CALL TO ORDER
Mayor Michelle J. Gomez called the Monday, September 12, 2022, City Commission meeting,
being held in Commission Chambers, to order at 5:05 p.m.
ROLL CALL
Present were Mayor Michelle J. Gomez, Vice Mayor Mike Gelin, Commissioner Marlon B.
Bolton, Commissioner Debra Placko, and Commissioner Elvin Villalobos.
Also present were City Manager Kathleen Gunn, Interim Assistant City Manager Levent
Sucuoglu, City Attorney John Herin, and City Clerk Kimberly Dillon.
PLEDGE OF ALLEGIANCE
Commissioner Placko led the Pledge of Allegiance.
4. REGULAR AGENDA
4a. TR13820 - A Resolution of the City Commission of the City of Tamarac,
Florida, relating to the provision of Fire Rescue services, facilities and
programs in the City of Tamarac, Florida; reimposing Fire Rescue
Assessments against assessed property located within the City of Tamarac for
the Fiscal Year beginning October 1, 2022; approving the rate of assessment;
approving the assessment roll; providing for conflicts; providing for
severability; and providing for an effective date.
City Manager Kathleen Gunn read a statement regarding the Fire Rescue
Assessment and stated the rate was to remain at $350 per dwelling unit with no
change from the previous Fiscal Year.
City Attorney John Herin read the title for the record.
Jeff Streder, Budget Manager, and Patricia White, Assistant Finance Director
provided a presentation of the FY2023 Fire Rescue Assessment, which is on file in
the City Clerk's Office.
Mayor Gomez opened the public hearing, however seeing none to speak, closed the
public hearing.

Moved by Commissioner Villalobos; seconded by Commissioner Placko to
approve the Resolution.
Motion Approved: 5-0.
Voting For: Mayor Gomez, Vice Mayor Gelin, Commissioner Bolton,
Commissioner Placko, and Commissioner Villalobos.
4b. TR13821 - A Resolution of the City Commission of the City of Tamarac,
Florida, relating to the levy and collection of the City's Stormwater
Management Utility Fee within the municipal boundaries of the City of
Tamarac for the Fiscal Year beginning October 1, 2022; approving,
confirming, and adopting the Stormwater Management Utility Fee and
Stormwater Management Utility Fee Roll; providing for other matters
relating to the levy and collection of the Stormwater Management Utility Fee
on the annual Property Tax bills; providing for conflict; providing for
severability; and providing for an effective date.
City Manager Gunn read a statement regarding the Stormwater Management Utility
Fee and stated the rate was to be set at $154.45 per equivalent residential unit (ERU)
for Fiscal Year 2023, a change from the previous Fiscal Year of $12.18 or 8.6
percent.
City Attorney Herin read the title for the record.
Budget Manager Streder provided a presentation of the FY2023 Stormwater
Management Utility Fee, which is on file in the City Clerk's Office.
Vice Mayor Gelin asked questions regarding the Stormwater Fund balance, debt
owed, uses for the fund, and a line -item for exemptions. Budget Manager Streder
and Assistant Finance Director White responded as appropriate.
Mayor Gomez opened the public hearing, however seeing none to speak, closed the
public hearing.
Moved by Commissioner Villalobos; seconded by Commissioner Placko to
approve the Resolution.
Motion Approved: 5-0.
Voting For: Mayor Gomez, Vice Mayor Gelin, Commissioner Bolton,
Commissioner Placko, and Commissioner Villalobos.
4c. TR13822 - A Resolution of the City Commission of the City of Tamarac,
Florida relating to the provision of Residential Solid Waste Collection Services
in the City of Tamarac, Florida; approving the assessment rate for Residential
Solid Waste Collection Services for the Fiscal Year beginning on October 1,
2022; imposing a Residential Solid Waste Collection Assessment against

