A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO APPLY FOR COMPLETE STREETS AND OTHER
LOCALIZED INITIATIVE PROGRAM (CSLIP) GRANT AWARDS VIA
TWO APPLICATIONS THROUGH THE BROWARD COUNTY
METROPOLITAN PLANNING ORGANIZATION (MPO) AND THE
FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) IN AN
AMOUNT OF APPROXIMATELY $2,000,000 FOR THE TAMARAC
SPORTS COMPLEX MULTIPURPOSE PATH & BICYCLE LANE
CONNECTIVITY PROJECT AND IN AN AMOUNT OF
APPROXIMATELY $1,000,000 FOR THE WOODLANDS
ROUNDABOUT & ADA SIDEWALK GAP CONNECTIVITY PROJECT;
PROVIDING FOR ACCEPTANCE OF ONE OR BOTH OF THE
AWARDS AND EXECUTION OF DOCUMENTS UPON LEGAL
REVIEW AND APPROVAL; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, Florida Statutes provide that municipalities shall have the
governmental, corporate, and proprietary powers to enable them to conduct municipal
government, perform municipal functions and render municipal service, and exercise
any power for municipal purposes, except when expressly prohibited by law; and
WHEREAS, Article IV, Section 4.07 of the City Charter of the City of Tamarac
("City) empowers the City to adopt, amend or repeal such ordinances and resolutions as
may be required for the proper governing of the City; and
WHEREAS, the City Commission of the City of Tamarac wishes to enhance
multi -modal transportation, connectivity, safety, wellness, and recreational opportunities
throughout Tamarac by providing safe connectivity between City facilities, schools,
shopping centers, residential areas and the Broward County Greenway system by

establishing an integrated bikeway/walkway system throughout the City, safe ADA gap
sidewalk connectivity, and installing roundabouts as traffic calming devices where
needed throughout the City; and
WHEREAS, Complete Streets and Localized Initiative Program (CSLIP) grant
funds are administered to local governments via an application through the Broward
County Metropolitan Planning Organization (MPO) and the Florida Department of
Transportation (FDOT) for transportation related projects; and
WHEREAS, CSLIP limits a local government to two (2) applications in which the
facility/r-o-w owner and local jurisdiction is the same; and
WHEREAS, CSLIP funds are now available for selected transportation related
projects; and
WHEREAS, the Broward MPO requires the City to provide a Resolution
endorsing the Tamarac Sports Complex Multipurpose Path & Bicycle Lane Connectivity
Project and to receive a grant award from the Broward MPO CSLIP program, and
WHEREAS, the Broward MPO requires the City to provide a commitment to fund
construction costs of the Tamarac Sports Complex Multipurpose Path & Bicycle Lane
Connectivity Project that exceed the $2,000,000 cap of the CSLIP award, and
WHEREAS, the Broward MPO the City to provide a Resolution endorsing the
Woodlands Roundabout & ADA Sidewalk Gap Connectivity Project to receive a grant
award from the Broward MPO CSLIP program, and

WHEREAS, the Broward MPO requires the City to provide a commitment to fund
construction costs of the Woodlands Roundabout & ADA Sidewalk Gap Connectivity
Project exceeding the $1,000,000 cap of the CSLIP award, and
WHEREAS, the Broward MPO requires the City to maintain or coordinate the
maintenance of the pathway, roadways, sidewalks, and roundabouts after the projects'
completion; and
WHEREAS, the Directors of Community Development and Public Services
recommend submission of the two applications and acceptance of the award(s) in the
event of approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the businesses, residents, and visitors of the City of Tamarac to apply
for CSLIP grants via two applications through the Broward MPO and FDOT, and to
accept the award(s) and execute the necessary documents following legal review and
approval.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA-
Section 1: The foregoing recitals are true and correct and hereby adopted as
the legislative and administrative findings of the City Commission; all exhibits attached
hereto are incorporated herein and made a specific part of this Resolution.
Section 2: City staff is authorized to apply to the Broward MPO and FDOT for
a CSLIP grant in the amount of up to $2,000,000 for the Tamarac Sports Complex
Multipurpose Path & Bicycle Lane Connectivity Project.

Section 3: City staff is authorized to apply to the Broward MPO and FDOT for
a CSLIP grant in the amount of up to $1,000,000 for the Woodlands Roundabout & ADA
Sidewalk Gap Connectivity Project.
Section 4: If the Grant funding is awarded City staff, subject to legal review
and approval, is authorized to accept the Grant awards, provide matching local funds in
an amount not to exceed the difference between the grant funding and total cost of the
Tamarac Sports Complex Multipurpose Path & Bicycle Lane Connectivity Project and
the Woodlands Roundabout & ADA Sidewalk Gap Connectivity Project, and use the
Grant funding for the construction of the respective projects. A copy of the CSLIP grant
application form is attached as "Exhibit A".
Section 5: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
Section 6: If any clause, section, other part, or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
Section 7: This Resolution shall become effective immediately upon its
adoption.
