CALL TO ORDER
Mayor Michelle J. Gomez called the Monday, November 21, 2022, Special City Commission
meeting, being held in Commission Chambers, to order at 10:00 a.m.
ROLL CALL
Present were Mayor Michelle J. Gomez, Vice Mayor Mike Gelin, Commissioner Marlon B. Bolton
(at 10:19 a.m.), Commissioner Debra Placko, and Commissioner Elvin Villalobos (via Teams).
Also present were City Manager Kathleen Gunn, Interim Assistant City Manager Levent
Sucuoglu, Acting City Attorney Don Dufresne, and City Clerk Kimberly Dillon.
PLEDGE OF ALLEGIANCE
Mayor Gomez led the Pledge of Allegiance and moment of silence.
The City Manager Report was heard prior to Item 9.
4. CITY MANAGER REPORT
City Manager Gunn presented Commissioner Placko and Vice Mayor Gelin with a gift of
the City's gratitude for their service to the Commission.
Vice Mayor Gelin shared comments thanking those who supported his campaign and
discussed policies he had brought forward throughout his time on the dais.
Commissioner Placko spoke on the nine (9) year journey as a Commissioner for the City
of Tamarac and thanked her supporters, staff, and friends. She acknowledged all those who
had run for office and encouraged them to stay involved and congratulated the incoming
Commissioners. She stated she knew the Commission was in good hands.
5. PUBLIC PARTICIPATION
Mayor Gomez opened the floor to comments from the public, however there being none to
speak, she closed the floor.
6. CONSENT AGENDA
City Manager Gunn asked that items 6d and 6c be moved to follow item 8a.
Moved by Commissioner Placko; seconded by Commissioner Villalobos to approve the
Consent Agenda items a and b.

6a. TR13863 - A Resolution of the City Commission of the City of Tamarac,
Florida, accepting a FY 2022 Edward Byrne Memorial Justice Assistance
Grant (JAG) award in the amount of $13,947.93 and authorizing the
appropriate City Officials to execute a Subrecipient Agreement between the
City of Tamarac and Broward County pending legal review; authorizing
Broward County to serve as lead agency providing for the administration of
the FY 2022 JAG Grant; executing a Memorandum of Understanding (MOU)
pending legal review between the City of Tamarac and Broward County for
the dispersion of JAG Grant funds and with the Broward Sheriffs Office
(BSO) for the retention of JAG Grant funds for use in the BSO Tamarac
District pursuant to contracts for law enforcement services; providing for
conflicts; providing for severability; and providing for an effective date.
6b. TR13864 - A Resolution of the City Commission of the City of Tamarac,

Florida, declaring the results of the November 8, 2022, General Election for
Mayor -at -Large, City Commission District 2 and City Commission District 4;
providing for conflicts; providing for scrivener errors, providing for
severability; and providing for an effective date.
Acting City Attorney Dufresne read the title for the record.
Moved by Mayor Commissioner Placko; seconded by Vice Mayor Gelin to approve
the resolution as presented.

6d. TR13868 - A Resolution of the City Commission of the City of Tamarac,
Florida, Declaring the results of the Referendum Election voting at the
November 8, 2022 Election on Amendments to the City Charter: Ordinance
No. 0-2022-07 Amendments relating to Section 2.01 of the charter concerning
the manner in which the city maintains an Official City Map and deleting
Section 13.01 of the Charter concerning the boundaries of the city as
redundant; Section 5.02 of the Charter concerning the manner of removal of
the City Manager, Sections 5.04 and 10.01 concerning the powers of the City
Manager; Section 6.06 concerning candidate residency requirements; Sections
7.09, 7.11 and 7.14 of the Charter to specify that the manner of selecting an
auditor and procuring goods and services comply with applicable state law
and all agreements and contracts the city enters into are subject to an annual
appropriation of funds, Section 11.01 of the Charter concerning the manner
of removal of the City Attorney; Deleting obsolete provisions of the Charter,
making the Charter Gender Neutral; Standardizing Terminology, Definitions
and References to State Law; Providing for Conflicts; Providing for
Severability; and Providing for an Effective Date.
Acting City Attorney Dufresne read the title for the record.
Moved by Mayor Commissioner Placko; seconded by Commissioner Villalobos to
approve the resolution as presented.
Motion Approved: 5-0.
Voting For: Mayor Gomez, Commissioner Bolton, Vice Mayor Gelin,
Commissioner Placko, and Commissioner Villalobos. Voting Against: None.
7. REGULAR AGENDA
7a. TR13861 - A Resolution of the City Commission of the City of Tamarac,
Florida, authorizing and directing, Howard Steinholz as Co -Trustee under the
Declaration of Appointment of Co -Trustee dated April 13, 2016 of the
Tamarac Land Trust Agreement dated July 10, 2013 to execute the third
amendment to the Ground Lease Agreement for the commercial parcel,
attached hereto as Exhibit 111", by and between Howard Steinholz as Co -
Trustee and JKM TV C, LLC; for the purpose of extending the commercial
parcel election period for the Tamarac Village property being more
particularly described in Exhibit "1" attached hereto and incorporated herein
from ninety (90) days to three hundred and sixty five (365) calendar days or
sooner; providing for conflicts; providing for severability; and providing for
an effective date.

