Gomez called the Wednesday, October 26, 2022, City Commission meeting, being held in Commission Chambers, to order at 9:30 a.m. ROLL CALL Present were Mayor Michelle J. Gomez, Vice Mayor Mike Gelin (via Teams), Commissioner Marlon B. Bolton, Commissioner Debra Placko, and Commissioner Elvin Villalobos. Also present were City Manager Kathleen Gunn, Interim Assistant City Manager Levent Sucuoglu, City Attorney John Herin, and City Clerk Kimberly Dillon. PLEDGE OF ALLEGIANCE Mayor Gomez led the Pledge of Allegiance and moment of silence. 1. CITY ATTORNEY REPORT City Attorney John Herin informed the Commission a personal injury litigation matter being handled by the League of Cities has been resolved. He stated the City had received an appeal earlier in the week filed by a resident in response to a Code Enforcement order. 2. CITY MANAGER REPORT 2.a. I'd like to start by extending congratulations to our Human Resources Director Lerenzo Calhoun and the entire Human Resources Department! Recently, the City of Tamarac received the Agency Award for Excellence for a Small Agency from the International Public Management for Human Resources Association for its exemplary contributions to the profession. I'd like to say thank you to the HR Team for their dedication and commitment to providing top-notch service for all of our employees. Well-done everyone and congratulations! Our Parks & Recreation Department wanted to share with you some events we have coming up: October 28t" - we'll be hosting the very popular Halloween Hoopla at Tamarac Park from 6 to 8 pm. November 11t" - Please join us for our Veterans Day Ceremony where we pay tribute to those who protect our freedom. Taking place at the Tamarac Community Center, this free ceremony will start at 10:30am and will include guest speakers. The Tamarac Veterans Affairs Committee will also be collecting donations of non-perishable food, toiletry items, socks and hand towels to help support the need of homeless Veterans. November 24t" - Thanksgiving morning, is our 415t Annual Tamarac Trot 5K. This popular event begins at 7:30am here at Tamarac City Hall. Registration is now open at www.runsiclnup.com Tamarac Fire Rescue Benevolent will be hosting a Pancake Breakfast this Saturday, October 29t" from 8:30am-11am at Fire Station 41, 7501 NW 88t" Avenue. There will be merchandise for sale & fire hats for the kids. Cost is $7 per person — proceeds benefit the Tamarac Firefighter's Benevolent which provides donations to charities, fire fighters and families in a time of need. Additionally, there is one week left to play Restaurant Bingo. Don't miss your chance to win great prizes while supporting Tamarac's small business restaurants. Homeless Taskforce Update Page 2 City Manager Gunn provided a presentation of her report, which is on file in the City Clerk's Office. 3. PUBLIC PARTICIPATION City Attorney Herin provided rules and procedures for providing public comment. Mayor Gomez opened the floor to comments from the public. 1) William Gofemet, 5106 Mayberry Lane, Tamarac, provided City Clerk Dillon with a document he called a true vision for what the Woodlands could look like, which was circulated to the Commissioners. He stated the residents were waiting for something positive to be done, rather than a bid that makes no sense. 2) Peter Mason, Coral Springs, thanked the City for the contribution to the Chamber of Commerce and the Chamber of Commerce Foundation to help local schools. 4. CONSENT AGENDA Moved by Mayor Gomez; seconded by Commissioner Placko to approve the Consent Agenda. Motion Approved: 5-0. Voting For: Mayor Gomez, Vice Mayor Gelin, Commissioner Bolton, Commissioner Placko, and Commissioner Villalobos. Voting Against: None 4.a. A Resolution of the City Commission of the City of Tamarac, Florida, authorizing appropriate City Officials to execute a three (3) year Microsoft Enterprise Licensing Agreement, payable in three (3) annual installments of $217,367.12, to be purchased from SHI International Corp, for a total three (3) year cost and expenditure of $652,101.36; authorizing execution of associated contract documents; authorizing expenditures from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. 