assessed property located within the City of Tamarac for the Fiscal Year
beginning on October 1, 2022; providing for severability; providing for
conflicts; and providing an effective date.
City Manager Gunn read a statement regarding the Residential Solid Waste
Collection Assessment and stated the rate was $278.75 per residential dwelling unit
providing curbside pickup, which is no change from Fiscal Year 2022 and includes
the cost of the recycle bank.
City Attorney Herin read the title for the record.
Budget Manager Streder provided a presentation of the FY2023 Residential Solid
Waste Collection Assessment, which is on file in the City Clerk's Office.
Vice Mayor Gelin asked about the expiration of the City's contract with Waste
Management. City Manager Gunn stated the Request for Proposals (RFP) would
go out early next year due to the expiring contract. Discussion ensued regarding
projected rate changes and the impact of the ongoing effort to create a County Solid
Waste District.
Mayor Gomez opened the public hearing, however seeing none to speak, closed the
public hearing.
Moved by Commissioner Villalobos; seconded by Vice Mayor Gelin to approve
the Resolution.
Motion Approved: 5-0.
Voting For: Mayor Gomez, Vice Mayor Gelin, Commissioner Bolton.

4d. TR13823 — A Resolution of the City Commission of the City of Tamarac,
Florida relating to the provision of Nuisance Abatement on certain real
properties by the City in accordance with Chapter 9, Article II, Division V of
the City's Code of Ordinances; approving the collection of a Nuisance
Abatement Special Assessment on real property that has been specially
benefitted by the City's abatement of nuisances thereon; approving a Nuisance
Abatement Assessment Roll; providing for conflict; providing for severability;
and providing for an effective date.
City Manager Gunn read a statement regarding the Nuisance Abatement Special
Assessment and stated the FY2023 assessment for two (2) properties totaled
$3,439.01.
City Attorney Herin read the title for the record.
Budget Manager Streder provided a presentation of the FY2023 Nuisance
Abatement Special Assessment, which is on file in the City Clerk's Office.

4e. T02508 — An Ordinance of the City Commission of the City of Tamarac,
Florida, to establish and levy ad valorem taxes within the corporate limits of
the City of Tamarac, Florida, for the tax year 2022; providing for the levy of
ad valorem taxes in the amount of 7.2000 mills ($7.2000 per $1,000) based upon
the taxable value of non-exempt real and personal property located within the
City limits of the City of Tamarac; providing for conflicts; providing for
severability; and providing for an effective date. (First Reading)
Mayor Gomez stated the second public hearing would be held on Thursday,
September 22, 2022, at 5:05 p.m. in the Commission Chambers.
City Manager Gunn read a statement regarding the Millage Rate. She stated the
proposed operating Millage Rate of 7.200 mills for FY2023 was .7613 mills or
11.82 percent more than the rolle
d-back rate of 6.4387.
City Attorney Herin read the title for the record.
City Manager Gunn and Budget Manager Streder provided a presentation of the
FY2023 tentative Millage Rate and operating budget which is on file in the City
Clerk's Office.
Mayor Gomez opened the public hearing, however seeing none to speak, closed the
public hearing.
Moved by Commissioner Placko; seconded by Commissioner Villalobos to
approve the Ordinance on first reading, adopting a tentative operating Millage Rate
of 7.200 mills.
Vice Mayor Gelin stated the Finance Department presentation had made a great
case for why the City should lower the Millage Rate due to increasing expenses.
City Manager Gunn explained issues with delayed Capital Improvement projects
and expectations for level of service. She stated staff believes the proposed Millage
Rate is affordable.

