplements
GMaintain and enhance school resource officers and school safety staff
�✓ Maintain and enhance essential programs, such as mental health services

Why does BCPS need to renew the referendum and increase It to 1 mill?
The funds from the'/2 mill referendum that voters approved in 2018 are set to expire.
Those funds support over 500 school safety personnel, 100 mental health professionals,
and approximately $82 million in compensation supplements for teachers and eligible
staff to compete with neighboring school districts.
The School Board voted to approve and present this referendum on the August 23, 2022,
primary election ballot, with an increase to one mill, for voters to consider investing in
Broward County Public Schools.
This renewal would provide BCPS with the ability to compete with neighboring school
districts, and to account for new legislation that requires the District to now share nearly
20% of these funds with charter schools.
What is a mill or millage rate?
The mill or millage rate is the amount of property value used to calculate local property
taxes. One mill would provide $100 for every $100,000 of assessed property value.
What is the Difference Between the Secure the Next Generation
Referendum renewal and the SMART Bond?
The Secure the Next Generation Referendum is not related to the SMART Bond. SMART
Bond funds strictly provide funding for critical maintenance needs and capital
improvements to buildings. The SMART Bond funds cannot be used for compensation or

What to expect for year 2023:
• The average homeowner with a home market value of $393,755 for 2021 and a
School Board taxable value of $274,220, would invest approximately $274 that year
or $23 per month, which is an additional $11.50 more than their current investment.*
• The average condo owner with a condo market value of $192,806 for 2021 and a
School Board taxable value of approximately $158,421, would invest approximately
$158 that year or $13 per month, which is an additional $6.50 more than their
current investment.*
• If the referendum passes, it would generate $177 million for BCPS and $45 million for
charter schools annually, a total of approximately $227 million (including 2% collection
shortfall in property taxes) in fiscal year 2023.
• The referendum will expire in four years.
* A homeowner's/condo owner's investment varies based on School Board taxable value and is subject to change annually.

Dear Mayor and Commissioners:
I understand that you will be considering taking care of signage on City lands on the edge of the Woodlands at
the Wednesday meeting. The community was able to recoup $15,000 toward a new sign. The WHOA took the
lead in getting a new sign and several months ago ground to a halt. Apparently they were only capable of
getting one quote and it was too expensive and they did not know what to do after that except go to section 4
which is not part of the WHOA.
Fortunately Chris Hodgkins, President of section Four and Jeffrey Smoley, President of section 6, had the
wherewith all to go ahead and get multiple bids, identify the best bid and approach the city commission for
assistance. This was despite the fact that the WHOA was simply unable to get its act together to discuss this
issue or make any decisions. This also looks like the WHOA officers, who represent and support 13th floor, are
also trying to put this off.
Fortunately, the WHOA only represents a portion of the Woodlands. And if you watched social media, you are
well aware that this inability to take action is a tremendous failure on the part of the WOODLANDS
homeowners association.
Unfortunately, Mayor Gomez Stated in ourstated in our WHOA meeting tonight that only a WHOA officer
could represent the views of the community to the commission. This is patently ridiculous. I can't help but
wonder if the good mayor is trying to put this off the way she tried to prevent fixing the damaged fountains. She
wants 13th floor to take over and do this.
I strongly hope that the commission will take care of the lands that it Owns and support the collaboration with
woodlands homeowners to get the signage and plantings fixed.

I'm writing to you in opposition of the current proposal submitted by 13th Floor to the City. Please vote
on Wednesday to schedule a special Quasi -Judicial hearing for August 31th at 7 PM. Please save
our community from destruction!
We (my wife and 1) moved to the City of Tamarac into the Woodlands Country Club because of the
green space and the wildlife. It's a serene place shielded by the hectic life surrounding the
Woodlands. It greatly provides us with a high quality of life and everyday when I turn into Woodlands
Blvd I can breathe and relax from the daily stress.
The current proposal by 13th Floor unfortunately will destroy everything and heavily diminish quality of
life for everyone and everything in the Woodlands. The beautiful green space and the wildlife that is
living in the green space will be destroyed. I have read the proposition and the studies that were
made, but these studies do not reflect what we observe here on a daily basis.

1. Current traffic issues on Commercial Blvd that will be exacerbated by the increase of residents.
2. Increased traffic load for the street we live on, Woodlands Blvd.
3. Insufficient gates and planning to support emergency responders and residents.
4. 13th Floor concerns related to the development agreement and history dealing with arsenic at other