4.b. TR13854 - A Resolution of the City Commission of the City of Tamarac, Florida, approving collection and disposal services of household hazardous waste; authorizing an expenditure of funds for an amount not to exceed the Approved Annual Budget of $84,000.00, or as amended by City Commission; Utilizing RFP No. 06-06-18-11 solicited, awarded, and renewed by the City of Coconut Creek, Florida as the Lead Agency for the Southeast Florida Governmental Purchasing Cooperative Group; effective upon approval through October 23, 2024 or as extended by the City of Coconut Creek on behalf of the Southeast Florida Governmental Purchasing Cooperative; authorizing the proper City Officials to Minutes October 26, 2022 — Regular Commission Meeting Page 3 execute contract renewals; providing for conflicts; providing for severability; and providing for an effective date. 4.c. TR13859 - A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to permit the sale and consumption of alcoholic beverages on premises on Friday, October 28 , 2022, through Sunday, October 30, 2022 for the Saint Malachy Catholic Church Rummage Sales & International Food Festival, located at 6200 John Horan Terrace, in accordance with Section 10-3.5(E)(4)(a) of the City of Tamarac Land Development Code; providing for conditions of approval; providing for conflicts; providing for severability; and providing for an effective date. TR13848 - A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City Officials to apply for Complete Streets and Other Localized Initiative Program (CSLIP) grant awards via two applications through the Broward County Metropolitan Planning Organization (MPO) and the Florida Department of Transportation (FDOT) in an amount of approximately $2,000,000 for the Tamarac Sports Complex Multipurpose Path & Bicycle Lane Connectivity project and in an amount of approximately $1,000,000 for the Woodlands Roundabout & ADA Sidewalk Gap Connectivity Project; providing for acceptance of one or both of the awards and execution of documents upon legal review and approval; providing for conflicts; providing for severability; and providing for an effective date. 5. REGULAR AGENDA 5.a. TR13857 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the renewal of the Agreement with Cigna, authorizing theappropriate City Officials to execute the Agreement with Cigna providing for a Dental Insurance program, and to make certain modifications to the program for employees and retirees; providing for the continuation of the existing cost allocation of the Dental Insurance premium between the City and employees; providing for conflicts; providing for severability; and providing for an effective date. City Attorney Herin read the title for the record. Moved by Mayor Gomez; seconded by Commissioner Placko to approve the resolution as presented. Mayor Gomez opened the public hearing, however seeing none, closed the public hearing. Director of Human Services Lerenzo Calhoun and Benefits Manager Arlene Walsh provided a combined presentation on items 5a, 5b, 5c, and 5d, which is on file in the City Clerk's Office. Discussion ensued regarding incentives and an in -person approach to education regarding wellness. Vice Mayor Gelin left the meeting at 10: 06 a.m. Mayor Gomez thanked staff for their efforts to keep City employees educated on wellness topics. Motion Approved: 4-0. Voting For: Mayor Gomez, Commissioner Bolton, Commissioner Placko, and Commissioner Villalobos. Voting Against: None. 5.b. TR13858 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the renewal of the Agreement with Cigna and authorizing the appropriate City Officials to execute the Agreement with Cigna, providing for a Voluntary Vision Insurance program, and to make certain modifications to the program for employees and retirees; providing for conflicts; providing for severability; and providing for an effective date. TR13849 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the renewal of the Agreement with Cigna authorizing the appropriate City Officials to execute the Agreement with Cigna, providing for Administrative Services for claims and Flexible Spending Plans and the Employee Assistance Program, the Telehealth Connection Program and the Motivateme Value Program, and to make certain modifications the Health Insurance program for employees and retirees; providing for conflicts; providing for severability; and providing for an effective date. T02513 - An Ordinance of the City Commission of the City of Tamarac, Florida, amending Ordinance 2022-005, which amended the City of Tamarac operating budget, revenues and expenditures, the capital budget and the financial policies for the Fiscal Year 2022 by increasing the total revenues and expenditures by a total of $7,164,406 as detailed in Attachment "A" attached hereto and summarized in Attachment "B" attached hereto and incorporated herein; providing for conflicts; providing for severability; and providing for an effective date. City Attorney Herin read the title for the record. Moved by Commissioner Bolton; seconded by Commissioner Villalobos to approve the Ordinance on first reading. Jeff Streder, Budget Manager, provided a presentation of the FY2022 budget amendment, which is on file in the City Clerk's Office. Motion Approved: 3-1.