Acting City Attorney Dufresne read the title for the record.
Moved by Mayor Gomez; seconded by Vice Mayor Gelin to approve the resolution
as presented.
Mayor Gomez opened the public hearing, however seeing none, closed the public
hearing.
Community Development Director Maxine Calloway provided a presentation,
which is on file in the City Clerk's Office.
Vice Mayor Gelin asked whether the City's position was that building of the
proposed townhomes would benefit the City during a housing crisis. Community
Development Director Calloway stated staff needed time to evaluate the proposal
and other options to determine the highest and best use for the property.
Commissioner Placko asked whether the townhomes would be for purchase or
rental properties. Community Development Director Calloway responded that
information was not yet known.
Commissioner Villalobos argued JKM had not been able to keep its promises in the
past and asserted there were already complaints from residents about too much
development taking place.
Vice Mayor Gelin asked questions regarding the among of time needed for
evaluation, clauses of the original contract, and potential commercial uses.
Commissioner Bolton joined the dais at 10:19 a.m.
Mayor Gomez stated this property was assembled as the City's first mixed -use
project and noted the economy and community had changed since it was first
discussed, so opportunities have changed, as well. She noted no one could have
anticipated the delays of COVID-19.
Commissioner Bolton stated he believed 365 days was too long. City Manager
Gunn explained the lengthy time required for stormwater permit review.
Motion Approved: 4-1.
Voting For: Mayor Gomez, Commissioner Bolton, Commissioner Placko, and
Commissioner Villalobos. Voting Against: Vice Mayor Gelin
8. ORDINANCE(() — SECOND READING
8a. T02513 - An Ordinance of the City Commission of the City of Tamarac,
Florida, amending Ordinance 2022-005, which amended the City of Tamarac
operating budget, revenues and expenditures, the capital budget and the
financial policies for the Fiscal Year 2022 by increasing the total revenues and
expenditures by a total of $7,164,406 as detailed in Attachment "A" attached

hereto and summarized in Attachment "B" attached hereto andincorporated
herein; providing for conflicts; providing for severability; and providing for
an effective date.
Acting City Attorney Dufresne read the title for the record.
Moved by Commissioner Villalobos; seconded by Vice Mayor Gelin to approve
the resolution as presented.
Mayor Gomez opened the public hearing, however seeing none, closed the public

The Oath of Office was administered by Ms. Kathleen Gunn, to Michelle J. Gomez,
Mayor Re -Elect, along with the presentation of the Certificate of Election.
10d. Oath of Office— City Commissioner District 2
The Oath of Office was administered by Ms. Denise C. Thomas, to Morey Wright,
Jr., Commissioner -Elect, District 2, along with the presentation of the Certificate
of Election.
10e. Oath of Office — City Commissioner District 4
The Oath of Office was administered by Mrs. Jacquelyn Haywood, to Dr. Kicia
Daniel, Commissioner -Elect, District 4, along with the presentation of the
Certificate of Election.
10f. Public Participation
1) Ronald J. Wasserman, 8577 J Drive, Tamarac, wished the new Commissioners
the best. He commented on the growth of the City and asked that everyone try
to be supportive of those on the dais.

2) No name given, on behalf of the King's Point Caribbean American Club, congratulated
the newly elected and existing Commissioners.
3) Julie Bergeron, All Sports, thanked Mayor Gomez for supporting women and children
in the community.
4) Carolina Veira, VP of Community and Corporate Partnerships, CareMax,
congratulated the new Commissioners and stated she was proud of the diversity
represented.
5) Caroline Walker, Tamarac, wished the new Commissioners the best and stated she
looked forward to seeing them work together.
6) Annejeanette Washington Collins, Florida Social Studies Teacher of the Year, thanked
and congratulated the new Commissioners on behalf of the students at Ramblewood
Middle School.
7) Fran Smith, Tamarac, homeschool mother of four (4), congratulated the new
Commissioners. Olivia and Addison Smith offered their congratulations, as well.
8) Young woman, Tamarac, congratulated Mayor Re-elect Gomez.
9) Dr. Rosemarie Adamson -Lewis, Coconut Creek, offered her congratulations to the
newly elected leaders, especially her friend Morey Wright, Jr.
ADJOURNMENT
There being nothing further to discuss, Mayor Gomez adjourned the meeting at 1:05 p.m.