Vice Mayor Gelin asserted the City had not used its full budget for FY22 and asked
questions regarding fund balance, the previous year's budget changes, and
increasing property values. Budget Manager Streder and Assistant Finance Director
White responded as appropriate.
Vice Mayor Gelin emailed a budget analysis spreadsheet to staff and upon
discussion regarding procedure and appropriate time to evaluate, the spreadsheet
was not reviewed.
Vice Mayor Gelin asked the disposition of American Rescue Plan Act (ARPA)
funds from the Federal government. City Manager Gunn explained the use of
ARPA funds for revenue replacement from losses in FY22 and FY21 due to
COVID-19. Discussion continued regarding expenses which potentially could be
delayed due to the current economy.
Mayor Gomez asked for clarification regarding revenue received in FY22. Budget
Manager Streder provided clarification on the conservative budget created by staff.
Mayor Gomez asserted that reducing the Millage Rate would cut nearly $500,000
from the City budget to save the average homeowner $14. Budget Manager Streder
explained, and discussion continued.
Commissioner Villalobos stated not approving the proposed Millage Rate would
be disastrous, as the planned projects were vital.
Commissioner Placko agreed, noting she hears constantly that residents want the
roads repaved. She stated paving was a necessity which could not continue to be
put off.
Vice Mayor Gelin stated the City needed to look out for the residents and proposed
the Millage Rate be reduced to 7.000 mills.
Mayor Gomez asserted reducing the Millage Rate would be a disservice to the
residents of the community.
Motion Approved: 3-2.
Voting For: Mayor Gomez, Commissioner Placko, and Commissioner Villalobos.
Voting Against: Vice Mayor Gelin and Commissioner Bolton.
4f. T02509 — An Ordinance of the City Commission of the City of Tamarac,
Florida, adopting the Operating Budget, Revenues and Expenditures, the
Capital Budget, and the Financial Policies for the Fiscal Year 2023; providing
for conflicts; providing for severability; and providing for an effective date.
(First Reading)
Mayor Gomez stated the second public hearing of the FY23 budget would be held
on Thursday, September 22, 2022, at 5:05 p.m. in the Commission Chambers.

City Manager Gunn read a statement regarding the tentative annual operating and
capital budget of $243,987,846 for FY2023, including a General Fund budget of
$77,686,494, and the City's financial policies. She stated the total represented an
increase of $315,833 over the amended FY22 budget.
City Attorney Herin read the title for the record.
Budget Manager Streder provided a presentation of the FY2023 budget, which is
on file in the City Clerk's Office. He briefly reviewed changes between the
proposed and tentative budget hearings.
Commissioner Villalobos asked the fiscal impact of removing the Commission car
allowance and whether the City could hire part-time people to clean the streets if
that line item were removed. Budget Manager Streder provided the numbers.
Mayor Gomez stated she had no problem reducing the car allowance but thought
reducing the Initiative Fund of $25,000 per Commissioner and the cost of liaison
stipends would have bigger impact. She discussed budget line items which would
need to be cut if the Commission does not approve the proposed Millage Rate.
Commissioner Bolton recommended removal of the event budget, car allowance,
PDA allowance, liaison positions, and Initiative Funds, as well as cutting the
Commission salaries by 50 percent. Discussion continued regarding potential cuts
to Commission budgets.
Mayor Gomez opened the public hearing.
Dr. Darcy Schiller, Kings Point, Tamarac, stated she agreed with a reduction in
Commission salary and that each Commissioner should receive a separate salary
commensurate with the amount of work they do. She suggested a reduction in the
number of events put on by the City and stated those arguing for a reduction in
Millage Rate should have been making this argument when it was not an election
year, as well.
Mel Yoder, Kings Point, Tamarac, stated the City could continue to kick the can
down the road, but the safety and security of Tamarac residents should be
considered and projects not postponed.
Mayor Gomez closed the public hearing.
Moved by Commissioner Placko; seconded by Commissioner Villalobos to
approve the Resolution as proposed.
Discussion ensued regarding potential Commission recommendations for changes
to budget. No consensus on recommended changes was reached.
Motion Failed: 4-1.

Voting For: Vice Mayor Gelin. Voting Against: Mayor Gomez, Commissioner
Bolton, Commissioner Placko, and Commissioner Villalobos.
Discussion ensued regarding next steps and Statutory requirements.
Moved by Mayor Gomez; seconded by Commissioner Bolton to reconsider the
motion to approve Resolution 2509 as proposed.
Motion Approved: 3-2.
Voting For: Mayor Gomez, Vice Mayor Gelin and Commissioner Placko. Voting
Against: Commissioner Bolton and Commissioner Villalobos.
Moved by Vice Mayor Gelin; seconded by Commissioner Placko to approve
Resolution 2509 as proposed.
Motion Approved: 3-2.
Voting For: Mayor Gomez, Vice Mayor Gelin and Commissioner Placko. Voting
Against: Commissioner Bolton and Commissioner Villalobos.
ADJOURNMENT
Mayor Gomez stated the second public hearing of the FY2023 Millage Rate and budget would be
held on Thursday, September 22, 2022, at 5:05 p.m. in the Commission Chambers. She thanked
the staff for the hard work they had put in throughout the year.
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 7:20 p.m.
